Responsible for analyzing policy, legislation, regulations for agency wide application and assessment of operational and/or service impact usually in a program or limited area of service delivery. Compiles and reports on statistics related to evaluating various programs, manages statistical systems, develops new or revised reporting programs which include implementation and maintenance of operations and quality assurance tools. May perform analysis and impact assessment that includes budget issues. Conducts follow up evaluations of studies and in problem solving. May serve on committees and boards and appear in hearings and public meetings as an agency representative.

The Data Analyst Intern will be assigned to the Prevention and Response Branch (PRB) to support the National Park Service (NPS) Office of Health and Safety (OHS) with safety priorities, including analyzing various data sets to identify disease and injury trends in national parks; causal and contributing factors to diseases and injuries, high risk populations, and location specific information to target and improve safety and health efforts across the NPS. The intern will be responsible for developing data rules, performing data clean-up and coding, conducting data analysis of various size data sets, and generating various outputs (reports, dashboards, etc.) to inform programs, parks, and staff on trends. The intern will be responsible for developing presentations and conducting briefings on analysis results to program managers in the OHS. The Program Analyst:
* Drafts policies and procedures, and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements mandated by Congressional statute (Omnibus Transportation Employee Testing Act of 1991) across the whole transportation industry at the national and international level.
* Provides assistance to and interacts with the OAs, other OST offices, government agencies, the transportation industry, and other business entities supporting national and international drug and alcohol testing and prevention programs and efforts, as appropriate.
* Assists with providing technical and program training and seminars at the national level to specific audiences, including DOT agencies, physicians, industry representatives, substance abuse professionals, collection site personnel, laboratory representatives, and consortia/third party administrators.
* Serves as a technical Drug and Alcohol policy advisor in dealing with government officials, modal administrators, officials, and representatives of private transportation industries, members of professional associations, labor unions, and academia, and the public in the areas of federal laws and regulations, Departmental procedures and requirements, and the procedures utilized in effective substance abuse deterrence and detection programs.
* Stays current on the Department of Health and Human Services Mandatory Guidelines for urine and oral fluid, including any subsequent updates.
