The duties and responsibilities of this position include assisting the Finance and HR Administrator with administration of various finance and human resources related activities; ensuring timely submission of monthly, calendar year-end, and fiscal year-end reporting requirements; supporting the accounts payable, accounts receivable, and procurement functions of the agency; supporting the student financial assistance process; maintaining accurate information in the Student Information System; assisting the Finance and HR Administrator with planning, coordinating, delivery, and tracking of human resource activities including but not limited to Performance Management, Recruitment, Hiring, New Employee Orientation, and Annual Benefits Enrollment; maintaining clean and reliable financial records by tracking transactions, verifying accuracy of every entry, and keeping documents secured. This is a restricted, classified position. Minimum Qualifications Experience in financial reporting and HR administration. Knowledge and experience with HR administration to include state and federal laws, procedures, government regulations, and executive orders. Working knowledge and experience with computerized accounting and HR systems. Demonstrated ability to communicate effectively, both orally and in writing, with diverse audiences. Experience in handling matters that requires strict confidentiality. Must possess excellent interpersonal, customer service, and organizational skills. Ability to work independently, exercise sound judgment, and adhere to established policies and procedures. Strong time-management skills, including the ability to prioritize tasks and meet deadlines. Functions as a strategic partner to assigned departments by providing guidance and assistance in the areas of recruitment and selection, employee relations, performance management, classification and compensation; reviews personnel actions and provides recommendations to ensure consistent application of human resources policies and procedures. Manages employee complaints and works with departments to secure an effective resolution; counsels supervisors and managers on employee coaching and developing performance standards; develops and conducts employee relations training in all aspects of workforce development. Coordinates recruitment and employment activities by developing recruitment strategies, conducting job analysis, revising s, screening and evaluating applicant qualifications, developing or reviewing interview questions; participates on interview panels; attends career fairs, develops and maintains relationships with employment agencies, universities and other recruitment sources. Responsible for reviewing reclassification requests; performs salary analysis; establishes job requirements and standards; develops job descriptions and recommends appropriate classification and placement of jobs; conducts and responds to salary surveys as appropriate. Develops and conducts training and educational programs for all levels of employees to include new employee and supervisors' orientation and other professional development trainings; serves on project teams, and conducts exit interviews. Working on the Assertive Community Treatment (ACT), the Employment Specialist serves as a liaison between potential employers and consumers. Develops and cultivates relationships with hiring managers, informing them of potential candidates within caseload.
