Position: The Manager of PAS (Pension Administration System) Development and Support will be responsible for the administration, configuration, implementation, and support of the Vitech V3locity PAS at SURS. This will also include some support for the legacy system as it is being sunset. The Manager of PAS Development and Support will work with other members of the IT organization, as well as the business, to understand the business need and evaluate how those needs and capabilities fit within the existing application infrastructure or identify gaps where new technology is needed. This is expected to be a hands-on manager role.

Main Duties
Supervise, mentor, and coach team members assigned to the PAS Development and Support team. (approx. 5-7 team members)
Work with the Helpdesk, App Support, and PMO teams to manage projects and tasks assigned.
Work with the V3locity Product Owner and PMO to evaluate business and technology requirements to determine the best fit within the applications infrastructure.
Be the subject matter expert on existing applications and integration within the technology footprint.
Work with the business to maximize capabilities of the application ecosystem.
Ensure the best use of new code as it is deployed.
Identify integration needs between PAS and other applications, and work with vendors and other IT team members to implement.
Partner with business analyst and users to understand business requirements for administration, configuration, and support for maintenance or enhancement of existing systems.
Evaluate alternative applications and solutions to meet business capabilities and requirements.
Identify gaps in existing technology based on business capability roadmaps and determine the best way to fill the gap using existing or new applications.
Ensure applications are implemented and configured to meet business and technical requirements as well as best practices.
Provide tier 2-3 support of enterprise applications, along with escalations when appropriate.
Establish, measure, and maintain KPIs and SLAs for PAS Development and Support team.
Manage vendor relationships including support tickets, evaluating new releases, and upcoming roadmap capabilities.
Work with Product Owner and vendor resources to create statement of works to support requirements as needed.
Maintain documentation of all technology processes and components supporting the enterprise applications.
Ensure integrity of data and reports for enterprise.
Produce cost and resource estimates based on requirements and statements of work.
Ensure that solutions meet all compliance, legal, internal controls, and accounting standards.
Participate in special projects or perform other duties as required.
Required Qualifications
Any one or combination totaling 5 years (60 months) from the following categories:
College coursework which includes Information Technology (IT), IT Management, Programming, IT Systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
30 semester hours equals one (1) year (12 months)
Associate's Degree (60 semester hours) equals eighteen months (18 months)
90 semester hours equals two (2) years (24 months)
Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
Work experience in IT-related functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field, which includes supervisory or lead worker capacity.
Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position is required.
A minimum of 2 years of managing support and/or developing of a major PAS (Vitech, Sagitech, Tegrit, etc.), ERP (SAP, Epic, LAWSON, PeopleSoft, Oracle, etc.), CRM, or claims administration environment.
Minimum of 2 years as a supervisor or lead role in IT application development.
Knowledge of standard business practices (budgeting, reporting, planning, etc.)

Preferred Qualifications
7+ years of experience in enterprise-wide application technology (implementing, supporting, developing, managing.)
3+ years of experience in supporting all facets of enterprise applications, including web development and API management.
3+ years of experience in planning application implementation, including evaluating applications (both existing and new), recommending an application, and working with vendors or internal staff to implement applications.
3+ years of management/team leadership experience of enterprise application projects, implementation, configuration, and maintenance.
Position Information
This is a full-time position based in Champaign, IL. During the initial 12-month training period, fully in-office workdays may be required. After successful completion of the initial training period, this position may transition to a hybrid role. The starting salary range for this position is $120,405 - $135,000. It is not typical for an individual to be offered a salary at or near the top of the full range for a position. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

Essential Functions
* Subject to management approval, serves as the Data Center Network Manager for the Department of Innovation & Technology (DoIT), planning, designing, and implementing long-term network strategies to maintain a secure, robust, and reliable data center network.
* Develops, implements, and enforces policies, procedures and operational practices to ensure a high-quality, reliable, and secure data center network, adhering to DoIT, industry best practices, and compliance standards (e.g. IEEE, ITIL, SCTE, PMI).
* Develops and manages the data center network operations budget and procurement.
* Serves as full line supervisor.
* Leads and directs the evolution and innovation of the data center network by researching the latest technology.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related Information Technology field.
* Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business information technology organization.
* Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
Preferred Qualifications (in Order of Significance)
* Four (4) years of professional experience planning, designing, and implementing secure, scalable, and high-performance data center networks, including hybrid and multi-cloud infrastructures such as: (AWS, Azure, Google Cloud).
* Four (4) years of professional experience developing, managing, and forecasting data center network operations budgets, conducting cost analyses, and providing financial recommendations for new technology investments.
* Four (4) years of professional experience developing, implementing, and enforcing network policies and operational procedures aligned with industry best practices (IEEE, ITIL, SCTE, and PMI) and compliance standards, while collaborating with auditors and compliance officers to ensure adherence.
* Four (4) years of professional experience managing network-related projects using ITSM, ITIL, and project management tools (Excel, MS Project or similar), ensuring on-time and within-budget delivery, while overseeing and guiding technical staff.
* Four (4) years of professional experience drafting and reviewing technical language for RFIs, RFPs, and IFBs, as well as negotiating and approving contract terms to align with network operations and organizational needs.
* Four (4) years of professional experience managing and optimizing load balancing, micro-segmentation, and cloud peering to enhance network performance, security, and scalability.
* Ability to translate complex technical concepts into clear, actionable insights for management and stakeholders, providing expert guidance on network operations, strategies, and challenges.
* Ability to monitor, maintain, and troubleshoot data center network infrastructure, working closely with leadership and security teams to ensure high availability, reliability, and security.
* Ability to research, evaluate, and integrate emerging networking technologies to optimize performance, enhance efficiency, and align with organizational goals.
* Ability to develop, implement, and evaluate new and revised KPI's for network performance, managing data collection, and reporting service management metrics to drive continuous improvement.

What You'll Do
* Plan and lead outdoor recreational activities such as archery, fishing, paddling, teambuilding, and geocaching.
* Maintain accurate records, including incident and injury reports, equipment damage reports, behavior documentation, time sheets, and camper registrations.
* Oversee participant pick-up and drop-off procedures.
* Assist with setup, breakdown, and routine maintenance of camp facilities and equipment (kayaks, fishing gear, archery equipment, etc.).
* Help develop activity schedules, operating procedures, and end-of-season reports.
* Operate district vehicles, including work trucks, ATVs, and boats.
* Respond to emergencies and administer first aid when needed.
* Provide program and site information to participants and the public.
* Support district special events and programs.

What You'll Need

* 1 season of previous camp counselor experience.
* Experience with outdoor recreational activities including hiking, archery, fishing, and paddling.

Schedule & Pay
* Schedule during camp is generally Monday - Friday 8:00 am to 4:00 pm; however, some occasional evenings and weekends may be needed. Hours vary after camp season ends.

* $18 - 19 per hour

Work Setting
* Position is based out of two locations: either Blackwell Forest Preserve in West Chicago, IL or Churchill Woods Forest Preserve in Lombard, IL
* Requires working outdoors and indoors in office and shop environments. Exposure to all weather conditions, campfires, insects and other wildlife. Work surfaces may include downed branches or uneven terrain. Use of motor vehicles.
