ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assist in planning, developing, and overseeing implementation of personnel policies, guidance, programs, and legislative initiatives
Familiar with US Airforce Reserves and Active Duty, military and civilian personnel actions; accessions; recruiting; assignments; benefits; joint talent development; compensation; career development; leave, promotions, etc.
Assist in advising the Chief Human Capital Officer on congressional liaison and engagements
Coordinate development, integration, and resourcing of information technology systems supporting human resource management programs and process human resource technology prioritization, and technology scouting
SUPERVISION: This position has no supervisory responsibilities.
QUALIFICATIONS, EDUCATION, AND/OR EXPERIENCE:
Bachelor's Degree plus 5 - 10 years of experience in an Operations, Engineering, Scientific, Analysis, Policy or Planning field
Experience in speechwriting or in performing equivalent duties and responsibilities
Significant expertise in communications principles, methods, practices, and techniques, including skill in presenting ideas in speech and in written form to inform and persuade audiences at all levels
COMPUTER SKILLS:
Skilled in operating a personal computer and standard office equipment

Key Responsibilities:
Support capability requirements validation through AROC/JROC
Develop investment strategies and program documentation
Conduct analyses for doctrine, training, and sustainment
Brief senior Army leadership and prepare Congressional testimony
Coordinate with stakeholders across DoD and industry
Support TAA, FFR, and AEMC processes
EDUCATION AND EXPERIENCE:
Bachelor's degree required (Master's preferred)
5+ years Force Development experience at senior Army levels such as HQDA, MACOMs, or Army Service Component Commands
Domain expertise in relevant portfolio area
Familiarity with Army acquisition and modernization processes
Certifications Desired
Requirements Management Certification Training (RMCT) Level-A or C
Must complete within 6 months: HTAR, AOIC, JCIDS courses
Technical Skills
Familiarity with Army databases (AE2S-M, CAMS, cQUIP, etc.)
Microsoft Office suite expertise
Knowledge of JCIDS, DoDI 5000.2, PPBE, and AROC processes

SUMMARY OF THE OPEN POSITION:
Position Navigation Timing (FDC): Manages the Army's Position Navigation and timing program efforts; Requirements: Operational experience with Mission Command Transport Applications; understanding tactics, techniques, and procedures associated with Army command, control, and communications systems; responsible for familiarity with mounted/dismounted and Alternative Navigation technologies and software. TS/SCI clearance required.
SUPERVISION: This position has no supervisory responsibilities.

Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook)
