This position is critical in bridging the gap between technical solutions and persuasive communication to develop clear, compelling, and compliant proposals that effectively showcase our technical capabilities and solutions to potential clients. The ideal candidate will have a deep understanding of federal contracting, particularly with the Department of Defense (DoD) and/or Fed/Civ agencies, and will play a key role in both designing technical solutions and articulating them in proposal documents. Position Duties and Tasks:
Proposal Writing & Development:
Write and edit technical sections of proposals, ensuring clarity, accuracy, and compliance with RFP requirements
Develop content that effectively communicates complex technical concepts and solutions in a way that is accessible to non-technical stakeholders
Tailor content to address client needs, demonstrating a deep understanding of their challenges and how our solutions address them
Supporting the Technical Solution Design:
Support the design and development of technical solutions in response to RFP/RFQ requirements, ensuring alignment with client needs and organizational capabilities
Collaborate with technical subject matter experts (SMEs) to conceptualize and document innovative solutions that address complex challenges
Collaboration & Coordination:
Work closely with business development, capture managers, and technical SMEs and proposal team, to gather the necessary information and insights for proposal development
Coordinate with graphic designers to ensure that visuals and graphics complement and enhance the written content
Participate in proposal strategy sessions and contribute to the development of win themes, value propositions, and key messaging
Compliance & Quality Assurance:
Ensure that all written content is compliant with RFP/RFQ requirements and follows the company's style guide and branding standards
Conduct thorough reviews of proposals for grammar, punctuation, and technical accuracy
Edit and proofread content provided by SMEs, ensuring consistency and clarity throughout the document
Content Management:
Maintain and update a library of proposal content, including technical solutions and boilerplate language
Develop and manage templates and other tools to streamline the proposal development process
Continuous Improvement:
Stay current with industry best practices in proposal writing and technical communication
Provide feedback and suggestions for improving proposal processes, tools, and content quality
Required Experience, Skills, and Qualifications:
Bachelor's degree, preferably in a technical discipline or Communications/ Business/ English/ Language degree
Eight or more years of demonstrable success supporting in a proposal writing role, with at least three years of experience writing technical proposal sections
Demonstrated experience and knowledge in the following technical disciplines: cybersecurity, cloud solutions, data analytics, enterprise IT modernization, software development and integration, network engineering and operations, systems engineering, risk management and compliance
Deep knowledge of the business development lifecycle and Shipley processes
Strong presenter capability and effective written and verbal communication skills
Experience in facilitating strategy, solutions, and storyboard sessions

Takes an ownership approach in proposal service delivery support for all aspects of proposal development process, but not limited to:

Develop and maintain a detailed compliance matrix, proposal structure, and annotated outline

General responsibilities and tasking include:

Maintain situational awareness of a variety of issues and related intelligence challenges, providing written or verbal responses to policy maker requests.
Support the planning, facilitation, and after action needs for community sessions and outreach initiatives to address intelligence integrations matters.
