Substitute Teacher/Non-Certified Substitute Teacher Overview: Kanawha County Schools is obligated under State Law to place CERTIFIED SUBSTITUTE TEACHERS in classrooms. However, the law does provide some flexibility to local school districts to use non-certified individuals in areas of critical need to supplement its substitute pool on a day-to-day basis as a last resort.
