GovCIO is currently hiring a Zero Trust Team Lead for a program with the US Coast Guard. This position will drive the implementation and governance of Zero Trust Architecture (ZTA) across complex enterprise environments, particularly within federal or defense sectors. This role combines deep cybersecurity expertise with strong project management capabilities to lead multiple teams, coordinate schedules, and ensure successful delivery of Zero Trust initiatives aligned with organizational and mission objectives. This position will be located in Alexandria, VA area and will be an on-site position.
Responsibilities:
The Zero Trust Team Lead will be responsible for providing leadership and direction for the planning, execution, and successful delivery of the enterprise's Zero Trust transformation.
Lead the planning, design, and execution of Zero Trust Architecture strategies across enterprise IT environments.
Manage multiple cross-functional teams, ensuring alignment with project goals, timelines, and stakeholder expectations.
Develop and maintain detailed project schedules, resource plans, and risk mitigation strategies.
Coordinate with cybersecurity, infrastructure, and application teams to ensure seamless integration of Zero Trust principles.
Serve as the primary point of contact for government leadership and stakeholders, translating technical requirements into actionable plans.
Oversee the implementation of identity, access management, micro-segmentation, and continuous monitoring solutions.
Ensure compliance with DoD cybersecurity frameworks, including RMF, NIST 800-207, and Zero Trust maturity models.
Track progress against milestones and deliverables, reporting status to executive leadership and program sponsors.
Facilitate workshops, training sessions, and documentation efforts to support Zero Trust adoption and awareness.
Identify and resolve project issues, dependencies, and resource constraints proactively.
Qualifications:
Bachelor's with 12+ years (or commensurate experience)
Bachelor's degree in Cybersecurity, Information Technology, Engineering, or a related field with 12+ years (or commensurate experience)
Required Skills and Experience
Minimum of 10 years of experience in IT or cybersecurity, with at least 5 years in project or program management.
S. Citizenship and ability to obtain or maintain a DoD security clearance.
Current DoD 8570 IAT Level II or III certification (e.g., Security+ CE, CySA+, CASP+, CISSP) is mandatory.
Proven experience implementing Zero Trust principles in enterprise or government environments.
Strong understanding of DoD cybersecurity policies, frameworks, and compliance requirements.
Demonstrated ability to manage multiple teams and complex project schedules.
Excellent communication, leadership, and stakeholder engagement skills.
Clearance Required: Must be clearable up to an active Secret clearance.
Preferred Skills and Experience
Certifications such as CISSP, PMP, CISM, or Zero Trust-related credentials.

Role Description:
Supervisor, Utility Services supervises personnel and guides work processes, records management, data and technology integration, productivity and performance measures and evaluation, and logistical support for the water and sewer infrastructure repair and maintenance operations, work plans and program improvement efforts. Performs data evaluation, statistical analysis and directs the tracking, analyzing and reporting of work order activities for the purpose of documenting, evaluating, and reporting operational activities, including performance, productivity, cost of service, and work force utilization.
Essential Duties & Responsibilities:
Directs the program management process for work planning, scheduling, and work coordination to support the Water and Sewer infrastructure repair and replacement projects and system rehabilitation efforts.
Serves as a DC Water liaison to DDOT in the coordination of permit applications and processing and other DDOT provisions that are required to initiate and execute water and sewer emergency repairs and system maintenance and rehabilitation projects in public space.
Plans, monitors, and coordinates activities involved with the planning, scheduling, replacement and maintenance of distribution system assets in Water, Sewer and Customer Services in addition to contracted services.
Participates in the identification, development and management of databases and record management systems based on business requirements.
Facilitates and supports the workflow standardization and Maximo integration efforts to link the Water and Sewer Operations into the enterprise records management system.
Guides the planning, qualifying, setting parameters, coordinating and scheduling infrastructure repair, replacement activities with various stakeholders, including customers, outside agencies and contractors facilitating business requirements, such as DDOT permits, utility marking and other preliminary activities.
Supports strategic planning and innovation activities by analyzing policy, business processes, conducting benchmarking and research activities, and making recommendations.
Participates in the development of analytical models and tools for tracking and evaluating work order records management systems, including data collection, data maintenance, and data analysis and reporting.
Provides logistical support for maintaining and reassessing data collection, analysis, and reporting requirements in various functional areas, including strategic planning, performance measurement, project management, work standardization and automation.
Evaluates business processes, workflows, policies and procedures and provides recommendations to enhance operations and customer services.
Performs data research, data analysis, quality assurance, review, and evaluation on water and sewer operations, assets and inventories.
Works with various business units, coordinating repair and maintenance activities and addressing business requirements. Performs QA/QC and statistical analysis and prepares a wide range of reports on operational and financial performance to meet reporting requirements requested by outside agencies, such as the Environmental Protection Agency, Fire and Emergency Medical Services, Department of Transportation and others, as well as for the purposes of evaluating and developing both short-term and long-term business plans.
Establishes and documents business processes, workflow, including data standards and procedures and definitions for the data dictionary.
Maintains and supports the Authority's records management systems and other databases that support the Water and Sewer infrastructure repair and maintenance operations, work management plans and program improvement efforts.
Works closely with IT project managers and programmers in applying effective systems and data models and designing and coding utilities.
Works across functional groups to address senior management information needs, develop a wide range of reports identifying and interpreting trends on distribution system assets, work performance, and operations.
Provides support to other DC Water branches/departments with data analyses, data extracts and queries related to water and sewer service assets.
Prepare performance data and evaluation reports, as well as routine and special reports as required.
Performs other duties and projects assigned at the discretion of the immediate supervisor.

General Description:
Under the general direction of the Deputy Director of Operations, the Transportation Line Supervisor is an important member of the PLTO management and supervisory team. During the pre-revenue period of the project Construction phase), the Transportation Line Supervisor will support testing and commissioning activities including the supervision and/or operation of test trains under the direction of the Rail and Test Directors. Line Supervisors will also participate in the preparation of operating rules, procedures, and other special operating instructions for operating personnel.
Once the Purple Line is commissioned for revenue service, Line Supervisors' primary responsibilities shall be monitoring transit operations, LRV operators, and the overall safe delivery of reliable Purple Line customer service. Line Supervisors shall also respond to accidents, investigate and document incidents, and issue directives and/or discipline to employees under their supervision.
Line Supervisors shall be trained to assist with the operation of safe and efficient light rail train service connecting Bethesda to New Carrollton Stations. Additional responsibilities include interacting with the public in a professional manner, addressing general service impacts as it relates to accidents, detours, mechanical issues, and monitoring the daily performance of LRV operators. This position thoroughly and effectively uses various transit software, technology, tools, and similar methods.
The Transportation Line Supervisor also serves as a Company ambassador to the public while providing the highest quality of customer service and addressing concerns related to PLTO services. Other responsibilities include assisting with training and onboarding new Light Rail Vehicle (LRV) Operators, conducting meetings, participating in Company events, and making service recommendations to operations management as needed.
Responsibilities/Essential Function
Serve as a key member of the operations team during the pre-revenue phase by participating in all required training to become a qualified Train Operator.
Operate Light Rail Vehicles (LRVs) during the system's startup and ramp-up phases after successful completion of qualification requirements, supporting operational readiness and service delivery.
Serve as subject matter experts after qualification by mentoring and guiding future Train Operators, ensuring consistent operational standards and best practices.
Support the development of training materials and standard operating procedures (SOPs) by leveraging firsthand experience with LRV operations and safety protocols.
Ensure LRV Operators perform their duties diligently, safely, and in accordance with Company policies, Federal Transit Administration (FTA) regulations, and collective bargaining agreements.
Coach, counsel, and develop LRV Operators, providing the necessary documentation for certifications upon successful completion of training programs. Deliver performance feedback to support evaluations.
Perform Fitness for Duty checks as required by PLTO and the FTA and serve as the Company representative for reasonable cause or post-accident testing procedures.
Monitor LRV operations, road conditions, and service disruptions to ensure the safe and timely provision of service. Respond to emergencies and incidents, assess situations, and act as the Railroad Operations Commander (ROC), coordinating with the Operations Control Center (OCC) and first responders.
Perform evaluations and downloads of LRV's, conduct required Efficiency Testing, monitor vehicle loading procedures, and ensure compliance with all Operating Rules, safety, cleanliness, and service standards.
Investigate operational issues, rule violations, safety concerns, and passenger complaints.
Recommend and implement corrective actions or procedural improvements, as necessary.
Assign LRV Operators to shifts and duties in alignment with job descriptions, any union agreements, and company policies. Manage employees and train operations to optimize On-Time-Performance (OTP) and make recommendations to improve performance.
Manage Operators to ensure adequate staffing and service coverage.
Administer and uphold the terms and conditions of any collective bargaining agreement. Escalate labor relations matters or violations to senior management.
At all times, professionally interact with passengers, LRV Operators, and the general public. Assist passengers with disabilities, including securement of mobility devices, when necessary.
Safely troubleshoot onboard train issues, coordinate with dispatch and report equipment issues to the Maintenance Department. Facilitate LRV exchanges as needed.

In This Role:
You will leverage your passion for coaching and developing employees, and helping them reach business goals and their full potential

What You Will Need to Succeed:
You are able and willing to work overnights
You've directly supervised 10+ employees in a fast-paced and / or high-volume work environment
You have at least 3-5+ year of direct employee supervision experience in a fast paced, high volume work environment
Big plus if you have knowledge of human clinical or veterinary testing and procedures, but not required.
You love a fast-paced, high-volume, innovative work environment
You are passionate about people leadership
You are excited about the opportunity to use your skills and abilities in promoting the health and well-being of animals.
Able to meet the physical requirements that go with working in a lab - standing and sitting for extended periods of time, phone & computer use, extended reach, lifting up to 50lb, and specific vision ability - close, color, depth perception, and ability to adjust focus.
This is a laboratory, so there is potential exposure to biohazards, agents known to cause zoonotic diseases, and hazardous chemicals.
What You Can Expect From Us:
Salary rate targeting $85-90K+ (with some flexibility depending on experience)

Schedule:
You will be working 40 hours / week. The scheduled shifts will likely be Midnight - 8:30am Monday/Tuesday through Friday/Saturday nights. There is an every third or fourth Saturday rotation. Flexibility to stay longer or adjust hours as needed a huge plus.
