This position is accountable for product quality assurance for all sourced materials and components and works closely with Purchasing to select, manage, and develop suppliers. The incumbent manages and assists in the development of new and existing supplier processes, which include supplier and part qualifications, supplier corrective and preventative action, new product introductions, and supplier incoming inspections.
Responsibilities
Develops and/or maintains processes for supplier selection and evaluation, performance measurement, and continuous improvement. Develops processes to improve supplier development, supplier and product qualification, incoming quality inspections, and other related processes.
Develops strategies for supplier quality programs and initiatives, including risk identification and mitigation efforts with the company's highest risk suppliers.
Works with suppliers to refine and enhance products and processes by applying continuous improvement and lean principles to assure purchased components meet specifications.
Ensures project and/or process control documentation is compliant with requirements and contracts.
Provides adequate resources to support purchasing, engineering, and production, while ensuring that personal and direct report work assignments are carried out in a complete and timely manner.
Contributes to the achievement of department and cross-departmental goals/projects in quality, safety, on-time delivery and cost efficiency by analyzing and improving production workflow, methods, and controls.
Remains current with new technology or areas of expertise and identifies training needs for all direct reports, promoting each direct report's personal development for job enrichment and growth.
Oversees activities in the development and introduction of new products from a supply chain standpoint. Directs project plan development, assigns supplier quality engineering resources, provides design-for-manufacturability and production expertise, and provides project direction/leadership to engineers to achieve goals.
Provides manufacturing engineering support for the A-dec Hangzhou manufacturing operation.
Qualifications
Bachelor's degree in Engineering or related field with 5+ years of Quality Engineering experience.
Demonstrated leadership ability, including supervision or project leadership, as well as the ability to effectively coordinate and lead cross-functional teams. Advanced project and time management skills and experience required. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to communicate effectively both orally and in writing and must posses strong organizational skills with the ability to manage time and resources effectively. Willingness and ability to travel up to 15%. Travel will primarily be domestic, but some will be international.
Preferred Qualifications:
ASQ, CQA or CQE certification preferred.
International supplier experience preferred.

Supplier Quality Project Managers (SQPM) are L3Harris' front line to ensure that the products we receive from our Suppliers meet our expectations and requirements. SQPM's work with our suppliers to ensure they are aware of our requirements, have a plan to meet those requirements, and execute those plans accordingly. SQPM's interact daily with our suppliers, L3Harris supply chain and program teams and develop strong relationships so that when issues do occur, the communication channels are already established and solutions can be created quickly and efficiently.

This position leads supplier quality and project management efforts to increase capacity, decrease costs, drive realization of operational objectives, source inspect product and improve customer satisfaction.

This position serves as a management resource and facilitator to support supplier quality, supply chain and project management iniatives. The SQPM will drive industry best practices first through process and ultimately through cultural change.

The SQPM is responsible to drive proactive risk reduction, quality improvements, problem resolution, failure analysis, root cause, corrective action, and facilitate continuous process improvements with assigned suppliers. This position will provide quick reaction support for Quality and Delivery related issues, plan and execute supplier audits and performance reviews, as well provide regular feedback, weekly program summary reports and technical support to assigned suppliers. This role requires:

+ A strong understanding of the supply base and associated manufacturing, test, inspection processes.

+ In-depth problem solving at a supplier facility, such as recurring line stoppages, customer field failures, supplier escapes, observation of significant failure trends, etc.
+ Technical acumen to review supplier rejections and determine appropriate actions.

+ Plan and execute product and process related audits, drive preventative actions at the supplier's facility and minimize escapes to L3Harris and our customers.

+ Provide project/program status sufficient to meet the needs of the working and executive levels

+ Execute product verification activities with suppliers such as first article inspections, acceptance test reviews, qualification efforts, environmental test witness and authorization to ship.

+ Identify key process control parameters/characteristics and review adequacy of Quality Control Plans

+ Lead supplier program milestone (e.g. PDR, CDR, MRR, etc.) reviews.

+ Verify that quality data

Basic Qualifications:

+ Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.

The Supplier Development Manager will facilitate continuous improvement initiatives and problem resolution of quality issues / opportunities with suppliers and monitor suppliers' performance against contractual obligations, scorecards, and key performance indicators. Will approve suppliers recommended by Procurement / Supply Chain Team. Will collaborate with supply chain management, quality, and engineering teams ensuring customer requirements are met.

Responsible for leading supplier site audits and/or coordinate supplier audits with a cross functional team to determine appropriateness and quality of supplier's product. Must be able to travel domestically and internationally up to 50% of time. Will initiate vendor quality management and process improvements including evaluating process capability, tracking delivery, output, and reporting of supplier performance including pHConnect metrics. Collaborates with the business unit or division to establish preferred supplier selection criteria based on evaluations of supplier price, quality, delivery, certifications, and compliance with governmental procurement regulations. Issues and oversees timely completion of supplier corrective and preventive actions.

Education and Experience: • Bachelor's degree (BS) in Engineering or a related technical discipline. Demonstrated ability to perform the essential functions of the job typically acquired through six or more years of related experience. American Society for Quality certification desired. • ASQ Certified Quality Auditor (CQA) or ASQ Certified Quality Engineer (CQE) certification preferred Knowledge, Skills and Abilities: • knowledge of state‐of‐the‐art inspection and quality inspection and quality engineering/assurance techniques, procedures, instruments, equipment, theories, principles and concepts and general business operations. • Thorough knowledge of 14 CFR Part 145 regulations and their proper execution in a repair station. Knowledge of aerospace industry or similar industry products and legal and regulatory requirements related to field. Prior or current Repair Station experience required. • Ability to effectively assess and implement continuous improvement techniques to quality and manufacturing functions. • Ability to use standard business applications software and/or specialized data analysis tools. • Ability to work on a variety of problems of diverse scope and complexity where analysis and evaluation of various outcomes require tradeoffs and negotiation. • Ability to solve a wide range of difficult problems in imaginative and practical ways and evaluate alternative solutions that may require coordination across multiple teams. • Ability to establish goals and objectives to complete projects. • Ability to read, analyze, and interpret regulations, airworthiness directives, service bulletins, SAFOs, policies and recommend changes to procedures. • Ability to effectively communicate and present information to team members, team leaders, and top management. Able to establish training materials and conduct training applicable to Aftermarket/Repair Station requirement. • Ability to respond to significant inquiries or complaints from customers, regulatory agencies, or members of the business community. Knowledge of FAA Part 145/43 Repair Station experience preferred. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effectively demonstrate team member competencies and participate in goal setting, performance feedback, and self-development activities.
