Manage the potential obsolescence to minimize inventory liabilities and drive root cause problem solving and action planning/execution to reduce P&L impact.
Participate in cross-functional manufacturer and vendor reviews, driving vendor operational improvement.
Fully utilize the buying systems and processes to deliver best practice supply chain fill rate (service level) and inventory turn performance.
Evaluate efficient order quantities at the item and vendor level.
Address issues resulting in unproductive inventory, facilitate return to vendor on overstocks and discontinued items.
Anticipate inventory demand based on current and future business functions.
Negotiate with Vendors to ensure purchasing is done in the most efficient MOQ.
Work with suppliers to improve their fulfilment and on-time rates.

The Vice President of Supply Chain provides leadership, operational and strategic oversight to the University of Texas MD Anderson Cancer Center (MDACC) supply chain function, which includes ensuring supplies and materials are procured and distributed to all MDACC locations throughout the Greater Houston Area. By fostering MDACC's relationship with The University of Texas (UT) System's Group Purchasing Organization, the Vice President will have the ability to maximize value, efficiency and effectiveness for all sourcing functions.
The Vice President serves as the foremost authority on all supply flow including sourcing, logistics, contracting, receiving and inventory management. The Vice President is responsible for envisioning, articulating, and developing a clear, modern, and effective integrated end-to-end supply chain that meets and keeps pace with patient expectations while keeping costs of operations within the established budgets and guidelines.
Varying levels of institutional leadership, including the Vice President of Finance and Accounting and the Vice Presidents of the various operational areas around the health system, will look to the Vice President of Supply Chain as an advisor and leader. Responsibilities
The successful Vice President of Supply Chain candidate will:
▪ Partner with functional leaders and areas across the institution to build trust and visibility as a valued business partner.
▪ Set innovative, strategic and tactical priorities for Supply Chain Management based upon economic impact and strategic priorities of MDACC.
▪ Represent MDACC at Group Purchasing Organization (GPO) meetings and maximize GPO benefits.

▪ Identify and execute on opportunities to optimize the supply chain and deliver significant cost, value and risk management benefits to the institution.
▪ Identify and implement tools and processes to enhance supply standardization, spend analytics, customer service and supplier coordination.
▪ Continue the development of the historically underutilized business program including expanding outreach and educational and development programs to applicable businesses.
▪ Work closely with leadership to communicate and incorporate best-in-class methods of supply chain management throughout the organization with a focus on continuous improvement of all processes.
▪ Ensure all contracts and departmental operations conform to all applicable policies, procedures, regulations and laws of the State of Texas, UT System and MDACC.
▪ Work collaboratively and proactively with Treasury, Accounting, Internal Audit and other executive and operational groups to ensure proper internal controls and financial compliance.
▪ Coordinate with the Accounts Payable department to ensure proper handling of invoice processing in accordance with the policies, procedures, regulations and laws of the State of Texas, UT System and MDACC.
▪ Set strategic vision for, coordinate and oversee all sourcing events and the negotiation process for all contracts.
▪ Actively engage and collaborate with Legal Services to ensure effective and efficient supply chain contracting and related staff training.
▪ In coordination with Enterprise Business Solutions, Information Services (IS) and Finance leadership, ensure that the PeopleSoft ERP and all other IS systems impacting the supply chain function are efficiently and effectively interfaced to maximize automation and effectiveness.
▪ Work collaboratively and proactively with Enterprise Business Solutions, IS and Finance leadership to plan and deploy IS solutions.
▪ Monitor and improve vendor performance including delivery times, fill rates and handling of back orders.
▪ Consult and coordinate with departmental and faculty leadership to efficiently resolve supply, equipment and service needs.
▪ Serve on institutional committees and routinely represent MDACC at UT System, the State of Texas and external organizations.
▪ Lead all departmental administrative functions, including human resources, financial and budget management and space planning and allocation.
▪ Champion the development of Supply Chain Management personnel to continuously improve their understanding of the supply market and source materials, develop supplier and customer relationships and optimize inbound logistics, receiving and distribution functions.
▪ Maintain on-going professional growth and development through seminars, workshops and professional affiliations.

REQUIREMENTS
Education
Bachelor's Degree in Business Administration, Hospital Administration, or related field. Master's Degree in Business Administration, Hospital Administration or related field is preferred.
Experience
Ten (10) years of relevant leadership experience in supply chain operations at an organization of the size and complexity comparable to MDACC.
Preferred: Five (5) years of experience at the Director level or above. Leadership experience at an academic medical center or a large health care system. Platform experience with PeopleSoft software is preferred.

WHAT YOU'LL DO
Manages capacity & material planning, procurement, shipping, receiving, and warehousing functions to provide uninterrupted supply chain expertise and execution to all Dover FW Murphy sites.
Sets, drives improvement and reports on site's supply chain KPI's including On-time delivery & LT to the customer, Capacity metrics, Supplier metrics, stock rates, Inventory Accuracy and Inventory Turns performance.
Leads and directs employee functions such as selection, hiring, and development of employees, including making salary decisions, conducting performance reviews, and creating development plans. Manages training of personnel, including sponsor certifications and hands-on training. Serves as a mentor.
Manages the overall Rough Cut Capacity Planning & Capacity Management process. Ensures successful execution of the Master Production Schedule. Work with Operations to align people, materials, and machinery to customer demand while optimizing asset utilization.
Sets and maintains ERP settings in JD Edwards, Safety Stock sizing parameters, and ordering policies in line with Americas guidelines and to ensure capacity & material flow is optimized to improve customer metrics while optimizing inventory levels and demand fluctuations throughout the supply chain. Monitors Buyer/Planners for proper execution of capacity planning and material replenishment processes to ensure policies are adhered to.
Actively participates in Forecasts, Inventory & Operations Review, and site related supply chain processes by providing objective, fact-based analysis on capacity & material supply constraints and overall inventory performance.
Drives increased inventory turns, reduced cycle times, and improved Customer OTD by developing, implementing and managing pull-based capacity planning & material replenishment processes, including, but not limited to customer demand integration, Kanban cards, Vendor managed inventory and supplier consignments.
Provides suppliers with demand forecasts and proactively monitors suppliers' short-term capacity (0-12 months). Works with internal and external suppliers & stakeholders to address temporary constraints and escalates potential long-term supplier capacity issues to the Director of Supply Chain. Champions and drives Collaborative Planning, Forecasting, and replenishment with key suppliers, targeting an optimal end-to-end supply chain
Responsible for supplier maintenance, including quotes, negotiations, integration, and training. Negotiates item pricing and special project pricing with suppliers, driving supply chain productivity. Involves the Director of Supply Chain, as required. Maintains site spend analysis. Evaluate supplier spends & part pricing to drive the lowest total landed cost.
Objectively measures and communicates supplier performance to support supply chain continuous improvement efforts. Interfaces with Suppliers, Quality, Operations, and Engineering to quickly resolve quality and/or delivery issues.
Provides effective support to new product development teams, bid responses, and subcontracting opportunities as they develop.
Ensures quick resolution of shipping discrepancies, vendor returns, receiving errors, and invoice errors, and authorizes all inventory adjustments. Coordinates adjustments to ship dates or quantities on open purchase orders as necessary.
Consistent with DOVER Business System, participates, facilitates, and leads Kaizen events that will eliminate waste, improve pull and one-piece flow, and deliver breakthrough results in Growth, Safety, Quality, Delivery, and Cost throughout the Supply Chain.
Engenders a spirit of cooperation throughout the supply chain to ensure responsiveness to internal and external customers. Ensures commitment to Dover FW Murphy safety policies. Must wear required PPE at all times in designated work areas.

Bachelor's degree in supply chain management, material management or related field.
Minimum 7 years of experience in a Supply Chain-related role in a manufacturing environment with at least 2 years in a management role.
Demonstrated proficiency with ERP/systems and logic. JDE experience preferred. Excellent skills with Microsoft Excel.
Experience using supplier performance management best practices to drive supplier continuous improvement.
Extensive experience in Rough Cut Capacity Planning, Capacity Management and execution to Master Production Schedule. Direct experience procuring products and components and maintaining supplier relationships.
Experience in Lean, Total Quality Management, Six Sigma, or similar environment.
Strong planning, organizational, analytical, communication and collaboration skills.
