Functional Purpose
Conducts forensic analyses of digital and other multimedia evidence utilizing appropriate scientific methodologies, forensic techniques, and quality assurance practices in support of criminal and administrative investigations.
DUTIES AND RESPONSIBILITIES
1. Conducts forensic examinations of digital and other multimedia evidence through the application of scientific practices for the recognition, collection, analysis, and interpretation of digital evidence for criminal and civil law or regulatory purposes.
2. Examines and analyzes evidence and interprets scientific observations and data to render conclusions, form opinions and produce reports utilizing a full range of electronic search methods and forensic examination techniques.
3. Provides expert witness testimony; produces comprehensive reports and illustrative exhibits for federal, state, and local judicial proceedings at a level sufficient to explain evidence interpretations and conclusions from forensic examinations and scientific data to a lay audience.
4. Serves as a subject matter expert and technical advisor in matters relating to the proper collection, preservation, packaging, and submission of digital and multimedia evidence; participates in crime scene evidence collection activities in major field investigations; ensures evidence handling requirements are met.
5. Performs ongoing evaluation and validation of laboratory instrumentation and methods, operating protocols, and safety practices under supervision; maintains awareness of safety procedures and identifies possible physical conditions and/or laboratory procedures that may create unsafe conditions.
6. Delivers training in laboratory services, evidence collection, crime scene processing and field examination.
7. Conducts studies and research for improving forensic analyses, scientific methods, and resolving forensic examination problems.
8. Acts as liaison with postal management and federal, state, and local organizations on technical developments, forensic methods, and investigative problems of common interest.
9. Analyzes systems to assist with network intrusion and cybersecurity investigations to determine the cause and extent of a breach.
Requirements
1. Ability to communicate orally and in writing in order to prepare reports of examination results and conclusions, and provide testimony as an expert witness before state, federal or other judicial bodies.
2. Ability to provide training related to laboratory services, evidence collection, and field examination.
3. Knowledge of evidence collection, preservation, packaging and shipment procedures sufficient to serve as a technical advisor in such matters and to ensure evidence handling requirements are met.
4. Knowledge of forensic science techniques, laboratory protocols, research methodologies, quality assurance standards and computer forensic and cyber security examination procedures, instrumentation and software sufficient to properly access, preserve, and extract appropriate evidence from a variety of media and conduct detailed and complex analyses and interpretation of the value of evidentiary items.
5. Ability to render conclusions/opinions and make recommendations based on forensic practices of recognition, collection, and interpretation of digital and multimedia evidence related to computer forensic examinations.
6. Ability to conduct and document scientific research related to computer forensic examinations.
7. EDUCATION/CERTIFICATION: Bachelor's degree in computer sciences, forensic science, or a closely related field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education. NOTE: Employees in the Forensic Computer Analyst or Forensic Computer Analyst Sr position prior to June 27, 2015, are exempt from this requirement.

Job Title
Intermediate/Senior/Lead Business Systems Analyst
Responsibilities:
General
Provide leadership to project teams to lead external vendors on projects
Provide organizational leadership to project team members
Act as the technical leader for requirements, facilitating requirements and ensuring a quality on time delivery to the business customer
Intermediate BA:
Under minimal supervision, facilitate the business analysis process to identify business requirements for system solutions or improved processes that will increase efficiency and overall productivity.
Work cohesively with developers, business units, external vendors, and other test team members.
Responsible for the coordination of test planning for various types of projects.
Works on project teams that are developing or modifying moderately complex information systems. Includes analysis and documentation of business and system requirement and coordinating testing.
Analyzes business unit requests and understands business requirements, works with various technical staff members to determine possible solutions and communicate business and system impacts to IT and Operations staff.
Responsible for all artifacts and tasks produced in the Requirements and Testing disciplines of the Rational Unified Process (RUP), including Stakeholder Requests, current and future state models, Use Cases, Business Rules, User Interface requirements, Mapping documents, Supplementary Specifications and associated diagrams also includes Test Plans and test cases.
Senior / Lead BA:
Provides leadership to project teams and external vendors and works with the business to facilitate on time delivery of projects
Provide mentoring to fellow team members in all areas including vendor management, artifact management, and all related tools.
Lead the business analysis and testing processes and collaborate with project teams and external vendors in the delivery of software solutions for TCM Technology Services and our trading partners.
Translate stakeholder needs into system requirements.
Works closely with and provides leadership to other project team members and vendors that are developing or modifying complex information systems.
Maintains positive working relationships between Annuity Services, Technology Services and our Trading Partners.

Qualifications:
General
Experience leading structured projects in a complex technical environment
Proven ability to lead external vendors
Ability to provide, receive, and act on critical feedback
Proven ability to work within a structured team environment and assist with successful delivery of projects
Intermediate BSA:
Bachelor's degree or equivalent education/experience, preferably in IT or a business area discipline. Minimum of 2-4 years experience in business analysis. 2-4 years of industry experience preferred.
Senior BA:
Bachelor's degree or equivalent education/experience, preferably in IT or a business area discipline (i.e. accounting, investments, or marketing). Minimum of 5 or more years of experience in business systems analysis. 2-4 years of industry experience also preferred. Two years of experience managing technical projects in a complex environment.
Lead BA:
Bachelor's degree, preferably in IT or a business area discipline (i.e. accounting, investments, or marketing) or equivalent education/experience. Minimum of 8 or more years of experience in business systems analysis. 2-4 years of industry experience also preferred. Two years of experience managing technical projects in a complex environment.

Senior IT Analyst - PeopleSoft Focus
Systems analyst job in Everett, WA
As a Senior IT Analyst, you will use your subject matter expertise to serve as a technical lead to the team responsible for Community Transit's ongoing systems administration and day-to-day operations of business technology systems, as well as the delivery and support of Community Transit's mid-tier and end-point technical infrastructure, including PeopleSoft platforms. You will resolve complex technology issues and suggest and support process improvements for the IT team and the agency. You are expected to self-manage, prioritize, and complete assigned tasks under little to no supervision.
Essential Duties
Design, build, implement, maintain, and support complex infrastructures including PeopleSoft HCM (Human Capital Management) and FSCM (Financial Supply Chain Management). Perform complex system audits and ensure systems are functioning as expected.
Act as team, project, or technical lead. Provide technical instruction, training, and mentorship. Review the work of lower-level analysts on a broad array of systems or technologies. Deconstruct work into tasks and identify and assign appropriate resources.
Create complex reports, presentations, and documentation. Develop meeting agendas and lead meeting discussions. Capture and track actionable items to completion.
Lead communications between internal and external customers and vendors in support of technology systems.
Integrate new technology into the existing corporate technology ecosystem. Prepare and maintain architecture and design configuration, and ensure documentation is updated accordingly.
Provide input into the development of policies and procedures to achieve client or organizational goals. Collect feedback and implement changes to improve the user experience.
Perform other duties of a similar nature or level.
Requirements
Minimum Qualifications
9 years of experience working in Information Technology, troubleshooting and diagnosing hardware, software, and network problems. (A bachelor's degree in a related field may substitute for 4 years of experience.)
7 years of experience providing full system support on complex customer-facing technology.
5 years of experience administering and supporting systems, primarily PeopleSoft.
Ability to work outside normal business hours to support critical systems and transit applications, as required.
An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Working Conditions
Hybrid telework may be available. Availability is at management discretion and may not be available for this position based on the nature of the work. Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
