Responsibilities Noblis is seeking an experienced Systems Architect to support the Federal Aviation Administration (FAA) Data Communications (Data Comm) Program Office. This role plays a critical part in advancing the FAA's transition from initial to full En Route Controller Pilot Data Link Communications (CPDLC) services across all 20 Air Route Traffic Control Centers (ARTCCs).
As the current phase of En Route IOC (Initial Operating Capability) concludes, the next stage-Full En Route Services Deployment-requires a skilled architect to lead technical and analytical efforts ensuring operational excellence and data-driven decision-making for the National Airspace System (NAS).
- Analyze and Optimize CPDLC Performance:
Evaluate the operational performance of CPDLC message delivery across the NAS to ensure seamless continuity and efficiency across all 20 ARTCC sites.
- Operational Insight and Data Analysis:
Apply in-depth knowledge of both pilot and controller operations to ensure that user perspectives are integrated into system analysis and performance evaluations.
- Trend and Anomaly Detection:
Conduct advanced analytics to identify trends, anomalies, or performance issues before they impact NAS efficiency, validating CPDLC-related events reported by pilots and controllers.
- Performance Monitoring:
Continuously monitor NAS and CPDLC message traffic, leveraging analytics to uncover hidden patterns, enhance operational performance, and support proactive issue resolution.
- Engineering and Deployment Support:
Utilize background in CPDLC operations at both the pilot and controller perspective and detailed knowledge of Aircraft Air-to-Ground communication systems to provide engineering support for implementation testing at initial key sites, followed by support for the full waterfall deployment to all 20 ARTCCs.
- Metrics and Reporting:
Facilitate and enhance the Monthly Operations Metrics Report (MOMR) process to ensure accurate contractor performance tracking and credit management.
- Process Improvement and Automation:
Develop and implement automation strategies to streamline recurring reporting efforts such as MOMR, ESAR, and ASAR.
- Collaboration and Communication:
Work closely with FAA Engineering teams, system stakeholders, and Noblis program leadership to ensure alignment of technical solutions with mission goals.
- Lab Testing:
Facilitate the software design, test, deployment and data analysis of ATC systems
Required Qualifications
- Bachelor's degree in Engineering, Computer Science, Aviation Systems, or a related technical discipline.
- 25+ years of experience in aviation/ATC systems engineering, data analysis, or solutions architecture, preferably in FAA or NAS-related programs.
- Deep understanding of CPDLC operations, including pilot/controller interfaces and data communication protocols.
- Proven experience with data analytics, trend analysis, and operational performance monitoring in complex technical environments.
- Knowledge of Air Traffic Controller workspace and work stream as applied to the definition, development, and operation of CPDLC
- Detailed knowledge and experience using different FMS and CMU avionics configurations used in CPDLC Operations
- Expertise in use of the CPDLC UMs/DMs at the pilot and controller levels
- Experience with VHF/VDL terrestrial ground station communications protocols
- Proficient with FAA ATC Data Reduction & Analysis tools
- Detailed knowledge of FAA and RTCA/ICAO specifications and communications protocols used in CPDLC and the underlying Air/Ground Data Network
- Strong analytical, communication, and documentation skills.
- Experience supporting large-scale system deployments or transitions within the aviation or air traffic control domain.

In this key technical Lead Cybersecurity role, you'll be responsible for the overall security architecture, design, and configuration of the PULSE HP NonStop Switch environments.
