Key Responsibilities Operational Leadership: Oversee Program Managers, and Credentialing teams; set goals, coach, and hold teams accountable to SLAs/KPIs (submittals→interviews→starts, time-to-fill, show rate, retention, gross margin). Contract Operations: Lead all operations for federal contracts related to healthcare staffing and services; ensure adherence to contract terms, deliverables, reporting cadence, and change orders. Workforce Delivery: Drive workforce planning, requisition prioritization, and fill strategy across Nursing, Allied, APPs, and Physicians; unblock escalations rapidly. Credentialing & Compliance: Ensure Joint Commission/CMS compliance, state/federal requirements, background/I-9/E-Verify, immunizations, licenses/certifications; partner with QA on audits. Process & Systems: Improve SOPs, playbooks, and handoffs across recruiting → credentialing → onboarding → timekeeping/payroll; optimize ATS/CRM usage (Ceipal preferred) and reporting. Stakeholder Management: Serve as the executive point of contact for client program leads; run QBRs, performance reviews, and corrective action plans when needed. Financial Discipline: Monitor bill/pay stewardship, pricing, discounts, and write-offs; forecast starts, revenue, and gross margin; collaborate with Finance on targets. Risk & Issue Management: Anticipate risks (licensure delays, site onboarding, traveler housing, cancellations) and implement mitigation plans. People & Culture: Recruit, develop, and retain high-performing operations talent; reinforce a metrics-driven, ethical, and service-oriented culture. Qualifications Bachelor's degree required; MBA preferred (or equivalent leadership experience). Proven success leading multi-team operations in a healthcare staffing agency environment. Familiarity with federal contract nuances (security, onboarding, reporting) preferred. Strong command of credentialing/compliance workflows and healthcare licensure dynamics. Not all duties listed are necessarily performed by each individual in the classification. * Develop recruitment advertising and branding campaigns for all levels of positions and create a market awareness of AHS as an employer of choice in the East Bay. Have an understanding of current recruitment trends in the marketplace, including social networking and mobile advertising. * Refers an applicant pool from internal and external sources in accordance with AHS policy; assists department management in the selection process to include formulating salary recommendations, evaluating candidates and investigating references. * Responsible for budget creation and management for all AHS recruitment activities. * Sets goals, plans, organizes, directs, coordinates and evaluates the activities of the employment program of AHS. * Supervises recruiters on all tactical employment activities; evaluates and makes recommendations to recruiters and/or designees in the effectiveness of various recruitment/employment activities. * Works with the client department manager assisting with preparation of documentation for recruitment and employment, consistent with AHS policy; maintains an awareness of all employment issues that affect, or may potentially affect client departments, frequently communicating those to key stakeholders. * Maintain a recruitment portfolio as needed, and support recruitment staff in searches as needed. * Ensures all job requisitions for vacant positions are complete; reviews and screens applications; may conduct interviews; verifies licenses, checks references, and criminal background checks. * Initiates the (recruiting) screening/referrals of qualified applicants to hiring departments. * Assists in the selection process at the request of the department for vacant staff positions. Promotes compliance with the Joint Commission, Federal, State, and local regulatory agencies. * Provides career counseling for health care employees and functions as a resource person to the staff; provides procedural information regarding job requirements and related matters. MINIMUM QUALIFICATIONS: * Education: Bachelor's Degree from an accredited college or university in Human Resources, Public Administration, Industrial Psychology or other related field. * Minimum Experience: Two years of people management/supervisory experience. Seven years of direct experience in recruitment. Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying. Pay Range: $76.92 - $91.34 / Hour The pay range for this position reflects the base pay scale for the role at Alameda Health System. Final compensation will be determined based on several factors, including but not limited to a candidate's experience, education, skills, licensure and certifications, departmental equity, applicable collective bargaining agreements, and the operational needs of the organization.
