Supervisory Duties & Responsibilities · Provides leadership, direction, coaching, and performance management to recruitment team members. · Establishes clear performance expectations, key performance indicators (KPIs), and accountability standards for recruitment staff. · Conducts regular one-on-one meetings, performance evaluations, and development planning for direct reports. · Oversees hiring, onboarding, training, and ongoing development of recruitment personnel. · Ensures consistent application of recruitment policies, procedures, and best practices across all teams and regions. · Delegates work appropriately while maintaining oversight of quality, timeliness, and compliance. · Collaborates with Human Resources and Executive Leadership on recruiting budgets, staffing plans, and organizational priorities; any material budget variance, unbudgeted spend, or new vendor engagement requires prior written approval. Essential Duties & Responsibilities Recruitment Strategy & Workforce Planning · Develops and executes recruitment strategies aligned with business objectives and temporary workforce planning needs. · Partners with executive leadership and regional management to forecast staffing needs and develop proactive hiring plans. · Analyzes recruitment metrics (e.g., time-to-fill, cost-per-hire, quality of hire, applicant flow) to drive continuous improvement. Recruitment Operations · Oversees temporary recruitment processes, including sourcing, screening, interviewing, selection, and offer management. · Ensures recruitment processes are efficient, scalable, and consistently applied across the organization. · Evaluates and manages recruitment tools, applicant tracking systems (ATS), job boards, and vendor relationships. · Develops and maintains standardized recruitment workflows, templates, and documentation. Compliance & Risk Management · Ensures recruitment practices comply with all applicable federal, state, and local employment laws and regulations (including EEO, FEHA, ADA, FCRA, and wage-hour considerations, as applicable). · Maintains accurate recruitment records and documentation in accordance with record-retention requirements. · Partners with Human Resources to mitigate hiring-related risks and address complaints or audits. Talent Pipeline Development · Develops and maintains talent pipelines through sourcing strategies, referrals, community partnerships, and networking. · Optimizes sourcing strategies across paid and non-paid channels, with a focus on reducing reliance on paid job boards and improving conversion from referrals, re-engagement, and direct outreach. · Oversees recruiting spend performance, including budget forecasting, cost-per-hire analysis, ROI by source, and escalation of budget risks; all spend remains subject to required approvals. Reporting & Continuous Improvement · Prepares and presents regular recruitment reports to the Executive Director of Human Resources. · Identifies trends, risks, and opportunities within the talent market and internal hiring practices. · Recommends and implements process improvements, technology enhancements, and policy updates.
