JOB TITLE: Medical Director
LOCATION: New Hanover, Pender, and Brunswick County locations

JOB DUTIES/RESPONSIBILITIES:
The Medical Director provides medical board approved supervision for advanced practitioners, with direction and supervision of the medical treatment plans of outpatient substance use and mental health disorder treatment programs, which may include direct patient care, counseling, opioid treatment, psychiatric/psychological, integrated primary care, and other therapeutic services at Coastal Horizons. The Medical Director provides direct services and oversight to the Opioid Treatment Program and to the Office-based opioid treatment services at Coastal Horizons, including our programs in New Hanover, Pender, and Brunswick County locations. The Medical Director works closely with the organization's leadership on program development, modification, expansion, and quality improvement initiatives within Coastal Horizons.
QUALIFICATIONS:
Graduation from Medical School, and completion of required internships/residency program requirements.
Board Certification preferred, Board Certification eligibility required
Thorough knowledge of substance abuse, addiction, mental health and co-occurring disorders.

Patient Access Specialist
is responsible for reviewing and verifying client demographic and financial information prior to intake. Responsible for preparing financial agreement, based on information obtained from private insurer, and obtaining client signature. Responsible for coordinating client with appropriate clinician based on client's funding and clinician availability. Responsible for tracking and submitting authorizations accurately and efficiently to ensure all rendered services are authorized within contractual guidelines and billable.
ADDITIONAL INFORMATION:
Review client intake paperwork including insurance information to determine mental health benefits; if client is uninsured, determine eligibility for state funding.
Prepare financial agreements and obtain client signatures.
Schedule intake appointments with the appropriate clinician.
Submit enrollments and updates to MCOs.
Monitor client's utilization of unmanaged units and notify clinicians when authorization for continued services is needed.
Review clinical documentation for completeness and submit to MCO for authorization requests.
Follow up with MCO to determine approval or denial of authorization requests in a timely manner and effectively communicate with clinician.
Work directly with MCO and private insurances.

JOB TITLE: Child First Clinical Supervisor
LOCATION: Wake and Johnston County
JOB POSTING:
Responsible for the direction and management of all Child First program and clinical operations. Engages in clinical reflective supervision with up to four Child First Clinical Teams (each made up of a Family Resource Coordinator and a Mental Health and Developmental Clinician) who are conducting Child First's home-based therapeutic intervention. Also serves in the Clinician role with up to two Child First families. As an administrator, works very closely with the Child First State Clinical Director to ensure fidelity to the Child First model and optimal outcomes for families. In addition, serves as a liaison to community-based providers serving young children and families and to the local early childhood collaborative.
REQUIRED EDUCATIONAL/QUALIFICATIONS:
Licensed mental health clinician with Masters or Doctoral degree in social work, psychology, APRN-child psychiatry, marriage and family therapy, or related field.
Minimum of five years' experience working psychotherapeutically with young children (0-5 years) and their families using a relationally-based model. Specific experience with dyadic parent-child psychotherapy preferred.
Minimum of 3 years' experience conducting reflective supervision with Master's level clinicians.
Computer proficiency with Microsoft Word, Excel, Access, and PowerPoint preferred.
POSITION HIGHLIGHTS:
Supervise all components of clinical operations and set program policy and procedures for Child First teams of Masters and Bachelors level staff.
Provide Child First group reflective supervision and case conference meetings on a weekly basis, using videotape as appropriate.
Provide weekly reflective supervision with each Clinician, Family Resource Coordinator, and Clinical Team.
Maintain an “open door” policy for staff supervision, consultation, and support, as needed.
Review progress notes, formulations, and clinical diagnoses for all children and families.
Review and sign all Child and Family Plans of Care (Treatment Plans).
Build and maintain cohesive, supportive, reflective, respectful relationships among staff.
Review all process data on a monthly basis with staff and discuss areas for improvement, and respond to clinical areas of need with specific training for staff.

Use the Child First Fidelity Framework with all staff to maintain fidelity to the Child First model.

Participate in agency-based clinical supervision on a weekly basis.
Assure that the Child First program and staff are integrated into the affiliate agency, with ongoing communication with the agency Clinical Director and/or CEO.
Hire new Child First staff using Child First NPO guidelines.
Actively participate in all Child First training, including Child First Learning Collaborative, distance learning, and specialty training, and assist staff in mastering program components to ensure fidelity to the Child First model.
Attend the monthly clinical and administrative Child First Clinical Supervisors' Meeting.
Supervise entry of all data by staff and ensure accuracy.
Conduct chart reviews to ensure all necessary clinical components and consents are in place.
Oversee clinical component for reimbursement for services through Medicaid.
Build relationships and work collaboratively with local non-profit agencies, public social services, and state policy makers to enhance their understanding and utilization of Child First services.
Represent Child First within the local early childhood council or collaborative meetings and other local, state, and national meetings, as appropriate.
Serve as the Child First liaison with all community partners including child welfare, health providers, early care and education, early intervention (IDEA-Part C), courts, etc.
Make presentations about Child First as an early childhood, evidence-based, home visiting intervention, embedded in a system of care.
Maintain a caseload of 1-2 Child First families, in partnership with a Family Resource Coordinator.
ADDITIONAL INFORMATION:
Knowledge of early childhood development and disability, especially emotional/behavioral health; parent-child relationships and attachment theory; effects of environmental risks on early childhood brain development, especially violence exposure and maternal depression; family systems; adult psychopathology, especially depression, personality disorders, and effects of trauma; psychopharmacology; and diagnostic classification of young children and adults.

The Revenue Cycle Specialist is responsible for all facets of medical billing and accounts receivable management including charge entry, coding, and follow-up in accordance with practice protocol with an emphasis on maximizing patient satisfaction and profitability specific to our Primary Care department.
PRIMARY DUTIES/RESPONSIBILITIES:
Review clinical documentation for accuracy and ensure proper coding prior to processing electronic claims.
Communicate and educate providers and/or managers when coding errors are identified and/or when payer requirements change as it relates to coding.
Responsible for identifying insurance denial trends and other issues resulting in non-payment and discuss those issues with Manager.
Generate financial statements and reports detailing revenue to be accrued, revenue collected and accounts receivable status.
Collaborate with Manager to build and/or update the billing/coding and resource manuals specific to Primary Care services.
Collaborate with the Patient Access Specialist to reconcile client accounts with eligibility related issues.
QUALIFICATIONS:
Associates or Bachelors Degree with and/or 2-3 years' experience related to responsibilities specified in a Primary Care setting
CPC certification required
Knowledge of billing concepts, practices, and procedures specific to Primary Care
Experience with health care billing systems (preferably Welligent experience).
Experience with reviewing clinical documentation to apply CPT and ICD-10 codes for billing purposes
Strong understanding of Revenue Cycle
Basic computer skills including Office 365, Teams, and Excel
Experience with North Carolina Medicaid

POSITION HIGHLIGHTS:
Provides clinical leadership and direction under support of Program Director to ensure productivity of staff through managing schedules, providing training to increase efficiency, and managing outcomes.
Supervises graduate interns through orienting to the organization, assisting interns in developing and achieving learning objectives, offering feedback on a regular basis, completing paperwork and on-boarding processes, and ensuring ethical and competent practice.
Partners with Program Director, medical staff, and other behavioral health professionals to maintain an effective interdisciplinary treatment team.
Assists in the development and assessment of data collection methods to report and monitor program activities, and analyze to determine benefit to program goals.
Provides a full range of behavioral health services - including independent diagnostic and psychosocial evaluation; individual, group and family counseling which focuses on complicated behavioral health and substance use issues; treatment and person-centered planning; crisis intervention; case management to arrange, link, or integrate multiple services for SUD/MH clients as well as assessment and reassessment of the client's need for services; client education; and record keeping.
Establishes and maintains community relationships with community partnerships, agencies, and referral sources including DSS, TASC, and NHNHRMC.

Provides day to day oversight and management for Psychosocial rehabilitation (PSR), managing needs of individuals with severe and persistent mental illness.
The counseling methods are best characterized as individual and group utilizing reality, cognitive-behavioral, family, and supportive modalities. It is individualized depending on the needs of the clients.
In providing counseling services, the employees may deal with a variety of collateral issues such as finances, medical, vocational, health, and behavior.
Provide information to and confer with schools, employers, and families on treatment plans, behavior management, and other problems and needs.
Work with emergency referrals, conduct community educational workshops, provide professional services to referrals from the judicial system and statewide institutions
Subject to inside environmental conditions and exposed to fumes, odors, dusts, mists, gasses or poor ventilation and subject to work in close quarters. Employees may be exposed to human body fluids and are covered by the OSHA rules and regulations on blood borne pathogens

Conduct behaviorally specific, interactive, and holistic assessments of the family.
Develop a Service Plan, in collaboration with the family, the local child welfare agency and others, within one (1) week of the start of service.
Use the model's evidence-based practices, including motivational interviewing, behavioral parent training, cognitive-behavior therapy, and relapse prevention strategies to help facilitate behavior change.
Therapists shall teach family members a variety of skills, including child behavior management, effective discipline, positive behavioral support, communication skills, problem-solving skills, safety planning, and help families establish daily routines through direct teaching, role playing/practicing, coaching and prompting, audio/visual aids, written materials, and homework.
Provide core services structured through the HOMEBUILDERS model. HOMEBUILDERS provides intensive, in-home crisis intervention, counseling, and life-skills education for families who have children at imminent risk of placement in state-funded care to prevent unnecessary out-of-home placement.
Therapists are on-call 24 hours a day, 7 days a week.
Therapists carry two (2) cases at a time and a third case may be opened when the therapist expects to close one of the other cases within a few days.
Therapists should help families meet their basic needs by helping the family access concrete goods and services such as one-time emergency assistance for food, housing, transportation, educational classes and certifications, etc. that are directly related to achieving the family's goals, while teaching them to meet these needs on their own.
Provide families with counseling, child development knowledge, parenting skills, anger management and communication skills.
Collaborate with formal and informal community resources, services, and systems to link families with appropriate and timely resources and identify gaps and/or barriers to families' access to services.
Therapists shall, prior to the conclusion of services and in conjunction with the family, develop a written plan to maintain progress achieved and identify unmet and/or ongoing service needs of the family.
Therapists shall be trained, and will be required to use, HOMEBUILDERS data management system known as the Exponent Case Management (ECM) system.
ADDITIONAL INFORMATION:
Must be available to attend twelve days of training in the first year of employment and any additional trainings necessary to successfully perform the job duties.
Considerable knowledge of mental health and substance abuse disorders.

JOB POSTING:
Provide professional assistance working with the integrated care needs of those individuals who are seeking primary care services. This position also provides professional customer service to patients and their parents/guardians. Day-to-day functions include clinical documentation, obtaining vital signs, immunization administration, collecting and running laboratory tests, preparing and sending out laboratory orders, conduct point of care testing, prescription refills, follow up on outside referrals, connecting patients via telehealth with the provider and providing patients and/or guardians with needed medical information.
REQUIRED EDUCATIONAL/EXPERIMENTAL QUALIFICATIONS:
Graduate from an accredited school, with at least an Associates Degree in Applied Science, and/or Medical Assistant Certification; special consideration given to those with experience working with substance abuse and/or mental health patients and their human services needs;

POSITION HIGHLIGHTS:
Responsible for providing medical assistance to individuals served within the primary care clinic and outpatient treatment program.
Verifies patient information by interviewing patients and/or parent/legal guardian to acquire medical history, health assessment, and purpose of visit to relay to provider.
Prepares patient for examination by obtaining vital signs and symptoms and documenting in patient chart.
Conducts point-of-care testing (i.e. strep/flu/COVID testing, urinalysis, fingerstick blood glucose and/or hemoglobin, etc). as ordered by the provider.
Collects and prepares lab specimens as ordered by provider.
Organizes, prioritizes, and monitors daily work activity to ensure that complete and accurate registration/documentation has been performed in a timely manner. Assists with securing parental or legal guardian consent for services received in the clinic.
Provide medical education to patients and families concerning medications and other health issues as directed by provider.
Coordinates outside referrals and patient appointments.
Conducts and maintains inventory of clinical supplies
Ensures standards of quality delivery of medical services and infection control.
Assists with patient flow and monitors activity in and around the facility.
Is subject to both inside and outside environmental conditions and exposed to hazards such as fumes, odors, dusts, mists, gases or poor ventilation and may require the employee to work in close quarters.
May be exposed to human body fluids and is subject to the OSHA requirements on blood borne pathogens.

GENERAL STATEMENT OF DUTIES:
Performs therapeutic interventions in the school and community settings with the identified youth and their families for the purpose to reduce symptoms, improve behavioral functioning, increase the individual's ability to cope with and relate to others, promote recovery, and enhance the beneficiary's capacity to function in an educational setting, or to be maintained in community-based services.
DISTINGUISHING FEATURES OF THE CLASSIFICATION:
Provide direct services through school-based interventions to support family preservation, meeting educational goals, and maintaining appropriate role functioning in community setting as outlined in the Child and Adolescent Day Treatment service definition.
Deliver one-on-one and group interventions such as skill building activities, intervene with positive behavioral supports, enhance consumer's knowledge of interpersonal and community relational skills.
Develop individualized Person-Centered Plans and facilitate Child and Family Team meetings. Perform ongoing assessment and evaluation of the social and daily living needs of clients to ensure seamless transition from this enhanced service to the next medically necessary service.

Coastal Horizons Center, Inc. is seeking a qualified Peer Support Specialist for the REACH-NC (Reentry and Engagement for Alternatives to Crime through Habilitation in North Carolina) program. This position will serve justice-involved individuals in Pender County, providing peer-based support services to reduce recidivism and increase successful reentry and recovery outcomes.
Primary Responsibilities Include:
Administering psycho-social screenings to gather information on participants' backgrounds, needs, strengths, and challenges.
Engage clients using lived experience with behavioral health and/or justice involvement to build trust and rapport.
Support participants in navigating recovery and reentry services, including substance use and mental health treatment.
Coordinate with REACH-NC staff, case managers, treatment providers, and justice system partners.
Develop individualized service plans in collaboration with participants and a multidisciplinary team to address specific goals and objectives.
Foster a supportive and trusting relationship with participants to encourage their active participation in the case management process.
Coordinating linkage to behavioral health treatment and physical, educational, and vocational services.
Advocate for participants' rights and access to services within the justice and behavioral health systems.
Regularly monitor participant progress and engagement with chosen treatment services.
Prepare and submit detailed reports to relevant stakeholders as applicable, including participation in data collection and evaluation processes as required by funding contracts.
Help clients identify recovery and community support systems and provide transportation or accompaniment to appointments as needed.
Participate in team meetings, trainings, and supervision as required.
Availability outside of regular business hours may be required
Required Qualifications:
Must be a Certified Peer Support Specialist (CPSS) in North Carolina.
Must have lived experience with recovery from mental health and/or substance use and/or previous justice system involvement.
Minimum of a high school diploma or GED.
At least two (2) years of experience working in the behavioral health or justice field preferred.
Knowledge of recovery principles, trauma-informed care, and harm reduction.
Strong interpersonal and communication skills.
Ability to collaborate with individuals from diverse backgrounds and systems (e.g., courts, probation, community partners).
Familiarity with community resources and support networks.
Proficiency with computers and electronic documentation.
Additional Requirements:
Valid NC driver's license and vehicle insurance.
Must be able to perform basic physical activities such as standing, walking, lifting light objects, and extended screen work.
Willingness to work occasional non-traditional hours based on participant needs.
