Who We Are The Colorado Local Technical Assistance Program (Colorado LTAP) is a grant program that provides training and technical assistance to local transportation departments across the state. It helps local transportation agencies learn about constructing, maintaining and improving their roads and bridges, innovative methods and materials and ways to work smarter. Colorado LTAP is a three-way partnerships between the Federal Highway Administration (FHWA), The Colorado Department of Transportation (CDOT), and Front Range Community College (FRCC), who administers the program.
