Job Summary
The Business Process & Systems Analyst II is an exciting new position! It will play a pivotal role in advancing enterprise-wide strategy, analytics, and workforce effectiveness across the institution's Enterprise Performance and Effectiveness Division. This dynamic position supports the Enterprise Performance, Enterprise Analytics, and Workforce Analytics teams-bridging strategy, data, and technology to drive informed decision-making and organizational improvement.
The Business Process & Systems Analyst II will evaluate and document business processes, translate functional requirements into actionable insights, and ensure systems, dashboards, and workflows meet evolving institutional needs. A key focus will be reviewing and maximizing efficiencies in processes, systems, dashboards, etc., within and across the division in collaboration with user groups and developers, ensuring clarity, accuracy, and impact. The role will also actively partner with IT to manage smaller project components and contribute to data governance and process documentation initiatives.
Ideal candidates are analytical thinkers and skilled communicators who thrive in a collaborative, data-driven environment-balancing multiple priorities while supporting the development of roadmaps, workflows, and strategic tools that strengthen the organization's performance and effectiveness.
Essential Functions
30% Collects, analyzes, and interprets business process information to identify the scope and impact of problems, document workflows.
30% Manages components of projects, including coordinating and aligning with a main project, or manages small and clearly defined projects. Develop project materials that define strategy, resources, timelines, functional requirements, and process flows.
20% Monitors and evaluates systems and dashboards to ensure they align with functional specifications and meet business needs; reviews and analyzes the effectiveness and efficiency of existing systems, and develops plans for improvement or leveraging.
10% Provides professional-level staff support to teams, committees, advisory groups, and other groups by conducting research, preparing documents and communications, and developing and delivering presentations; participates in team meetings to help build timelines and structures for accomplishing work.
10% Completes other duties as assigned
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in information technology or related field and two (2) years of business systems analysis experience including business process design, business requirements definition, workflow documentation and acceptance testing. (Reference Position Specific Responsibilities above to determine experience in the area of assignment).

An equivalent combination of the conferred degree, education, certification and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
* Knowledge of agile project management practices through educational coursework, training, or professional certification.
* At least one (1) year managing, or two (2) years utilizing, agile project management practices in the workplace.

HOURS: Eight hour shift M-F within 6:00 am to 6:00 pm MST operating hours. JOB PURPOSE: The primary purpose of the State Reporting Code Business Analyst (SRC BA) is to work with state and federal agencies to ensure Edupoint's K-12 education software products meet federal and state mandates.
JOB SUMMARY:
The SRC BA is responsible to work with federal and state agencies as well as customer representatives and Edupoint internal staff to conduct and document business and software product analyses. The SRC BA will also develop detailed functional specification design documentation in support of Edupoint's K-12 education software products. Demand for such activities and documents may be the result of contractual obligations to provide state reporting customizations and/or enhancements as part of new customer implementations, changes or additions to state reporting requirements mandated by federal and state departments of education, product improvements resulting from defect notification by customers, internal decisions to add or improve product features and functions for federal or state reporting, and internal meetings resulting in action items to improve best practice or procedural process.
To ensure continued high quality and market acceptance, it is critical that customer requirements for new and modified state and federal reporting capabilities are thoroughly solicited, analyzed, and documented, and that detailed functional and technical designs are accurately documented. Therefore, the SRC BA shall be responsible for the quality assurance life cycle of each assigned state. It is the primary role of the SRC BA to facilitate these important software development life cycle activities and to produce the artifacts and documentation required.
The SRC BA works directly with Edupoint customers to solicit and gather product requirements, clearly define feature and function scope, facilitate process definition and redesign, and generate standard documentation thereof. In collaboration with the SRC BA Manager, the SRC BA functions as the technical liaison between state and federal agencies, developers in the Software Services Department and Edupoint customers. The SRC BA works closely with staff in the Customer Resource Center, Partner Success Managers and Project Managers to ensure product requirements and designs are effective and completed on schedule.
JOB DUTIES:
* Maintain proficient knowledge of state reporting and federal guidelines in assigned state(s), as well as working towards becoming a Subject Matter Expert in all aspects of state reporting and federal requirements
* Lead business and technical analysis sessions to identify requirements to meet current and projected demands for software product changes
* Elicit requirements using interviews, analysis, workshops, storyboarding, use-case scenarios, and task/workflow analysis
* Communicate and collaborate with external clients and internal staff to align state reporting with federal and state standards

What You'll Do to Contribute to Agency Success:
The Senior Business Analyst will work in the CMS (Center for Medicare and Medicaid Services) and agency technical and business teams translating Medicaid claims, encounters, membership and other data into consumable actionable insights via summaries, visualizations, and recommendations.
Major duties and responsibilities include but are not limited to:
• Production of data-driven analysis and its presentation: Work with business areas to create and monitor standard reporting packages and dashboards including key performance indicators, Research healthcare delivery topics, analyze data, and recommend solutions to address business challenges, Analyze claims, encounters, membership, and other data to identify early signs of trends or other issues related to medical care costs and quality of care, Extract, analyze, and interpret data for more complex insights related to cost drivers, and Present analytical findings to internal business partners and Agency leaders which may include leading discussions and providing further analysis.
• Participate in several Agency initiatives, supporting the agency to deliver data quality results across all functions within the CMS reporting requirements including: Develop research and analyze processes to review data to draw conclusions for senior leadership.
• Participate in efforts to educate executives, employees and customers regarding the strategic value of data and its important role as a business asset and decision-making tool.

Medicaid or Medicare experience working with healthcare data including but not limited to medical claims data at a medical insurance company or equivalent work history at a State or Federal level for these programs. Experience querying, summarizing, and manipulating data using SQL, SAS, Python, R, Machine Learning, Cognos or PowerBI.
Preferred:
• Master's degree in Mathematics, Statistics, Economics, Finance or healthcare related discipline. Experience preparing/ presenting dashboards and data using a data visualization tool such as PowerBI. Experience clearly explaining complex methodologies and present findings and recommendations to both technical and non-technical audiences.
