The Opportunity
We are seeking a dedicated Bank Information Technology Governance Lead.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in our Phoenix, AZ; San Antonio, TX; Plano, TX; Colorado Springs, CO; Chesapeake, VA; Charlotte, NC or Tampa, FL offices. Relocation assistance is not available for this position.
What you'll do:
Supports the first line of defense in ensuring the effectiveness, application, and adherence to IT governance, risk management, and compliance programs within the Bank Technology Office. Leads and supports the design, implementation, and continuous improvement of IT governance, risk, and compliance programs within the Bank Technology Office. This role develops and enforces IT policies and standards, monitors compliance with regulations, leads risk assessments, and provides strategic advice to senior management. Collaborates with various stakeholders, including IT teams, business units, legal, and audit, to ensure integrated governance practices.
Leads and supports the execution of the bank's first line IT Bank risk strategy aligned with Association risk and regulatory frameworks.
Develops, coordinates, and enforces Bank IT and security policies, standards, and procedures to ensure regulatory compliance and risk mitigation.
Participates and oversees audits, assessments, and reviews to monitor compliance with internal policies and external regulations. Assesses Bank IT activities for compliance with regulations such as GDPR, HIPAA, and PCI DSS.
Serves as the primary liaison for regulatory bodies, ensuring timely reporting and responses to inquiries. Manages third party and regulatory responses, questionnaires.
Maintains the Bank IT risk register and leads periodic risk assessments across technology operations. Provides strategic advice to senior management on Bank IT governance and compliance matters.
Collaborates with IT, legal, procurement, and other stakeholders to ensure integrated governance practices.
Provides input into the budget management process for Bank IT governance initiatives to ensure resources are allocated effectively and aligned with priorities.
Assists in establishing, monitoring, and reporting on key performance metrics and reporting mechanisms for governance and compliance initiatives. Produces reporting documentation for Technology and Risk and Compliance Committees.
Ensures that Bank IT continually meets any regulatory, statutory, and legal obligations, supports the organization's objectives, works within the defined ethical and cultural framework, and follows the IT governance framework. Oversees compliance responses ensuring that they are validated, communicated appropriately, and evidenced.
Supports identification, assessment, and mitigation of risks related to Bank technology operations and monitoring, technology architecture and systems limitations and/or design and development.
Supports ongoing oversight of affiliate agreements for IT services, ensuring FSB compliance and risk ownership. Reports on affiliate risk posture and mitigation efforts to senior leadership.
Supports incident and issue management processes for Bank impacting technology issues, ensuring rapid triage, root cause analysis, and remediation.
Mentors junior members of the IT governance team, providing guidance and support in their professional development.
Leverages AI capabilities within the context of the IT Gov function as needed.
Stays abreast of emerging technologies and regulations and ensuring IT alignment with business goals.
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What you have:
Bachelor's degree in Information Systems, Computer Science, Business Administration, or a related field; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree (12 years of experience in lieu of a degree).
8 years experience supporting IT governance, risk management, compliance, or IT audit activities, including 2 years experience in a team or people leadership role.
In-depth knowledge of IT governance frameworks such as COBIT, ITIL, ISO 27001, and NIST.
Demonstrated experience in developing and implementing IT policies, standards, and procedures.
Experience in coordinating IT audits and assessments, and ensuring compliance with regulatory requirements.
Demonstrated experience in policy development, audit coordination, and risk-based compliance monitoring.
A strong understanding of regulatory and compliance requirements applicable to the organization.
Experience communicating technical information to non-technical audiences.
Experience partnering with cross-functional team members to deliver results.
Advanced knowledge of Microsoft products.

Compensation range: The salary range for this position is: $143,320-$273,930.

Job Duties and Responsibilities:
+ Prepare and submit budget estimates, progress reports, or cost tracking reports.
+ Create, maintain, and follow a construction schedule assigning appropriate personnel to complete the project on schedule and within budget.
+ Determine and advise as appropriate on all local laws concerning items such as landfills, carting companies, local mechanical codes and permitting.
+ Ensure safety practices are followed and the work is performed in a safe productive manner.
+ Possess the ability to efficiently manage multiple energy efficiency projects concurrently.
+ Prepare and deliver performance evaluations for project foremen and technicians; when appropriate, discipline, train, and/or counsel assigned personnel.
+ Maintain effective communications at all levels; to include internal and external resources. This will include timely updates to clients, PowerSecure Executives, sub-contractors, agents of code enforcement/permitting, engineers, architects, and employees across various trades.
+ Manage subcontractors per contractually requirements, both internally and onsite.
+ Manage a clean and safe work site; cleaning construction areas at the end of the day, proper recycling procedures, and waste disposal in accordance with local ordinances.
+ Walk project sites before starting installation to identify any specialized equipment required and account for work scheduled accordingly.
+ Verify the correctness and quality of the work being performed, ensure it fulfills or exceeds customer expectations.

Perform or provide technical guidance in support of TYCOM Cableway Improvement Program (CIP) in accordance with NAVSEAINST 9304 series to Ship's Force with training, inspection, repair assistance and reporting.
* Develop updated training package to the TYCOM and to the RMCs. Provide formal on-board operator and maintenance training to Ship's Force.
* Develop Formal Work Packages (FWPs) and Controlled Work Packages (CWPs) in accordance with the Joint Fleet Maintenance Manual.
* Manage personnel as required to support short-term and long-term contract efforts.
* Cultivating positive relationships with internal and external stakeholders.
Qualifications
To be successful in this role, you will have:
* Bachelor's Degree with a minimum of seven years' experience in related engineering management field, or Associates Degree with fourteen (14) years' experience in related engineering management field.
* Five years' supervisory experience in the area of technical assistance, maintenance, or design related to Navy Aircraft Carriers/surface ships (as applicable) and
* Three years should be closely involved with practical aircraft carrier/surface ship (as applicable) maintenance, design, operation, and other problems of main propulsion, auxiliary,electrical, and damage control equipment associated with shipboard level maintenance.
* Two years direct experience with auxiliary, electrical, and damage control systems and included steam propulsion plants.

Summary/Objective:
The Fire Protection Project Manager oversees all aspects of planning and implementing the delivery of our Fire Protection commercial construction projects. Fire Protection Construction Project Managers are knowledgeable in the design and construction of commercial fire protection sprinkler systems and will be responsible for reviewing plans and specifications for design and constructability issues.
Essential Functions:
* Build and maintain a positive relationship with internal project teams, other Project Managers, our customers, subcontractors, and key vendors
* As Project Manager, build positive morale on the project site
* Oversee total fire protection field trade construction effort to ensure project is constructed in accordance with design, budget and schedule
* Coordinate with various internal departments such as pre-construction, sales, safety, purchasing, CAD/BIM, and fabrication shops as well as client personnel and others to:
* Develop and maintain a construction plan and schedule
* Scope out vendor quotes and purchase equipment and material
* Scope out subcontractors and issue subcontracts
* Provide guidance for the fabrication schedule
* Daily monitoring of key metrics daily (manpower, material/equipment deliveries, etc.) and mentors site leadership to support the timely execution and completion of the work within budget with no defects or accidents
* Prepare, monitor, and maintain project budgets, and reports to senior management and other project managers on key metrics
* Create Revenue Forecasts, Schedule of Values, Cash Flow analysis, and other financial analysis
* Identify changes in scope, prepares pricing, and submits potential change orders to customer
* When necessary, develop recovery plans to bring a project that is experiencing issues, such as issues with safety, quality, or production back on trac
* As Project Manager, assist the Superintendent in implementation and coordination of on-site quality control and safety procedures.
* Oversee and management of all subcontractor Requests for Information and Requests for Proposal forms.
* Manage the Change Order Requests process
* Prepare and distribute all subcontractor Change Orders and associated budget revisions
* Read and evaluate Sprinkler System designs and coordinate sprinkler layout
* Oversight of all project administrative logs and close-out activities.
* Help drive the site-specific safety plan and the importance of a safety-first mindset
* Comfortable managing multiple projects at varying stages within a project lifecycle.

Required:
* Preferred bachelor's degree in Mechanical Engineering OR related field, and/or 3+ years of Fire Protection project management experience; or equivalent combination of education and experience as a Project Manager on commercial construction sites.
* Excellent communication and interpersonal skills
* Must be able to apply innovative and effective management techniques
* Proficient in Microsoft Office Suite
* Must be a self-starter, be able to work with minimal supervision, follow written and oral instructions, show attention to detail, and demonstrate problem-solving skills
* Must adhere to all company policies and procedures
* Must be available to work assigned schedules

* 3+ years of experience as a Fire Protection Project Manager on commercial construction sites (with specific focus on commercial sprinkler systems)
* Familiarity with the BIM process
* Prior experience with Procore - Project Management System
* Prior military experience
