RESPONSIBILITIES
I. Acquisition Planning & Pre-Award
Provide senior-level acquisition support for MARAD contracts supporting Ready Reserve Force (RRF) vessels, training ships, and other fleet needs throughout the contract lifecycle
Conduct market research and recommend acquisition strategies, contract types, competition approaches, and schedules
Develop core acquisition documents such as Statements of Work (SOWs), Performance-based Work Statements (PWSs), Quality Assurance Surveillance Plans (QASPs), and related pre-award documentation
II. Pricing & Cost Analysis
Provide expert support during proposal evaluations, including price, cost, and technical analysis
Document evaluation results clearly for the source selection record
Perform advanced pricing and data analysis using Microsoft Excel pivot tables, lookup functions, conditional formatting, and nested formulas to support ship management services contracts
Build Excel tools and calculators that help Administrative Contracting Officers (ACOs) and Contracting Officers' Representatives (CORs) review invoices and approve fixed-price and cost-reimbursable charges
Develop Independent Government Cost Estimates (IGCEs) using historical purchases, current market data, and comparable acquisitions at other agencies
III. Solicitation & Source Selection
Prepare Requests for Quotations (RFQs), Requests for Proposals (RFPs), and combined synopsis and solicitations with appropriate terms and conditions
Recommend special clauses, confirm funding, and coordinate legal review before solicitation release
Support informal and formal source selections by preparing Source Selection Plans, evaluation tools, and draft Source Selection Decision Memoranda (SSDMs), and by assembling complete source selection records
Coordinate with evaluators and the Contracting Officer (CO) to set pre-negotiation objectives and support discussions and communications with offerors
IV. Award, Administration & Closeout
Draft award packages for task orders, delivery orders, and stand-alone contracts, and prepare COR designation letters and related documents
Enter award data into the Federal Procurement Data System - Next Generation (FPDS-NG) and the Voice of Acquisition (VOA) system, and distribute executed contracts to stakeholders
Prepare documentation to exercise options and process post-award contract modifications
Help resolve contractor performance issues, investigate contract discrepancies, and support contract administration and closeout
V. Systems, Data & Training
Use the ESC-PRISM contract writing system, FPDS-NG, and SharePoint to manage acquisition data and e-contract records
Train contracting, program, and financial staff to process contracting documents and requisitions in ESC-PRISM
Instruct staff on generating acquisition data reports from ESC-PRISM and FPDS-NG
Coach staff on storing, viewing, and retrieving records in SharePoint
Prepare acquisition documents, pricing tools, reports, and briefings using Microsoft Word, Excel, and PowerPoint
VI. Policy & Stakeholder Support
Contribute to MARAD acquisition policies, procedures, and internal templates
Monitor changes to the Federal Acquisition Regulation (FAR), Transportation Acquisition Regulation (TAR), Transportation Acquisition Manual (TAM), and related guidance, and help implement updates
Participate in acquisition team meetings and provide senior-level acquisition advice to MARAD stakeholders
REQUIRED EXPERIENCE
At least five (5) years of operational experience in Federal Contracting
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
Expert knowledge of Federal contracting law, regulation, policies, and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.

GENERAL STATEMENT OF JOB Under limited supervision, this position functions as technology support specialist. Position is a member of the support specialist hierarchy, and reports to the IT Computer Services Division Manager. ESSENTIAL JOB FUNCTIONS Responsible for handling first level and escalated support of service requests involving workstations, printers, networks and vendor specific hardware and software.
Support ticket management for various end user requests. Configure, monitor and maintain updated virus protection software. Install new software and upgrade software for Desktop Operating Systems. Manages accounts and password resets in Active Directory. Setup, install, deploy operating system and software patches to Desktop Computers and servers. Maintain documentation of new and existing infrastructure and services. Once systems are installed, test system and troubleshoot bugs to ensure proper connectivity and compatibility/integration with interconnected systems.
Provides technical advice to department management on software and hardware capabilities, limitations, and cost.
Experience with Windows Server Update Services (WSUS) patch management. Proficient PC desktop troubleshooting and mobile device knowledge (iOS, Android). Basic networking knowledge (TCP/IP, DNS, DHCP, Lan/Wan).
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

EDUCATION & EXPERIENCE
Associates degree in Information Technology or a related field and 1 to 3 years of experience in IT with at least 1 year in maintaining an Active Directory environment. Experience with Windows Group Policy management. Experience with Microsoft Operating systems and Microsoft Office Products. Any equivalent combination of training and experience which provides the required skills, knowledge and abilities
SPECIAL REQUIREMENTS

II. Pricing & Cost Analysis

Maintain and update Microsoft Excel pricing workbooks using pivot tables, lookup functions, conditional formatting, and other formulas to support ship management services contracts
Build and refine spreadsheets and basic calculators that help Administrative Contracting Officers (ACOs) and Contracting Officer's Representatives (CORs) track billing, pricing adjustments, and invoice approvals
Assist in developing Independent Government Cost Estimates (IGCEs) by collecting historical purchase information, market research, and comparable acquisition data from other agencies
III. Solicitation & Source Selection
Prepare draft sections of Requests for Quotations (RFQs), Requests for Proposals (RFPs) and combined synopsis and solicitations using approved templates and checklists
Verify inclusion of required terms and conditions and route solicitation packages for funding confirmation and legal review
Support informal and formal source selections by setting up evaluation tools, distributing proposals, tracking scores and compiling documentation for Source Selection Decision Memoranda (SSDMs)
Coordinate with evaluators and the Contracting Officer (CO) to schedule meetings, capture action items and prepare discussion materials for communications with offerors
IV. Award, Administration & Closeout
Assemble award packages for task orders, delivery orders, and stand-alone contracts, and prepare supporting COR documentation for senior review
Enter contract and modification data into the FPDS-NG and the Voice of Acquisition (VOA) system, and confirm accuracy against source documents
Prepare draft documentation for option exercises and other post-award contract modifications for review by senior acquisition staff
Track contractor performance issues, discrepancy reports, and closeout actions, and maintain related logs and e-files
V. Systems, Data & Training
Use the ESC-PRISM contract writing system to create, route, and track procurement requests, awards, and modifications under senior staff direction
Retrieve and compile acquisition data from ESC-PRISM and FPDS-NG to support reporting requirements
Maintain electronic contract files in SharePoint by ensuring documents are properly stored, labeled, and accessible
Create user-friendly spreadsheets, trackers, and basic job aids in Microsoft Word, Excel, and PowerPoint to support contracting and program staff
VI. Policy & Stakeholder Support
Follow MARAD acquisition policies, procedures, and templates, and flag inconsistencies or needed updates to senior staff
Stay current on key changes to the Federal Acquisition Regulation (FAR), Transportation Acquisition Regulation (TAR), Transportation Acquisition Manual (TAM), and related guidance as communicated by senior acquisition personnel
Participate in acquisition team meetings, take notes, and action items
Provide administrative and coordination support to senior acquisition staff
REQUIRED EXPERIENCE
