Job Description
TELACU Property Management, Inc. (TPM) manages these third-party properties. TPM's partners provide affordable housing to the elderly, the disabled, families, and those with special needs. These partners enjoy the security and peace of mind that comes with knowing TPM brings the same level of professionalism and customer service to conventional rental housing that TRM brings to subsidized housing.
We are looking to hire a Property Manager who can contribute to the shaping of their assigned community by working collaboratively with an onsite team, supervisory team, and outside agencies to provide quality affordable housing. The Property Manager is responsible for all operations, including rent collections, tenant relations, occupancy, financial reporting, regulatory agency compliance, and physical aspects of the community.
Essential Job Duties
Establishes a positive, productive, and professional relationship with the onsite and supervisory team.
Enforces rental policies as specified in the approved management plan.
Works with onsite team to keep the average number of calendar days for re-renting a vacant unit less than or equal to 5 days.
Processes applicants and leases units by following the guidelines of the Tenant Selection Plan.
Follows verification procedures established by the HUD Handbook and Management Policies.
Ensures 100% completion of semi-annual unit inspections as required by management and works with the onsite team to correct unit deficiencies following the procedures outlined in the Operational Policies and Procedures Manual (OPPM).
Ensures all recertification notices are prepared and distributed according to timeline specified by management. Ensures successful completion of 100% of all annual recertification's by project due date as specified in the OPPM.
Develops and maintains good tenant relations; adheres to all applicable Fair Housing laws.
Develops and maintains excellent rapport with local government agencies and other local agencies (i.e. fire department, police department, senior centers).
Completes and submits monthly occupancy and accounting reports. Submits timely month end reports and other reports as required by management and as outlined in the OPPM.
Maintains accurate tenant files in compliance with established management procedures and HUD regulations. Keeps tenant files and office files organized, properly maintained and secured.
Follows company guidelines related to the use of petty cash and monthly reconciliations.
Attends staff, departmental, and required meetings and trainings.
Must be able to work evenings or weekends as needed.
Light maintenance and cleaning.
Responds to owner requests.

Job Description

The Resident Services Supervisor (RSS) will be assigned specific housing communities to work in conjunction with on-site staff and the supervisory team. RSS will proactively engage with all Team Members under their portfolio in a comprehensive, proactive and on-going manner. The RSS will continuously assess and manage healthy aging plans and transition plans in close collaboration with the Resident Service Coordinators under the portfolio. The RSS creates partnerships with community health and social services partners to ensure RSC's facilitate care management meetings to ensure that the most complex situations are tightly coordinated across partner organizations while the aggregate needs of the residents are supported through evidence-based practices.
The Resident Services Supervisor (RSS) is responsible to shape communities everyday by supporting the Director of Resident Services Programs (DRSP) and co-workers in providing a supportive environment for seniors and the disabled at TRM/TPM communities. The RSS will take the lead on special projects/assignments, provide new staff training, and performs administrative accountability as directed by DRSP. The RSS is assigned to more than one facility and will travel to all other TRM/TPM facilities, as needed. The RSS is key member of the supervisory team structure and works collaboratively with their peers to orchestrate performance and production.
Essential Job Duties
•Establishes a positive, productive and professional relationship with assigned communities and colleagues.
•Develop and maintain RSC new-hire training materials and keep the RSC manual up to date;
•Train new hires and existing RSC's on company policies and procedures;
•Regularly reviews internal financial/performance reports, HUD regulatory and RSC programing reports; prepares and submits all HUD reports and budgets for their assigned portfolio.
•Responsible for completion of annual performance reviews for Team Members assigned to their portfolio; including follow-up and implementation of development or improvement plans.
•Review and approve expense reports, staples orders, Per Unit Per Month (PUPM) Invoices as submitted from the Team Members under the assigned portfolio;
•Responsible for all ADP Payroll Functions including Mid-week e-Times, Final Payroll, vacation/sick time off.
•In conjunction with DRSP, oversees and manages the collection and updates of all Reasonable Accommodations and modifications for TRM/TPM and Per Unit per Month (PUPM) Programs
•Works collaboratively with colleagues to elevate performance, implement corporate polices and maintain a high level of housing awareness.
•Ensures Team Members assigned in their portfolio maintain all necessary resident and program data utilizing AASC Online; case management, progress updates, including interactions with residents, resident participation in programs, and sentinel resident events (e.g. falls, ED visits, etc.).
•Engage and motivate Team Members under their portfolio to create programs for residents, including but not limited to social isolation prevention, health and well-being programs, and manage onsite transportation programs for each community.
•Ensures Team Members assigned under the portfolio effectively collaborates with local agencies to review discharge plans for a seamless transition back to the Community; ensures proper follow up care is available.
•Convene and facilitate team meetings with community partners for strategy development.
•Ensures Team Members assigned in their portfolio complete and submits monthly management reports and additional reports as requested by HUD and TRM/TPM.
•Supports DRSP with interview process of applicants to the RSC position and make decisions to hire prospective candidate.
•Ensures Team Members assigned in their portfolio develops and maintains good tenant relations including organizing, participating and facilitating resident programs at the communities
•Attends staff, departmental, and other required meetings

Experience & Education
•Course work or seminar attendance as identified in the HUD Handbook to comply with Service Coordinator Program requirements. Certification must be current.

•Four years' experience working with elderly and/or working with those who are developmentally challenged.

The Resident Services Coordinator (“RSC I”) is responsible for providing supportive service to elderly and physically challenged residents living at TELACU Residential Management (“TRM”) housing communities. RSC Level I to Level II requires evaluation of employee skill and performance levels by the Director of Resident Services Programs (DRSP) and Resident Services Supervisor (RSS). Due to the nature of the work assigned, the timeframe and transition will vary, and in some instances, an RSC Level I may be permanently allocated an RSC Level I.
The RSC I, works with residents in a comprehensive and proactive manner to assess and identify resident needs and implements individual health-driven aging plans and educates residents on available resources. The position is an advocate for residents, manages the 504 reasonable accommodation process, and works on case management to prevent premature institutionalization to supports residents to safely age in place.

We are looking for a Building Maintenance III to perform routine and extensive preventative maintenance and repairs for the assigned senior housing facility under the direction of the Regional Maintenance Supervisor.
Essential Job Duties
Inspects the grounds, building and mechanical equipment daily for safety and health hazards potential and communicates any concerns to the Regional Maintenance Supervisor.
Works with the Property Manager in completing Service Requests for tenants within 24 hours of receipt
Supports the Regional Maintenance Supervisor with trainings new hires and REAC inspections
Accountable for maintaining the Preventive Maintenance Chart.
Cleans and prepares vacant units for occupancy. Removes old finishes and prepares surfaces for repairs, sanding and patching as needed. Completes the vacant unit checklist and submits to the Property Manager for quality review.
Mixes cleaning solutions to appropriate strength. Stores all cleaning solutions and chemicals used in a proper labeled container and safe manner as established by the Maintenance Manual.
Cleans facility offices and all common areas according to the Preventive Maintenance Schedule.
Removes graffiti within 24 hours of observation/notice.
Acts as the liaison between vendors and the Regional Maintenance Supervisor by providing access to senior housing facility equipment and reporting status on repairs and services.
Orders pre-approved janitorial supplies, chemicals and materials and ensures proper inventory amounts are available for use.
Occasionally drives own vehicle to other company facilities and supply stores for company business purposes as required.
Maintains and replaces electrical and mechanical systems, inspects equipment and troubleshoots malfunctions by determining cause and making necessary adjustments.
Responds to after hour and weekend emergencies.

Preferably bilingual in English/Spanish (written and oral).
Computer Skills: Microsoft Office Suite (Word, Excel), Outlook, Internet search engines. Familiar with PDA devices such as smart phones and tablets

Experience and Education:

2 - 4+ years' hands on building maintenance experience.
Formal related training from a trade school or certifications including: HVAC, plumbing, electrical, appliances, flooring, etc. preferred.
Course work/seminar attendance in Fair housing, customer service, REAC and other building/unit inspections required, preferred.
