    The Director of Energy Market Policy (“Director”) works under the general direction of the Vice President of Origination and has responsibility for a wide range of Terra-Gen, LLC's (TG) regulatory activities, with particular emphasis on representation of TG's interests at the California Independent System Operator (CAISO), California Public Utilities Commission (CPUC), , California Energy Commission (CEC). The Director evaluates proposed regulatory policies to assess the impact on TG, develops TG positions on issues, and develops analyses, written reports, and presentation materials to support TG's position. The Director may be assigned to assist in the work of other TG teams, and in that role may represent TG in administrative proceedings before applicable regulatory agencies. This position performs tasks optimizing the value of TG's existing portfolio of assets as well as those in the development pipeline. The Director works independently to perform assignments under the general direction of the Vice President of Origination. The Director participates as a TG representative before various regulatory agencies on matters affecting community choice aggregators (CCAs) and other electric utilities, including in ratemaking proceedings, rulemakings, market design, and proposed rules and regulations. The Director is tasked with reviewing and drafting comments and briefs; providing technical and/or analytic input on regulatory/market matters; preparation of data requests, stakeholder comments, testimony, and hearing exhibits; and participation in administrative hearings. This role will assist Terra-Gen's Compliance programs. The right person for this position is dependable, self-motivated, organized, able to collaborate and communicate effectively in a team environment, take direction, and complete tasks in a thorough and efficient manner. They require general supervision to successfully develop, implement, drive, and support the NERC Compliance and Reliability programs for the renewable energy generation sector (solar, battery energy storage systems and wind). This person will develop, implement, and report on the company-wide regular compliance programs. They will have direct responsibility for implementing NERC compliance policies and procedures and actively support site managers. This role is a full-time hybrid position, working primarily remotely (from home) and making periodic trips to facilities in Southern California (Mojave, Los Angeles, San Bernardino, Riverside County) and Texas (McCook, Big Springs). Over time, there could be additional projects in New York with periodic travel required to these locations. Ensures schedule and delivery provisions of major equipment agreements are compatible with project needs and EPC contract documents. * Execute the construction of the projects; be accountable for the safety, quality, cost and schedule of the project. Serve as the lead negotiator for scope and schedule specifics of the project. * Work with and support construction managers on execution of projects. To include quality, safety, permitting and execution oversight. * Provide overview of project interface with interconnect utility. Ensure documents and drawings required by interconnect and power purchase agreements are provided in a timely manner. Review monthly progress report to utilities. * Participate in the management of third-party technical engineering support of project work, particularly relating to the design and performance of major equipment. * Liaison with Independent Engineer's review of active construction projects. Ensure timely approval of design documents and resolves technical issues relating to project design. Review and comment on Independent Engineer's due diligence reports for active construction projects as well as development opportunities. * Provide project interface with Pattern management and construction lenders. Furnish weekly and monthly reports and status updates as required. * Interface with EPC contractors to support execution of projects. Qualifications Experience/Qualifications/Education Educational Experience * Six or more years progressive responsible experience in the power industry with significant EPC experience managing construction of high voltage transmission line and substation projects. Experience managing wind or solar or storage projects is a plus. * Bachelor of Engineering or Science degree in electrical, mechanical, or civil engineering or construction management is desired. * Demonstrated ability to complete multi-million-dollar construction projects on schedule and within budget. Field experience desirable. * Large transmission line experience (345kV and higher) is preferred. Additional Requirements * Excellent oral and written communication skills. * Ability to prioritize and resolve multiple issues on multiple projects under demanding schedule constraints. * Through understanding of construction contact concepts, language and terms. * Knowledge of basic engineering concepts. Familiarity with transmission and distribution equipment, transformers and substation equipment, overhead and underground cable installation, reactive power compensation equipment, and SCADA systems. Technical Skills * Facility with typical computer software (Microsoft Word, Excel, Project and PowerPoint). * Scheduling application experience a plus (MS Project, Primavera). Travel * Approximately 25-50% annually. * North America (U.S., Canada) The expected starting pay range for this role is $103,000 - $139,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern's compensation program includes a bonus structure for full-time employees of all levels.
