Job Description
Under the supervision of the Unit Director, the Contract Manager provides leadership and support in contract management by participating in contracting activities such as RFP development, RFP application, budget reviews, contract funding allocation decisions, quality management activities, extensive contract monitoring, and other contract management activities as appropriate and mandated by DSHS policy. Provides assistance and recommends sanctions for enforcement of the terms and conditions of the assigned contracts in the Contract Management Section (CMS). With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and contract management activities from development to closeout within the CMS.
The Contract Manager is the liaison between contractors, program staff, Procurement and Contracting Services (PCS) and Contract Oversight and Support Section staff. The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the State and contractors. Responsible for completing analysis of contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to contractor performance. Responsible for implementing goals and objectives; developing contract guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies and procedures. Coordinates and implements changes as new federal and state laws, rules, regulations and agency policies become effective. Provides guidance regarding contract administration policies and procedures to program staff, management, and other Department staff as appropriate. Serves as the lead in contract development activities through execution, initiates amendments, monitors contractor performance and expenditures, provide technical assistance and will close out contracts.
Provides high-quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the unit and program areas. Interacts routinely with customers including program managers, staff, contractors, stakeholders, organizations, and other state agencies to ensure appropriate contractor performance according to contract terms.
Essential Job Functions
1. Participates and oversee the development of contracting activities such as RFP development, facilitating planning meetings, setting timelines and developing the RFP application. Determine solicitation method/type of contract and/or purchase. Identifies provider resources, describes services to be rendered, finalize the Review Criteria and evaluation instruments in collaboration with programs. Accepts, tracks and ensures response to written questions about the RFP submitted by potential bidders. Plans/participates in bidders conference by pulling department resources to provide accurate technical assistance to potential bidders. Arranges logistics and oversees the proposal review process. (15%)
2. Coordinates and negotiates contract budget reviews, contract funding allocation decisions, negotiations of revised budgets and performance measures with selected applicants. Obtains from applicants any clarifications and supplemental information. Creates work plan documents where appropriate. Works with Office of General Council on scope of work. Adheres to department, state and federal contracting policy. (15%)
3. Performs the monitoring of and/or monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Responsible for reviewing the supporting documentation related to contract billing for eligibility. Ensures appropriate tracking of contractor expenditure and performance data as well as appropriate contract deliverables. Completes analysis of contractor performance by reviewing contractor expenditure data, performance reports, technical assistance and training documentation, and other pertinent data as it relates to contractor performance. Projects expenditures to ensure appropriate use of funds. Communicates the results and recommends actions on a routine basis to program and other Department staff as appropriate. (15%)
4. Performs written and oral communication with contractors as the single point of contact for all contractual accountability activities between the State and contractors. Facilitates and ensures delivery of financial and programmatic technical assistance and training with Contract Oversight and Support Section and appropriate program, regional or Local Health Department staff. Provides guidance to internal and external customers regarding contract administration, policies, and procedures. Identifies training needs and determines how training should be conducted. (10%)
5. Coordinates the risk assessment process for contract monitoring and planning. Participate in coordinated on-site reviews to encompass both financial and programmatic compliance. Works with all pertinent parties to resolve audit findings by defining the criteria/requirements/processes and recommending appropriate dispositions. (15%)
6. Coordinates resolution of contractor issues, initiates and negotiates all contract amendments (to include terminations) and sanctions, obtains approval of amendments/sanctions with appropriate Division managers, communicates impact of changes to appropriate contractor and Division staff, and ensures implementation and resolution of contract sanctions. Provides assistance and recommends sanctions for enforcement of the terms and conditions of the assigned contracts in the Contract Management Section (CMS). Ensures all contract closeout activities are performed according to DSHS policy. (10%)
7. Serves as a point of contact with DSHS, HHSC senior management, Contract Oversight and Support and Contract Liaisons regarding contractor performance issues. Coordinates with Division managers when appropriate regarding requests for information. Maintains contractor files ensuring accessibility of information necessary for appropriate contract management. Conduct routine meetings with program staff to discuss contracting/ forecasting/ projections and provide recommendations to address barriers to meeting goals, staffing shortfalls and peak contracting periods. Ensures continuity of operations during emergencies or catastrophic events. (10%)
8. Participates in the development of contract administration policies and procedures. Responsibilities include: implementing goals and objectives to support agency-wide strategic plans, polices, and procedures. Serves as subject matter expert related to contract management on assigned workgroups in coordination with Grants, budget, fiscal units, legal, Contract Oversight and Support, and division programs. Analyzes departmental contracting systems, outputs and activities; identifies gaps and recommends system improvements. Manage special projects as required or requested. Prepare special correspondence or reports, analyze data and compile statistical reports or surveys using Word and Excel or other word processing and spreadsheet applications. (5%)
9. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Licensure, Certification, or Registration
Certified Texas Contract Manager (CTCM) is preferred or must be obtained within first year of employment.

The Medicaid Contract Specialist V reports to the Manager, Medicaid IT Contract Administration. Performs highly advanced (senior level) contract management services and technical assistance work regarding the oversight and execution of Medicaid IT contracts with extensive latitude for the use of initiative and independent judgment. Monitors contractor performance and ensures the contractor is held accountable for timely performance. Maintains the contract record in SCOR, the system of record. Assesses and mitigates contract risk independently. Oversees Medicaid IT contracts through the contract lifecycle, ensuring all contract activities are completed timely. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
Selected candidates must be willing to work onsite from an HHS office located in Austin, designated by the hiring manager.
Essential Job Functions (EJFs):
* Contract Lifecycle - Responsible for managing the contract lifecycle. Oversees the completion of services and deliverables prior to the expiration date of the contract. Oversees the invoice verification processes, which ensures the accuracy of invoices and authorizes payments consistent with the contract terms. Manages, approves, and documents changes to contracts through the amendment process authorized by the terms of the contract. Oversees the completion contract closeout processes within 90 days of contract expiration, completion, or cancellation to include, as applicable, submission of a vendor performance report. (30%)
* Contract Record Management & Compliance - Maintains accurate and up-to-date contract records in SCOR (contract system of record) and CAPPS Financials (financial system of record). Completes thorough reviews of contract documentation within 10 days of the contract's effective date. Uploads and maintains all required documents in the appropriate SCOR sub-modules. Tracks and records deliverable status and lifecycle events such as inception, amendments, and closure. Ensures compliance with agency documentation standards, record retention policies, and applicable laws and regulations. Responds promptly and constructively to findings from audits and contract quality reviews and ensure documentation supports contract decisions and actions. Contributes to the continuous improvement of the department's process knowledgebases. Maintains contract metadata reference resources to support consistency and accuracy across contract records. (30%)
* Contractor Performance - Responsible for ensuring the contractor is held accountable, including possessing advanced knowledge of the contract terms, purpose, scope, requirements, expenditures, deliverables, and milestones. Establishes specific, time-bound, performance measures and requirements to ensure contractor accountability. Oversees the contractor's performance and documents the results into SCOR. Escalates disputes or deficiencies with the contractor's performance, in a timely manner; and pursues remedies, as appropriate, when a contractor's performance is deficient. (20%)
* Risk Management - Responsible for assessing and mitigating contract risk independently. Promotes the use of best practices throughout the contract lifecycle. Oversees and completes the initial risk assessment within 60 days of contract begin date and establishes a contract monitoring plan. Oversees and completes risk assessments throughout the life of the contract. Consults System Contracting to address legal concerns or issues. (10%)
* Communication - Responsible for all communications on assigned contracts. Serves as the point of contact for agency communication with the contractor regarding all matters pertaining to high-dollar contracts. Manages post-award contractor conferences to ensure all parties are aware of the performance requirements and administrative procedures agreed in the contract. (10%)

Duties Description The Contract Management Specialist 1 duties in the Bureau of Fiscal management will include but are not limited to the following:
* Review, tracking and processing of contract related transactions including new, renewal and amendment transactions.

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Job Description
Under the supervision of the Branch Manager, the Contract Manager provides leadership and support in contract management by participating in contracting activities such as RFP development, RFP application, budget reviews, contract funding allocation decisions, quality management activities, extensive contract monitoring, and other contract management activities as appropriate and mandated by DSHS policy. Provides assistance and recommends sanctions for enforcement of the terms and conditions of the assigned contracts in the Contract Management Section (CMS). With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and contract management activities from development to closeout within the CMS.
The Contract Manager is the liaison between contractors, program staff, Procurement and Contracting Services (PCS) and Contract Oversight and Support Section staff. The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the State and contractors.
Responsible for completing analysis of contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to contractor performance. Responsible for implementing goals and objectives; developing contract guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies and procedures. Coordinates and implements changes as new federal and state laws, rules, regulations and agency policies become effective. Provides guidance regarding contract administration policies and procedures to program staff, management, and other Department staff as appropriate. Serves as the lead in contract development activities through execution, initiates amendments, monitors contractor performance and expenditures, provide technical assistance and will close out contracts.
Provides high-quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the unit and program areas. Interacts routinely with customers including program managers, staff, contractors, stakeholders, organizations, and other state agencies to ensure appropriate contractor performance according to contract terms.
Essential Job Functions
1. Participates and oversee the development of contracting activities such as RFP development, facilitating planning meetings, setting timelines and developing the RFP application. Determine solicitation method/type of contract and/or purchase. Identifies provider resources, describes services to be rendered, finalize the Review Criteria and evaluation instruments in collaboration with programs. Accepts, tracks and ensures response to written questions about the RFP submitted by potential bidders. Plans/participates in bidders conference by pulling department resources to provide accurate technical assistance to potential bidders. Arranges logistics and oversees the proposal review process. 2. Coordinates and negotiates contract budget reviews, contract funding allocation decisions, negotiations of revised budgets and performance measures with selected applicants. Obtains from applicants any clarifications and supplemental information. Creates work plan documents where appropriate. Works with Office of General Council on scope of work. Adheres to department, state and federal contracting policy. (15%)
3. Performs the monitoring of and/or monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Responsible for reviewing the supporting documentation related to contract billing for eligibility. Ensures appropriate tracking of contractor expenditure and performance data as well as appropriate contract deliverables. Completes analysis of contractor performance by reviewing contractor expenditure data, performance reports, technical assistance and training documentation, and other pertinent data as it relates to contractor performance. Projects expenditures to ensure appropriate use of funds. Communicates the results and recommends actions on a routine basis to program and other Department staff as appropriate. (15%)
4. Performs written and oral communication with contractors as the single point of contact for all contractual accountability activities between the State and contractors. Facilitates and ensures delivery of financial and programmatic technical assistance and training with Contract Oversight and Support Section and appropriate program, regional or Local Health Department staff. Provides guidance to internal and external customers regarding contract administration, policies, and procedures. Identifies training needs and determines how training should be conducted. (10%)
5. Coordinates the risk assessment process for contract monitoring and planning. Participate in coordinated on-site reviews to encompass both financial and programmatic compliance. Works with all pertinent parties to resolve audit findings by defining the criteria/requirements/processes and recommending appropriate dispositions. (15%)
6. Coordinates resolution of contractor issues, initiates and negotiates all contract amendments (to include terminations) and sanctions, obtains approval of amendments/sanctions with appropriate Division managers, communicates impact of changes to appropriate contractor and Division staff, and ensures implementation and resolution of contract sanctions. Provides assistance and recommends sanctions for enforcement of the terms and conditions of the assigned contracts in the Contract Management Section (CMS). Ensures all contract closeout activities are performed according to DSHS policy. (10%)
7. Serves as a point of contact with DSHS, HHSC senior management, Contract Oversight and Support and Contract Liaisons regarding contractor performance issues. Coordinates with Division managers when appropriate regarding requests for information. Maintains contractor files ensuring accessibility of information necessary for appropriate contract management. Conduct routine meetings with program staff to discuss contracting/ forecasting/ projections and provide recommendations to address barriers to meeting goals, staffing shortfalls and peak contracting periods. Ensures continuity of operations during emergencies or catastrophic events. (10%)
8. Participates in the development of contract administration policies and procedures. Responsibilities include: implementing goals and objectives to support agency-wide strategic plans, polices, and procedures. Serves as subject matter expert related to contract management on assigned workgroups in coordination with Grants, budget, fiscal units, legal, Contract Oversight and Support, and division programs. Analyzes departmental contracting systems, outputs and activities; identifies gaps and recommends system improvements. Manage special projects as required or requested. Prepare special correspondence or reports, analyze data and compile statistical reports or surveys using Word and Excel or other word processing and spreadsheet applications. (5%)
9. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Licensure, Certification, or Registration

h. Maintains thorough and up-to-date documentation as required in SCOR; uploads Executed Contract, Amendments, Risk Assessments, Contractor Performance Evaluations, Monitoring when applicable, and Contract Close-Out including Vendor Performance Tracking; Administers contract changes.
i. Monitors contractor performance per assigned contracts or requests contractor performance documentation from CM/SMEs; enters results into SCOR; assists in the dispute resolution process; provides reports as needed.
j. Reviews and/or records deliverable status into SCOR Deliverables sub-module when applicable.

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist IV. Brief Job Description:
The Contract Specialist II performs complex (journey-level) contract management work. Works under general supervision of the Newborn Screening (NBS) Special Projects Manager IV, with moderate latitude for the use of initiative and independent judgment on several newborn screening related contracts. Works with management and NBS staff on complex issues. This position is responsible for oversight of multiple NBS contracts. Work includes facilitating procurement and monitoring events to ensure goods and services are received in a timely manner. Writes measurable contract requirements in the statements of work. Responsible for monitoring, tracking, and reporting contract performance, including service delivery and fiscal monitoring. Handles contractor billings and resolves billing problems and issues to allow for timely and accurate payments. Communicates and collaborates with DSHS staff and vendors including providing technical assistance. Provides technical assistance to newborn screening related to assigned contracts. This position conducts kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scoring. Runs reports in CAPPS Financial and System of Contract Operation and Reporting (SCOR) to ensure accurate funds are allocated appropriately.
Essential Job Functions (EJFs):
EJF 1 (15%): Monitors assigned NBS contract performance by investigating billings, fiscal data, deliverables, and eligibility determinations for compliance with the terms of contract and following DSHS policies. Reports issues in a timely manner to management, DSHS contract managers, legal, and State Office Business Management Contract Team, whenever there is a deficiency with the contractor's performance. Collaborates with legal and contract management, procurement and monitoring staff under the guidance of manager IV to address deficiencies. May recommend remedies in accordance with the contract.
EJF 2 (15%): Completes invoice approval activities accurately and according to agency timelines. This includes monitoring assigned inboxes throughout the workday. Assists financial analyst by coordinating subject matter experts (SME) invoice approval as appropriate and timely. Prepares needed documents and circulates to staff to obtain necessary approvals to allow DSHS to pay vendors. Communicates with vendor and DSHS staff to obtain corrected or missing documents. Prevents late approvals by overseeing invoice holds or cancellations to allow vendors to provide correct or complete invoice and deliverables submission. Must process invoices accurately and timely 90 percent of the time.
EJF 3 (15%): Oversees NBS vendor compliance to statement of work and state and federal regulations by monitoring and tracking vendor performance. Creates a monitoring plan based on risk assessments and agency requirements. Works with staff to conduct additional compliance activities on-site or via desk review. Creates review tools as needed. Trains staff to understand their roles and use review tools and document results. Assist SMEs to create specific, time-bound, performance measures and requirements to include in the statement of work. This will allow objective contract oversight and facilitate vendor accountability. Must complete monitoring activities accurately and timely 90 percent of the time.
EJF 4 (15%): Tracks deliverables, invoices, and contract requirements, files electronic records. Organizes the billing and monitoring tracking process. Create and maintain a running spreadsheet for contracts to track and administer monitoring functions to include contract billings and deliverables for assigned contracts. Spreadsheet will allow tracking of budget source, amounts and percentages spent and remaining, and approvals of invoices and deliverables. Must update tracking sheet within three business days of activity 90% of the time.
EJF 5 (15%): Reviews fiscal expenditure reports for NBS and ensures the report has the appropriate information and is accurate and complete. Works with program SMEs, budget and DSHS contract staff to provide guidance to vendors, stakeholders, agency staff. Assist with handling routine reporting activities and special projects and tasks as assigned by Manager IV. Evaluates expenditure data by creating and using the NBS fiscal year spreadsheet to make projections to ensure appropriate funds are allocated. Completes forms to encumber funds for new and renewed contracts. Runs reports using CAPPS Financial and System of Contract Operation and Reporting (SCOR) to ensure accurate funds are allocated appropriately.
EJF 6 (10%): Serves as a liaison with contract providers to ensure funds are used appropriately and align with DSHS policies. Ensures each fiscal year's requirements are met. Understands contract terms, including purpose, scope, requirements, deliverables, and milestones to hold contractors accountable for timely performance. Collaborate with program SMEs and leadership to coordinate completion of contract related activities. Facilitates meetings with internal and external stakeholders as needed to meet contract-related project goals and deadlines. Communicates in writing and meets with vendors to discuss issues or answer questions as needed, and reports to management according to agency and program policies and procedures.
EJF 7 (10%) Develops solicitations, contract content, and amendments by creating a detailed outline proposal to contractors and SMEs and conducts meetings with staff for finalization of contracts. Defines the requirements and objectives of contracts for NBS by providing a detailed outline of the requirements that are needed and utilizing the State Law and Department of State Health Services (DSHS) policies for developing contracts. Creates NBS specific content for request for proposal by clearly outlining the objective, statement of work, evaluation, contract terms and agreement and submission. This position describes services to be rendered so vendors understand what, when and how services must be provided. Evaluates information supplied by bidders and negotiate contract specifications revising contract terms, if needed. This position facilitates procurement-related events to ensure goods and services are being received in a timely manner. This position conducts kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scoring.
