Performs highly advanced motor vehicle maintenance and repair work. Work involves estimating repairs; requisitioning parts and supplies; maintaining records of work performed and coordinating the operation of a motor vehicle and equipment repair shop. Works under limited supervision with

II. ESSENTIAL FUNCTIONS
A. Coordinates various phases of motor vehicle and equipment maintenance and repair work to
include metal fabrication, paint, body, mechanical repairs, and warranty work performed by a
dealership; and prepares reports.
B. Inspects incoming vehicles and estimates repairs; and diagnoses and discusses malfunctions,
warranties, parts, and service with mechanics, drivers, and manufacturing representatives.
C. Instructs inmate mechanics in proper repair procedures and use of automated testing and other
equipment; and coordinates the repair and maintenance of other motor, metal fabrication, and
mechanical equipment.
D. Trains and supervises the work of inmates.
E. Maintains security of tools, machinery, and equipment; responds to emergency situations;
performs various correctional and custodial support functions; and assists in maintaining
security of inmates.

III. MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Graduation from an accredited senior high school or equivalent or GED.
2. Three years full-time, wage-earning automotive or heavy equipment repair or maintenance
or metal forming and fabricating or automotive parts retail sales experience.
3. Correctional custody or law enforcement experience preferred.
B. Knowledge and Skills
1. Knowledge of methods and techniques of maintenance and repair of motor vehicles and
equipment.
2. Knowledge of the operation of motorized equipment.
3. Knowledge of electrical, mechanical, computerized systems, and emission control systems.
4. Knowledge of safety procedures related to maintenance and repair shops.
5. Knowledge of agency and departmental organizational structure, policies, procedures,
rules, and regulations preferred.

Nature of Work
The fundamental reason this classification exists is to perform technical engineering work, including inspecting new developments and public works projects. The work responsibilities include reviewing site plans, conducting on-site inspections, communicating with consultants and design engineers, assisting citizens with city-related concerns, and coordinating with utility companies and State agencies. The employee will report directly to a higher-level Engineering Technician, Civil Engineer, or Professional Engineer.
Minimum Qualifications
High school diploma or a GED and three (3) years of technical engineering experience in the area of traffic, public works, planning, and/or transportation. Essential Duties and Responsibilities
Perform field and on-site laboratory tests on soil, geosynthetics, and other materials primarily associated with landfill and/or waste containment system construction.
Perform in-place moisture-density results to verify project compaction requirements are met.
Oversee drilling, logging of borings, and instrumentation installation.
Monitor activities on job sites to assure compliance with relevant contract documents (e.g., technical specifications, construction drawings, sampling plans, CQA plans etc.).
Provide CQA monitoring on several types of construction and/or environmental activities on enviro-civil construction sites.
Prepare daily and weekly field reports, construction schedules & progress reports;
Assure project documentation is correct and consistent with company policy & procedures.
Interact with project personnel (contractors, project managers, engineers & clients) and assist in cultivating an integrated team approach through open lines of communications and participation in work progress meetings.
Assist in the preparation of the final reports, work plans, health and safety documents, and the assembly of report appendices.
Observe and abide by the policies and procedures outlined in the site-specific project health and safety plans and the company's Environmental Health and Safety Management policies and procedures.

CORE COMPETENCES (Land Development)
Under the direct supervision of a Licensed Professional Engineer, performs general field observations and reporting for Public Works infrastructure construction projects typically consisting of transportation, water, wastewater, paving, and drainage infrastructure. Reviews city permit applications for completeness and compliance with relevant city, state, and federal regulations and provides written and verbal feedback to permit applicants. Employee functions as the permit intake / permit coordinator for the Engineering Department and regularly communicates with citizens, other engineers, applicants, and land developers to resolve issues regarding permit applications. Establishes effective communication networks among all project stakeholders, including applicants, reviewers, and construction inspection team members to facilitate the entire land development process from start to final acceptance. Reviews various city permit applications for compliance with existing reports, master plans, policies, specifications, codes, ordinances, and departmental requirements and provides formal and official written and verbal feedback to permit applicants. Reviews various aspects of platting, zoning, land use map updates, etc. and provides review comments to originating departments.
Employee functions as the documentation specialist for all Engineering Department related permit applications and submissions. Tasks include, but are not limited to, scanning, downloading, copying, printing, and uploading and managing files, as well as preserving printed documents following provided guidance and City policies. Employee maintains fiscal security documents and related logs for various bonds, warranties, letters of credit, and other financial instruments related to land development. Processes release of posted bond or letter of credit by following departmental policies. Attention to detail is required for this task. Employee will be required to perform mathematical functions and simple algebraic equations using a handheld calculator or other, similar device. Employee coordinates with various city staff members to update and maintain various land development project status trackers and approved permit trackers.
Receives and responds to phone calls and e-mails from applicants and citizens. Communicates with appropriate city staff to address pending matters. Under supervision of Development Engineer, responds to public or other inquiries relative to City Code of Ordinance, engineering policies and procedures on specific projects, and provides appropriate verbal and written guidance. Assists in the preparation and maintenance of subdivision construction cost/unit price databases. Coordinates with outside agencies as needed. Assists with reviewing and updating of the City's construction standards. Conducts research on assigned topics/matters. Prepares memorandums and reports. Attends meetings as required.
Provide security and regular maintenance of all assigned equipment, including City-owned motor vehicles, computers, and communication devices.
May serve as a member of various employee committees.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations; maintains a professional personal appearance; manages time constraints effectively; possesses and maintains a valid Texas driver's license and complies with all City of Killeen driving policies. The ability to effectively function and produce required results in a team-oriented setting is required.

Assists with the review of city permit applications for compliance with relevant city, state, and federal stormwater regulations, existing reports, master plans, policies, specifications, codes, ordinances, and departmental requirements and provides formal and official written and verbal feedback to permit originating departments. The employee's primary responsibility is related to the maintenance, monitoring, and management of the city's Municipal Separate Storm Sewer System and related permits. The employee will compile data, reports, forms, and information required to submit to State and other agencies, including preparation of annual report. Assist with reviewing the results of various work plans and study reports with respect to Best Management Practices, watershed monitoring, and storm water system TMDL requirements/pending requirements. Interpret and disseminate NPDES program related information to staff and the general public. Performs administrative supportive tasks for the city's stormwater division, which may include preparation and maintenance of comprehensive program performance reports, drafting memoranda and legal agreements, bid documents, purchase orders, permits, and other related documentation. Coordinates and participates in various public education and outreach efforts related to stormwater management.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
1. Associates degree in civil engineering technology, construction management, drafting and design, environmental science, or graduation from other acceptable technical programs, and
2. One (1) or more years of work experience as a civil engineering technician, permit coordinator, construction site supervisor, or other acceptable work experience in city, county, or related public agencies, or
3. Any acceptable equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES
1. Ability to effectively communicate technical information, orally and in writing.
2. Knowledge of applicable City of Killeen policies, practices, and methods related to civil engineering, stormwater management, and public works projects.
3. Knowledge of local, state, and national design and construction principles.
4. Knowledge of various engineering related software applications, such as AutoCAD Civil3D, Hydraulic Modeling software and ArcMap.
5. Skill in operating assigned tools and equipment.
6. Ability to perform mathematical computations.
7. Above average abilities regarding MS Office programs, such as Word, Excel, Access, Outlook, etc.
8. Skill in reading and interpreting construction drawings, plans, reports, and specifications.
9. Maintains regular and punctual attendance.
10. Ability to function and accomplish assigned goals without constant active supervision.
11. Ability to conduct necessary engineering related research and provide clear, concise reports.
SPECIAL REQUIREMENTS
1. Must have a valid driver's license by date of hire (any state).
2. Must obtain and maintain a Class C Texas Driver's License within 90 days of hire.
3. Must be physically capable of moving about on construction work sites in all weather conditions.
4. Ability to obtain other licenses or certifications as required by law within six (6) months of hire.
PREFERRED REQUIREMENTS
1. Minimum of two years' experience using AutoCAD Civil 3D or similar design programs.
2. Minimum of two years' experience using ESRI ArcMap or similar applications.

In this role, you will investigate ways to improve bp's reservoir model building and simulation workflows, focusing on efficiently assessing the impact of geological uncertainty on predicted reservoir performance. The position is located within bp Oil and Gas Technology, which partners with bp business and asset teams to research and develop innovative tools and workflows for robust field development, emphasizing risk and uncertainty management.
