OPENING FOR ENGINEERING TECHNICIAN There is an opening in the Allegany County Department of Public Works for a full-time Engineering Technician. DISTINGUISHING FEATURES OF THE CLASS: This is responsible technical work involving the application of standard civil engineering practices to support a variety of highway and related construction projects from site data acquisition to project completion. Work is performed under the general supervision of the Superintendent of Public Works, Deputy Superintendent, County Engineer, or Senior Engineering Technician. Does related work as required. TYPICAL WORK ACTIVITIES: Performs general field survey work, including topographic site data acquisition, locating right-of-ways and property boundaries, and construction project stake-outs; Compiles preliminary construction project information on traffic statistics, grades, curves, drainage structures, and other needed data; Aides in the preparation of project plans and specifications utilizing up to date Computer Aided Design and Drafting (CADD) techniques. Work includes survey base mapping preparation, digital terrain model creation, construction detail drafting, and alignment and profile drafting; Prepares temporary and permanent easements as necessary for Department construction and highway maintenance activities; Performs construction inspection activities; Inspects material being supplied for projects; Keeps project records; Aides in inspections of County, Town, and Village owned bridges and large culverts. Inspects County owned small culverts for deterioration and displacement; Maintains GIS based asset management database for highway inventory items including guide rail, roadway signs, and culverts; Updates official Town and County maps; Maintains a variety of records, reports, and statistics; Performs various tasks related to the County traffic count program: placement/retrieval of traffic counters, downloading traffic count data from traffic counters, and preparation of traffic count reports; Performs manual work as needed. FULL PERFORMANCES, KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of Mathematics, working knowledge of engineering practices as applied to highway construction; ability to use engineering instruments and mathematical tables; ability to interpret maps, engineering drawings, and specifications; ability to carry out oral and written directions; familiarity with PC based engineering tools such as CADD, spreadsheets, and databases; aptitude for engineering work; initiative; resourcefulness; accuracy; dependability; and good judgment. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or New York State registered college or university with an Associate degree or higher in Civil Engineering Technology, Construction Technology, Survey Technology or closely related field; or Successful completion of sixty (60) credit hours from a regionally accredited or New York State registered college or university towards a degree in the appropriate related field as defied in (a); or Successful completion of thirty (30) credit hours from a regionally accredited or New York State registered college or university towards a degree in the appropriate related field as defined in (a) and two (2) years of responsible experience that has included CADD experience in sub-professional civil engineering, surveying, construction, or closely related area. Salary Information Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade. A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies and the Montgomery Personnel Board Rules & Regulations Nature of Work The fundamental reason this classification exists is to perform technical engineering work, including inspecting new developments and public works projects. The work responsibilities include reviewing site plans, conducting on-site inspections, communicating with consultants and design engineers, assisting citizens with city-related concerns, and coordinating with utility companies and State agencies. The employee will report directly to a higher-level Engineering Technician, Civil Engineer, or Professional Engineer. GENERAL PURPOSE Working under the direct supervision of a Licensed Professional Engineer, employee is responsible for conducting reviews of civil engineering technical documents and various city permit applications for compliance with current city, state, and federal guidelines and requirements. Employee will work closely with other team members to address citizen concerns and assist in the resolution of contractor/developer conflicts. Employee shall work to ensure that city infrastructure and facilities are in compliance with federal, state, and local requirements. Establishes effective communication networks among all project stakeholders, including applicants, reviewers, and construction inspection team members to facilitate the entire land development process from start to final acceptance. Responsible for assisting with the design, building, modification, and administration of the Denton Municipal Electric (DME) Supervisory Control and Data Acquisition (SCADA) System. Under general supervision, the SCADA Technician performs a variety of technical tasks in support of the SCADA system to include calibrating equipment, performing overall maintenance and correcting problems with equipment; providing technical support; serving as first responder to outages and equipment failures; coordinating work; and documenting work activities.
