We are seeking a skilled DevOps Engineer to support and enhance our cloud and data ecosystem. The ideal candidate will have strong expertise in Azure services and data platforms, with experience in CI/CD, automation, and cloud migrations.

Brief
The Data Analyst IV performs complex (journey-level) data collection, reporting, and analysis to monitor, evaluate, and increase efficiencies for the Provider Finance Department. Manages the planning, designing and development of technically advanced SQL code programming and report layout with data management team to ensure user data requests are properly translated for use in statistical modeling and graphic analysis reports and ensure security measures and protocol have been followed. Manages data extraction from TxEVER and other agency databases using advanced SQL code. Provides daily guidance that supports the organization of daily activities regarding data management team in daily functions; preparing reports, studies, and other deliverables containing analyses of vital statistics data related to births, deaths and fetal deaths by established goals and objectives for improving data quality, safeguarding vital record data and ensuring delivery timelines have been met. Provides training, development and implementation of research methods and analytical procedures for evaluating vital statistics data to data management team; applies advanced statistical methods to vital statistics data, coordinates and organizes project design, plans statistical analysis and/or reporting. Provides development of advanced scripts and code for computer based statistics applications (statistical modeling/graphic analysis) and documents processes and procedures for technical and non-technical TxEVER users. Serves as subject matter expert regarding VSS data integrity and performs quality assurance activities regarding VSS data. Works on continuous process improvement regarding analyzing VSS data for statistical use, identifying inconsistencies, identifying significant differences in data and preparing associated reports in order to advise and make data revisions. Implements a high level of data security, standards and maintains positive rapport with internal and external stakeholders.
(25%) The DA III supports and assists DA V manager in overseeing a multidisciplinary data and reporting staff. This includes screening and interviewing candidates, assigning work, developing performance standards, making recommendations for performance evaluations and counseling. The DA III also recommends personnel or disciplinary actions and follows all requested leave approvals. Assists with staff development to ensure and encourage high standard of work output and team building.
(20%) The DA III provides fulfillment of requests for vital statistics data from a variety of internal and external stakeholders such as the Office of Inspector General Medicaid Fraud Unit, Teachers Retirement System of Texas, Texas Secretary of State Office, Social Security Administration and HHSC Medicaid Eligibility per contractual agreement. Work involves using advanced and complex SQL queries to extract data regularly from the vital records registration database in flat file formats.
(15%) The DA III provides consultation and assistance to internal vital statistics staff and other DSHS agencies in developing methods and strategies for effective reporting of vital statistics data and analyses. Provides testing and evaluation data of newly developed knowledge, methods, and techniques in vital statistics data collection and reporting. Trains data management team on these methods and techniques to assist with process improvement. Defines requirements for development/modification of section interface files and tests for accuracy, reliability, and validity; reviews and organizes workloads with reporting staff. Works to analyze data to ensure there are no data inconsistencies. Implements and defines data standards. Consults with the Vital Reporting & Registration Branch manager in vital statistics policy development and revision to determine impact on reporting capabilities and current/future research. Fulfills role as Vital Statistics Section Technical Liaison backfill for the TxEVER development team to ensure functionality meets section reporting standards.
(5%) Performs other related duties, as assigned. Perform duties in the absence of the DA V Manager. DSHS employees are expected to support this mission either by actively participating and/or serving in a supporting role to meet the agency's obligation for disaster response and/or recovery or COOP activation.

Basic Job Description:
The Data Analyst II works under the Manager for the Texas Violent Death Reporting System, in the Newborn Screening and Injury Prevention (NIBS) Section, and performs routine (journey-level) data analysis and data research work. Compiles data related to violent deaths (i.e., homicides, suicides) in Texas. They will be primarily responsible for analyzing and identifying pertinent information from death certificates, justice of the peace/medical examiner records, and law enforcement records. Data entries will be made into the Centers for Disease Control and Prevention (CDC) federal database (National Violent Death Reporting System). Requests, tracks and receives documents from new and existing data providers. Cleans, scans, stores, and organizes documents pertaining to Texas violent deaths from data providers, which include federal, state and county agencies, health care providers, law enforcement agencies, private organizations and associations, employers, and the general public. Engage in data quality improvement projects such as re-abstracting cases and maintaining record management systems. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency's mission critical reporting requirements.
Essential Job Functions:

(30%) Compiles violent death data from multiple data sources (i.e. death certificates, medical examiner and justice of the peace reports, and law enforcement reports). Analyzes and identifies pertinent information from source documents as defined by the National Violent Death Reporting System. Translates pertinent information into NVDRS registry codes based on established CDC guidelines. Adhere to CDC guidelines for timeliness (16 months for full data abstraction), grant deadlines (annually), and administrative and programmatic requirements.
(30%) Contact justices of the peace, medical examiners, and law enforcement agencies to obtain data/verification information on cases in a timely fashion (within 16 months). Consults with internal and external customers to identify data analytics needs. Receives and organizes documents from new and existing data providers pertaining to violent deaths (i.e. homicides, suicides) in Texas, which include federal, state and county agencies, health care providers, law enforcement agencies, private organizations, and the general public. Follow up with reporting sources as needed. Assist in improving data collection processes by identifying issues and assisting in mitigating them. Collects, queries, and analyzes data using standard statistical tools, applications, methods, and techniques.
(20%) Engage in data quality improvement and security projects. Interprets data analysis results to identify significant differences and trends in data to inform decisions. Will provide re-abstraction and cross validation of cases as needed to ensure high quality abstraction. Crosstrain and support other abstractors on maintaining and implementing secure systems for digital and physical files throughout the abstraction process. Cleans and prunes data to discard irrelevant information.
(15%) Assist Epidemiologists in responding to requests for data. Write responses to correspondence and/or reply to telephone inquiries by providing required data, information or assistance as required.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. This position strategically plans and successfully executes HHSC's Information Security Assurance roadmap. This is a key position within HHSC Information Security that manages regulatory and compliance deliverables for specific governance portfolio, assist with general risk assessment activities as well as being the SME on IT Security Assurance related topics. Plays a critical role with the development and support of the HHSC Information Security Assurance Program and developing strategy for compliance with information security regulatory requirements. Oversees the establishment, implementation, adherence to and documentation of HHSC information security policies, procedures, and processes to protect computer systems, infrastructure, and data from unauthorized access. This position is the highest level under the manager, with authority to develop strategies for compliance, security policies & procedures within 2 sections (assurance & operations) of the HHSC Information Security Assurance Program and presents these strategies to Commissioner. (15%) Champions the Security Awareness Program: Consults on enterprise projects to ensure IT staff and external parties understand and comply with security policies, standards, etc. Develops and enhances security awareness by providing orientation, educational programs, and on-going training/communication. Coordinate agency communication activities (posters, emails, Connection articles, etc.) to support the Information Security awareness program. Is a presenter of information security awareness initiatives to the HHS agencies at the annual Cyber-Security Awareness Fair. Stays current on security industry trends, attack techniques, mitigation techniques, and security technologies by attending conferences, networking with peers, and other educational opportunities.

Texas Health and Human Services Commission (HHSC) Office of Inspector General (OIG) seeks highly qualified candidates to fill the Data Operations Analyst (Data Analyst IV) position within the Data Reviews Division.
OIG's mission is to improve the health, safety, and well-being of Texans through good stewardship of public resources, and a focus on core public health functions. OIG is a dynamic organization that specializes in the prevention, detection, audit, inspection, review, and investigation of fraud, waste, and abuse in the provision and delivery of all state health and human services and enforces state law related to the provision of those services. The OIG's Data Reviews division develops OIG initiatives through research and innovation, employing tools and processes that leverage the power of data to increase efficiency.
Working under the leadership of the Deputy Inspector General of Data Reviews the Data Operations Analyst (Data Analyst IV) will serve as a coordinator for Data Operations by supporting the Deputy IG for Data Reviews with cross-divisional functions. The Data Operations Analyst will facilitate collaboration and coordination across the Data Operations teams, lead and manage projects, assist the Deputy IG with special assignments, and provide specialized data research and analysis support for Data Operations. This position performs highly advanced, senior-level data policy analysis work that involves planning, directing, and overseeing activities to assist the Deputy IG and Data Operations management team. Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals; facilitates development of presentations, data research analysis, and talking points; monitors and improves data production management tools; conducts specialized tasks and duties pertaining to data analysis and research, and program functions; and performs other duties or tasks as assigned. Coordinates extensively with OIG management and staff to collect pertinent information on behalf of the Deputy IG of Data Reviews. If measures are not achieved or a challenge is identified, analyzes cause and reports results and recommendations to management. (20%) Conducts specialized tasks and duties pertaining to data analysis and research, and program functions. Manages Data Operations projects and tasks, including project priorities, workplans, and special assignments. Performs ongoing team risk assessment activities and participates in OIG workgroups on behalf of Data Operations. The Program Policy team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking a Program Specialist V to serve as a policy analyst and subject matter expert on a variety of program policy topics related to Medicaid and CHIP managed care. Policy examples include, but are not limited to, Prescribed Pediatric Extended Care Centers, and Medicaid Buy In for Children, Value Added Services. Additionally, this position will serve as the MCS Program Policy liaison for the State Medicaid Managed Care Advisory Committee (SMMCAC).
The Policy Analyst provides subject-matter expertise to agency staff, government agencies, community organizations, managed care organizations, provider organizations, and the public. The position may serve as the lead in the implementation and ongoing management of complex program initiatives.
Other responsibilities include:

The Fraud Analytics and Data Operations (FADO) division of the Office of Inspector General (OIG) is seeking a Data Project Analyst (Data Analyst III).
The Data Project Analyst performs moderately complex project management work, along with consultative and technical system and data support work related to the development and implementation of Data Operations data projects and strategic initiatives. This position will assist OIG business areas by supporting projects and operations for OIG use of the Provider Enrollment Management System (PEMS) and the Medicaid Fraud and Abuse Detection System (MFADS). Qualifications
PREFERRED QUALIFICATIONS:
- Five years State of Texas experience in General Ledger Accounting, Uniform State Accounting System (USAS) Appropriations/Funds, Annual Financial Report (AFR) or Reporting preferred.
- Five years experience with State of Texas (Comptroller of Public Accounts) state-wide accounting systems and demonstrated proficiency in use of: USAS, State Property Accounting (SPA) and Texas Identification Number System (TINS) highly preferred.
- Five years experience with State of Texas PeopleSoft Financials version 9.2 in General Ledger, Accounts Receivable, Accounts Payable, Purchase Orders and/or Asset Management highly preferred.
- Demonstrated ability to analyze financial software systems and related procedures to develop functional design documents; handle multiple projects, effective written and verbal communication highly preferred.
- Five years demonstrated experience in systems analysis, structured query language (SQL), problem solving and design work.
- Five years experience using TWC's WRAPS Accounting System.
MINIMUM QUALIFICATIONS:
Graduation for an accredited four-year college or university with major coursework in accounting, finance, computer science, computer information systems, management information systems, or a related field, plus 5 years of full-time experience in State of Texas accounting, computer programming, systems analysis, and/or program analysis. 30 semester hours of accredited college work in accounting may be substituted for one year of required experience with a maximum substitution of two years. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education. Copy of college transcripts required at interview if selected.

Position Description
The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is seeking a highly qualified candidate for the position of Systems Analyst IV. This position reports directly to the Director of the Office of Aging and Disability Resource Centers (OADRC). It involves senior-level computer systems analysis work to support Texas's 28 Aging and Disability Resource Centers (ADRCs).
The Systems Analyst IV performs highly advanced systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems to meet the needs of the OADRC. Work involves analyzing user requirements, automating manual processes, improving existing systems, providing technical guidance, and ensuring the ongoing optimization of data systems. This position collaborates with data providers, local ADRC partners, and internal stakeholders to ensure system integration and compliance.
This role provides stakeholders with effective technical solutions to support reporting, data analysis, and program management initiatives. The Systems Analyst IV evaluates and implements data management tools, develops and maintains technical documentation, and prepares flowcharts, diagrams, and reports to guide analysis and decision-making. The analyst consults with agency leadership on technology strategies and emerging applications and may recommend system modifications or policy updates to improve business processes.
The Systems Analyst IV works under minimal supervision, exercising initiative and independent judgment. The position may train other staff, ensuring adherence to established standards and promoting technical excellence.
Essential Job Functions
System Implementation and Data Integration (20%)
Supports the implementation of cloud-based SaaS solutions and assumes responsibility for ongoing system maintenance for the ADRC program in coordination with HHSC Information Technology and CS Operations Support. Duties include comprehensive planning, data assessment, cleansing, mapping, and process automation to ensure compatibility with new systems. Designs and implements workflows that enable seamless migration and optimal functionality. Documents all phases of the system life cycle-using flowcharts, data models, and system diagrams-and ensures clear communication throughout the Software Development Life Cycle.
System Transition and User Support (20%)
Facilitates the transition of ADRC providers to new systems by providing strategic oversight and post-migration support. Develops training materials, user documentation, and FAQs; conducts end-user training; and recommends performance optimization strategies. Serves as a subject matter expert for ongoing training, system monitoring, and issue resolution. Provides technical guidance to others as appropriate.
Communication and Coordination (20%)
Provides regular status reports on enhancement activities, identifies issues affecting system functionality, and communicates progress to the OADRC Director and project stakeholders. Participates in meetings with developers, analysts, database administrators, and project managers to ensure collaboration and transparency. Updates task assignments in ticketing systems and prepares technical reports, charts, and presentations-including data analysis and reporting-for both technical and non-technical audiences, including internal business units, external partners, and contracted providers.
Analyzing Data and Reporting (15%)
Collects data from relevant systems to generate reports for both internal and external stakeholders. Collaborates with leadership to review data, identify trends, and highlight areas for improvement. Analyzes and reports on data to guide decision-making and evaluate project outcomes.
System Testing and Quality Assurance (10%)
Performs testing of assigned programs, including generating test data, writing test scripts, executing test sequences, and diagnosing errors. Applies current software development and testing methodologies to ensure the quality, security, and maintainability of applications. Ensures design and implementation comply with HHSC and state IT standards.
Compliance, Audit, and Data Integrity (5%)
Validates and audits system processes to maintain data integrity and compliance post-migration. Evaluates system performance, scalability, and workflow limitations and recommends improvements.
Collaboration and Relationship Management (5%)
Collaborates effectively with OADRC team members and stakeholders to achieve project goals, maintain timelines, and foster an environment of trust and cooperation across programs and divisions.
Other Duties as Assigned (5%)
Performs related work as assigned, including participation in emergency or disaster response operations as required by HHSC policy.

Initial Selection Criteria
* A bachelor's degree or higher in a technology-related field is generally preferred. May substitute direct work experience in a technical field on a year-for-year basis in lieu of education for up to four years.
* Four years of experience implementing Cloud-Based SaaS solutions within Amazon Web Services (AWS), Microsoft Azure, or other cloud service providers.
* Experience supporting large-scale system implementations, migrations, or process automation projects
* Experienced in written and verbal communication, adept at explaining complex technical concepts to non-technical audiences.
