Brief :
The Director of the Health & Human Services (HHS) InformationTechnology (IT) System Services Division is selected by and accountable to the HHSC DCIO of IT Infrastructure Services. This position performs advanced, senior-level managerial work providing direction and guidance in strategic operations and planning. Work involves establishing divisional strategic objectives, goals and plans; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating the Division's activities; along with reviewing, approving, and managing budgets and contracts. The position is responsible for delivering prompt, responsive, efficient, and customer-oriented support services to ~50,000 HHS System end users. Services within the scope of the Director's responsibility includes but is not limited to:

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Directs, manages and oversees the HHS IT System Services Division by establishing and implementing short and long-term strategies to accomplish HHS vision, goals and objectives to deliver in-scope IT services to business partners within reasonable schedules, budgets, and quality objectives. Ensures that infrastructure systems operate according to identified standards, regulatory agencies' requirements, and legal requirements. In-scope services include but are not limited to: Office 365 services, Identity & Access Management services, Workstation & Software Management, Active Directory services, Systems Configuration Management, Electronic Faxing, Cellular Device Management, and Enterprise Storage.
Interfaces with other HHS departments to ensure the proper operation of in-scope system services; coordinate to provide support and ensure appropriate joint operations with other HHS agencies, managed services vendors, and service providers; work with program and divisional personnel, management, and IT points of contact to provide excellent customer service.
Advises HHSC executive management on HHS IT System Services Division initiatives in support of business goals and objectives and oversees ongoing improvements and system enhancements within the division.
Collaborates with HHS IT Chief Technology Officer (CTO), Chief Information Security Officer (CISO) and Project Management Office (PMO) offices to define and implement HHS IT strategic roadmaps.
Selects, trains, develops and mentors direct reports to improve organizational effectiveness. Manages departmental budget and contracts in an efficient manner ensuring that all relevant policies and procedures are followed.
Formulates, monitors and reports on HHS IT System Services service levels, metrics, staffing, and funding requirements for both state staff and vendors.

Purpose
This role is accountable for optimizing the performance of both internal and outsourced contact center operations serving gas and electric customers. This role ensures service delivery excellence through effective vendor governance, forecasting, staffing optimization, and operational analytics.
The position drives the balance between customer experience, reliability, and cost to serve-ensuring that customers are supported 365/24/7 across voice, chat, and digital channels.
Accountabilities
Serve as the primary relationship owner for all third-party vendor partners supporting the contact center.
Establish and manage performance scorecards with clear SLAs, KPIs, and compliance standards aligned with regulatory requirements and internal expectations (ASA, FCR, CSAT, Quality, Safety, and Cost per Contact).
Lead structured governance routines (weekly operational reviews, monthly business reviews, quarterly performance reviews).
Ensure vendors adhere to company policies, data privacy, and customer protection protocols.
Partner with Procurement, IT, and Legal to manage vendor contracts, renewals, and performance incentives.
Identify improvement opportunities in call routing, digital deflection, automation, and agent enablement.
Support vendor onboarding, training readiness, and technology integration for new lines of business or storm response capacity.
Lead forecasting, capacity planning, and staffing models across internal and vendor sites to meet service level, regulatory, and cost targets.
Oversee scheduling, real-time management, and adherence to ensure consistent coverage and performance.
Collaborate with Operations, HR, and Finance to align headcount, shrinkage, and overtime budgets.
Use workforce data to anticipate demand impacts due to seasonality, rate cases, weather events, or system outages.
Maintain and enhance workforce systems (e.g., NICE IEX, Verint, Aspect) to improve forecast accuracy and intraday efficiency.
Provide visibility to daily, weekly, and monthly performance trends and take proactive steps to optimize staffing and service delivery.

Education and Experience
Bachelor's degree in Business, Operations, or a related field (or equivalent experience).
5+years of experience in a large-scale utility or regulated industry contact center environment.
Proven experience managing outsourced vendor relationships and workforce operations.
Strong analytical and technical skills, including proficiency in Excel, Power BI/Tableau, and WFM platforms.
Understanding of contact center metrics and their impact on regulatory compliance, affordability, and reliability.

Job Summary:

This position will serve as a System Analyst V - Azure Administrator reporting to the Server Operations Manager within the IT Operational Support Division of DFPS InformationTechnology Services. The position will perform advanced computer systems analysis work and involves Azure/EntraID/O365 administration, PowerShell scripting, data analysis and server administration. This position will support servers by performing hardware and software support along with assisting with data storage and will support e-Discovery requests as needed.
