Brief :
The Health and Human Services Commission (HHSC) Human Resources (HR) Employee Relations Specialist performs advanced (senior-level) human resources work and is responsible for day-to-day employee relations and administration of Family and Medical Leave Act (FMLA) and Parental leave coordination and review. Work involves analysis, problem solving, conflict resolution, policy interpretation and providing advice, guidance and consultation to managers and employees with the goal of minimizing legal risk and ensuring compliance with federal and state laws and regulations and Health and Human Services (HHS) HR policy and procedures.
Essential Job Functions (EJFs):
Consults, provides guidance and makes recommendations on human resources related issues including, but not limited to, selections, drug testing, background checks, leave issues, workplace violence, conflicts of interest, and/or worker's compensation in accordance with federal and state rules, regulations and statutes and HHS HR policies, procedures and guidelines. 25%
Processes FMLA requests for assigned areas and provides advice and counsel to employees and managers regarding coordination and completion of FMLA forms, reports, related documentation and leave processing. Prepares and disseminates information regarding FMLA, Parental Leave and related leave policies and procedures in response to inquiries or as requested. 25%
Coordinates, completes, and/or monitors certain human resource benefit and compensation actions including death claims, promotions, demotions, temporary assignments, management directed transfers, equity adjustments, merit raises, and reinstatements. Ensures compliance with state and agency eligibility criteria and approvals. 15%
May review criminal history record information obtained from the Federal Bureau of Investigations (FBI) and Texas Department of Public Safety and provide guidance and employment eligibility determinations to managers for applicants, employees, contractors and volunteers in relation to HHS agency bars to employment and/or contraindications to employment. Consults with agency attorneys as necessary. 15%

Physician III performs highly advanced and/or managerial (senior-level) medical, clinical, or public health work. Physician III works under the general clinical and administrative supervision of the Medical Director or designee. Work involves directing medical and infection control activities, monitoring trends and making recommendations for improvement. Responsible for the delivery of high quality general medical evaluation and treatment to patients. Provides supervision to physicians and nurse practitioners in the medical clinic. Documentation is provided, as appropriate, to the level of care the patient requires. Treatment is consistent with standards of care established by The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), the Texas Administrative Code (TAC), and state hospital policies and procedures.
Overseeing the implementation of the hospital infection control plan as required by TJC, this includes monitoring the status of infectious diseases of employees and patients, as well as prevention. Data on immunizations of staff and patients as well as incidents of diseases are monitored and plans for improvement are developed in response to outbreaks of infectious diseases. Acts as a resource for infection control and consultant to general medical physicians.
Actively participates in audits and other performance improvement activities. Provides appropriate input to ensure standards of care are met and acceptable level of patient care is maintained. Assists in developing Plans of Correction for deficiencies identified.

Provides treatment to state hospital employees injured in the course and scope of employment. Establishes and maintains professional competencies through participation in Continuing Medical Education (CME) programs or activities to provide the best level of care to patients as well as maintain state licensure. Provides CME certificates, current licensure, and other required documentation for Medical Staff credentialing file.
Develops and recommends to the Medical Director, policies and procedures governing the care and treatment of individuals served by outpatient services.

Life Safety Code Surveyor - Monthly Market Rate Salary $2,376.83
As part of a collaborative team of public servants, a Life Safety Code surveyor protects residents receiving long-term care in Texas by assessing facilities' compliance with state and federal life safety code requirements. This position offers a competitive starting salary; excellent state benefits, including health insurance and retirement; and the opportunity to regularly travel to different facilities within a region and across the state - Please see the Additional Information section below for more detail on travel. This position will travel up to 80%. In this front-line field position, a Life Safety Code Surveyor is mobile and flexible and performs minimal work at an office, though the role does require writing reports detailing any deficiencies/violations against a facility and narrative to support determinations. Assists the Assistant Director in training Rehabilitation Therapy Technicians in all aspects of their job, and provides guidance as needed.
Operates a state vehicle and transports patients, as assigned. Assures the correct number of vans are reserved in a timely fashion for all off-campus trips. Assures a thorough vehicle check is completed before taking the vans off-campus. Assures all staff and patients are safely seated and their seat belts are buckled before leaving campus. Assures all driving logs are completed according to agency policy.
Attends meetings and completes special projects and assignments, as directed. Attends weekly department team meetings and participates by voicing any concerns and giving feedback. Attends case formulations, when needed, to learn the rehabilitation needs, likes, and dislikes of all new admissions. Attends overlap in the units when needed to discuss the current issues and needs of the patients. Assures equipment and supplies are maintained and replaced as needed. Assures all equipment and supplies used by the rehabilitation department are in good working condition by doing weekly checks. Obtains approval for all purchases from the department director. Assures all new equipment is inventoried and stored appropriately. Assures all equipment is checked out and checked in.
Researches and develops new curriculum, and coordinates and obtains approval for planned programming for patients served. Assures lesson plans are completed and turned in to the director.
Assures regular updates are documented to assist in maintaining current treatment planning. Provides feedback to the patient's treatment team coordinator to assist in completing the recovery plan. Meets with the patient's treatment team coordinator to identify goals for each patient served.
