The Defense Systems Group (DSG) provides analysis-based decision support to senior leaders on space architectures, policy and strategy, technology development, warfighter capability enablers, systems integration, defense industrial base, and threat reduction to help shape existing and future space missions across the national security space (NSS) enterprise. As a OPIR AI/ML Project Leader working in a Program Office role, you will be directly supporting the Tools, Applications and Processing Lab (TAP Lab) as it advances the Missile Warning & Tracking (MWT) mission using Overhead Persistent Infra-Red (OPIR). In this role, you will be responsible for the support of vendor R&D efforts, understanding and performance portions of our in-house R&D, and aligning the R&D lab with the broader enterprise. That will mean supporting migration to cloud, addressing the challenges with future sensor systems, and incorporating new technologies, including AI & Machine Learning, into OPIR data exploitation.
The selected candidate will be required to work full-time, on-site at our facility in Boulder, CO. Some local travel to Aurora, CO and occasionally Colorado Springs is also expected.
What You'll Be Doing
Supporting research and development of new Artificial Intelligence Machine Learning (AIML) tools, applications, and processing for OPIR Mission Data Processing / Data Exploitation
Advance new ground and processing technologies in support of Operations, with a focus on use of AIML for those areas
An Innovation and New Technology Advocate as well as Early Adopter mindset is required.
Support the advancement of OPIR MWT mission by addressing anticipated future problems before they arrive
Working with our vendor community, gov't stakeholders and many others, as they address these challenges
What You Need to be Successful
Minimum Requirements - Project Leader Signal & Image Process Engineering and AI :
Bachelor's and/or master's degree in aerospace engineering, astronautical engineering, computer science, data science or relevant technical field such as astronomy or physics.
Eight or more years of professional experience with image, OPIR, or Mission Data Processing/Data Exploitation, ideally researching or developing such software for professional/operational release
At least four years of professional experience applying AIML to image/OPIR processing
Enterprise scale image or OPIR processing software system development experience
Ability to thrive in a dynamic, exciting environment with rapidly evolving, competing priorities
Demonstrated experience in coding image processing algorithms with C and/or Python
Significant understanding of Artificial Intelligence & Machine Learning and its application to Mission Data Processing / Data Exploitation
This position requires a current Secret security clearance which is issued by the US Government. Top Secret with appropriate SCI is strongly preferred. U.S citizenship is required to obtain a security clearance

**Role and Impact:**
+ Lead a team of geographically dispersed closeout analysts in the management and administration of contract closeouts to get contract to Administratively Closed (ACL) Status.
+ Set and implement the strategic direction for the Contract Closeout organization.
+ Provide support to the Closure Team and foster a culture of growth and development across the Closeout organization.
+ Establish/implement and update the closeouts procedures to ensure contract closeout compliance with NG and government/customer requirements.
+ Maintain sector wide compliant closeout operations in accordance with company and sector policies and procedures, legal, regulatory, and contractual requirements.
+ Lead contract closeout reporting and performance management, ensuring data accuracy and alignment with systems of record.
+ Maintain and update contract closeout tracking tools with actuals from enterprise systems on a recurring cadence.
+ Develop and deliver recurring metrics and dashboards to senior leadership and key stakeholders.
+ Produce actional reporting to identify contracts ending within six months; contracts exceeding period of performance (PoP) end dates by more than 15 days; contracts reflecting late deliveries and root-cause drivers; contracts pending ACL status, including current workload and backlog; and fixed-price efforts pending closure beyond six months after PoP completion.
+ Track contract final rates and coordinate prioritization as rates become available.
+ Actively manage both backlog and current contract closeout efforts to meet closure requirements.
+ Serve as primary interface to customers, auditors, senior management and other internal stakeholders for all matters related to contract closeouts.
+ Identify and implement the necessary tools/systems needed to track and report on contract closeouts.
+ Develop and maintain key closeout reporting information and metrics to monitor the health and status of our closeouts.
+ Ensure compliance to FAR 4.804 and associated Federal Contracting regulations (NASA, Restricted).

Our Contract Administrator is responsible for supporting proposal preparation, contract negotiation, contract close-out activities, contract administration and customer contact activities to provide and ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer requirements. You will be a member of the program management team, supporting program success and new growth opportunities across the portfolio.
This position will work a 9/80 schedule, with every other Friday off.
**Your Role and Impact:**
+ Act as the primary interface with the customer for contractual issues
+ Monitor contract and associated program to ensure that contractual obligations are communicated and understood
+ Participate in contract proposal preparation, contract negotiations, contract administration, and customer contract activities to manage assigned contracts in accordance with company policies, legal requirements, and customer specifications
+ Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies
+ Prepare and manage written communications with internal and external customers for assigned contractual matters
+ Enter and maintain contract data into Contract Management System and Enterprise Accounting System
+ Ensure timely delivery of all contractual deliverables and submission of invoices
+ Other duties as assigned

**Basic Qualifications for** **Level 3:**
+ Bachelor's degree with 5 years of professional experience - OR - Master's degree with 3 years of professional experience - OR - PhD with 1 year of professional experience
+ Will consider an additional 4+ years of experience in lieu of degree
+ Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access
+ Experience in contracts, proposals, business management or other similar industry experience
**Basic Qualifications for** **Level 4:**
+ Bachelor's degree with 8 years of professional experience - OR - Master's degree with 6 years of professional experience - OR - PhD with 4 years of professional experience
+ Will consider an additional 4+ years of experience in lieu of degree
+ Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access
+ Experience in contracts, proposals, business management or other similar industry experience
**Preferred Qualifications:**
+ Knowledge of FAR/DFAR requirements
+ Knowledge of multiple contract types including Firmed Fixed Price (FFP), Time & Materials, Cost Plus Fixed Fee or Cost-Plus Award Fee
+ National Contracts Management Association (NCMA) Certification
+ Current, active U.S. Government DoD Top-Secret/SCI security clearance

Primary Level Salary Range: $94,200.00 - $141,200.00
Secondary Level Salary Range: $117,500.00 - $176,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
