This leadership role is located in Palmdale, CA but can be located in San Diego, CA or El Segundo, CA with travel expectations.
The Manager Manufacturing Systems Engineering 3 will have the responsibility of providing organizational and technical leadership and direction across the Autonomous Collaborative Platform (ACP) portfolio. This position involves leading production approaches for intelligent manufacturing, flexible facilities, and low‑cost high‑rate manufacturing, which will include the following responsibilities:
Key Responsibilities
Drive the evolution of production facilities with integrated digital thread, artificial intelligence, automation, and flexible configurations.
Lead evaluation and implementation of enabling production technologies, including but not limited to composites fabrication, assembly, automation, inspection, direct part manufacturing, LO technologies, as well as digital capabilities.
Work with consultants, strategic partners, universities and technical consortiums to evaluate developing technologies/approaches for manufacturing air vehicles affordably and in high quantity.
Provide guidance regarding design concepts, TRL/MRL maturity, and specification requirements to best utilize resources and develop affordable manufacturing solutions.
Collaborate with all ACP teams to influence product definition and assembly strategy implementing Design for Manufacturing, or “designing what we build.” Includes pushing for additive manufacturing, unitized composites, other emerging lower cost processes.
Solve technical challenges with creative solutions in fast‑paced, resource‑limited manufacturing environments.
Develop and refine manufacturing strategies for low‑cost high‑rate production for air vehicles, with a critical focus on safety, efficiency, cost, and quality at scale.
Understand and integrate novel tooling, fabrication, and assembly solutions for production. Champion modular, flexible tooling and lean, highly repeatable or adaptable production processes.
Design production layouts/production factory to support flexible cell‑based or continuous flow manufacturing. Collaborate with other emerging programs to evaluate multiple ACP product line potentially mixed with other product lines.
Create detailed ramp‑up plans including labor, equipment, facilities, and supplier readiness. Develop full understanding of capital investment requirements and timing.
Develop manufacturing processes and digital strategies that provide detailed intuitive work instructions to mechanics in their work environment, reducing needs for training and ability to rapidly respond to production surge requirements. Develop hiring, staffing and training plan associated with the new techniques and integrate within operations functions and locations.
Establish and lead a strategic vision for scalable, cost‑effective production aligned with business goals for rapid implementation. Develop comprehensive production solutions encompassing business development, digital thread, and data. Evaluate alternatives, create and execute roadmaps, and conduct gap analyses.
Champion deployment and adoption of low‑cost high‑rate manufacturing across global production, engineering, and operations teams.
Monitor industry trends, competitor advancements, and global manufacturing capabilities to build and maintain technological and cost advantage.

Basic Qualifications
Must have a Bachelor's Degree (STEM) AND 8 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production OR a Master's Degree (STEM) AND 6 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production.
Minimum 6 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or manufacturing manager.
Minimum 6 years of demonstrated success leading teams and/or organizations to achieve goals.
Must have an active DoD Secret security clearance (US Citizenship required) as well as the ability to obtain and maintain Program Special Access.
Ability to travel 20‑35% of the time.
Preferred Qualifications
Experience working with Integrated Product Teams (IPTs), cross‑functional stakeholders, and various customers such as Air Force and Navy.
Prior experience operating in a dynamic environment of early development, low‑rate initial production and transition to high delivery rates.
Prior experience working in low‑cost high‑rate manufacturing environments, whether automotive or aerospace, is highly desired.

Experience developing and deploying digital thread/twin, or other data integration and prescriptive tools.
Experience developing and deploying automation.

Primary Level Salary Range
$187,000.00 - $280,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. We have an opening for an Engineered Safety Department Manager to lead the Engineered Safety Department at LLNL. In this role, you will provide day-to-day management and executive leadership of the functions, disciplines, and personnel within the Engineered Safety Department, which include Nuclear Safety, Packaging & Transportation, Safety Engineering, and Radiation Protection. You will
* Serve as an integral member of the ES&H Directorate management team to formulate and execute high-level strategy, set priorities, and steward resources to sustain and continuously improve the Laboratory's engineered safety capabilities.
* Provide overall leadership, direction, and accountability for the Engineered Safety Department, consisting of four functional areas (Nuclear Safety, Packaging & Transportation, Safety Engineering, and Radiation Protection), approximately 110 employees, four direct reports, and an annual budget of approximately $20M.
* Act as a senior advisor to Laboratory and Directorate leadership on engineered safety strategy, risk posture, and issue resolution across a broad and complex hazard portfolio.

Qualifications

Job Description
We have an opening for an Engineered Safety Department Manager to lead the Engineered Safety Department at LLNL. In this role, you will provide day-to-day management and executive leadership of the functions, disciplines, and personnel within the Engineered Safety Department, which include Nuclear Safety, Packaging & Transportation, Safety Engineering, and Radiation Protection. You will provide strategic vision, organizational leadership, and technical judgment direction to meet the goals and objectives of Environment, Safety and Health (ES&H) Directorate customers and stakeholders. You will be a key member of the ES&H Directorate management team and will ensure that Engineered Safety programs at the Laboratory are effective, efficient, and compliant while enabling the safe execution of high-hazard, mission-critical work. This position is within the Environment Safety & Health (ES&H) Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period.
You will
Serve as an integral member of the ES&H Directorate management team to formulate and execute high-level strategy, set priorities, and steward resources to sustain and continuously improve the Laboratory's engineered safety capabilities.
Provide overall leadership, direction, and accountability for the Engineered Safety Department, consisting of four functional areas (Nuclear Safety, Packaging & Transportation, Safety Engineering, and Radiation Protection), approximately 110 employees, four direct reports, and an annual budget of approximately $20M.
Act as a senior advisor to Laboratory and Directorate leadership on engineered safety strategy, risk posture, and issue resolution across a broad and complex hazard portfolio.
Direct the development and implementation of integrated, risk-informed, and cost-effective solutions to highly complex or sensitive safety issues that span multiple organizations and mission programs.
Provide a high-level, interconnected understanding of engineered safety regulatory, contractual, and policy requirements to effectively engage with Laboratory operating organizations and the DOE Livermore Field Office (LFO) on interpretation, alignment, and resolution of complex issues.
Engage internal and external customers and stakeholders to ensure strong integration, shared accountability, and trusted partnerships that enable mission execution while strengthening safety performance.
Develop and maintain meaningful, data-driven performance measures that inform Laboratory decision makers and accurately reflect the health, capacity, and effectiveness of Engineered Safety programs.
Oversee department performance management, salary management, workforce planning, hiring, succession planning, and leadership development, while fostering a diverse, equitable, and inclusive work environment.
Perform other duties as assigned.
Qualifications
Active Department of Energy (DOE) Q-level clearance, or active Top-Secret clearance issued by another U.S. government agency, at the time of hire.
Bachelor's degree in nuclear, mechanical, chemical, electrical engineering, or a related field, or an equivalent combination of education and extensive relevant experience.
Extensive experience directing leadership and their teams in managing complex technical organizations, with demonstrated ability to maintain a strong safety culture in high-hazard or mission-driven environments.
Extensive knowledge of laws, regulations, and industry standards applicable to complex engineered safety programs, with the ability to interpret and apply requirements across diverse operations.
Extensive experience utilizing independent judgment for setting strategy, anticipating risks, resolving complex issues, and balancing safety, mission, cost, and schedule considerations.
Extensive experience in organizational leadership, including budgeting, workforce planning, performance management, and development of managers and senior technical staff.
Extensive experience with problem-solving and negotiation, requiring analytical, and decision-making skills necessary to address highly complex and sensitive issues impacting a large organization.
Highly effective communication, collaboration, facilitation, and influence skills across all organizational levels, including regulators and external stakeholders.
Qualifications We Desire
Advanced degree in engineering or related field and/or Professional Engineer (PE) license.
Experience with Department of Energy (DOE) Directives, Orders, and Prime Contract requirements applicable to engineered safety programs including engagement with DOE field offices, headquarters, or other external regulatory bodies on safety-related matters.
Experience operating in a national laboratory or research environment with complex, evolving mission demands and/or integrating safety programs across multiple hazard domains.
Experience collaborating across the DOE complex and with external partners to benchmark practices and drive continuous improvement.
Pay Range
$338,580 - $431,568 Annually

We are looking for you to join our team as a Digital EngineeringManager based out of San Diego, CA.
What You'll Get to Do:
The digital engineeringmanager will lead a section of approximately 10-15 digital/VHDL engineers working within the San Diego Engineering and Sciences (E&S) Software and Digital Technologies (SWDT) department. The successful candidate will lead direct report employees based on organizational goals, program activity, and company policies. Specific responsibilities include coordinating with programs for staffing, recruiting, training, preparing and delivering performance reviews to employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating with Human Resources on potential adjustments, assisting employees in preparing performance goals, providing career guidance to employees and counseling employees on their performance as necessary. Program Execution and Engineering Excellence are our driving forces.
The qualified candidate shall also be a technical performer, working approximately 80% directly on programs involving communications systems within our F-35, F-22, CNI Production, Advanced Communications, or Small Forms Factors operating units (OU), representing our Engineering and Sciences organization.

Ability to facilitate/mediate in conflict resolution matters.
Candidate must have working knowledge of the engineering development process, VHDL design and verification.
Must have an active Secret Clearance.
Candidate must be able to work on site at the Rancho Carmel facility.
Preferred Qualifications:

The Integration & Test (I&T) Electrical Engineering Department is looking for a functional section manager who will also provide technical leadership to space programs and the engineering team.
FUNCTIONAL RESPONSIBILITIES INCLUDE:
Staffing support to space systems programs
Conducting quarterly performance evaluations and annual reviews
Providing technical leadership and guidance to the staff
Managing indirect, program direct, and capital needs
Professional development and mentoring of direct reports
Supporting Functional Homeroom initiatives and projects which include process improvement, Event Response Teams, Corrective and Preventive Action implementation, & Proposal efforts.
PROGRAM/TECHNICAL RESPONSIBILITIES INCLUDE:
Leadership and Management:
Lead and manage a team of ~20 test engineers supporting all phases of Space Vehicle (SV) integration and test. Partner closely with other functional managers and stakeholders to execute program objectives.
Test Campaign Execution Support:
Oversee all phases of electrical integration and test for Bus and Payload systems, including:
DC/RF Integration (DCI/RFI)
Thermal Cycle/Vacuum (TC/TVAC)
Electromagnetic Interference and Compatibility testing (EMI/EMC)
Integrated System Test (IST)
Offsite operations at mission-support locations
Long-Term Planning:
Focus on efficient resource allocation, staffing strategies, and readiness planning. Partner with program and technical leadership to resolve risks and ensure alignment to schedule milestones while maintaining a high standard of execution.
Team Development:
Provide mentorship, coaching, and developmental opportunities for engineers to ensure their ongoing skill growth and technical depth. Focus on fostering expertise in complex test engineering disciplines relevant to IT&L.
Product Readiness:
Drive the team toward successful first-time execution of electrical testing procedures. Ensure product and test readiness to meet rigorous program standards and deliverables.
Collaboration and Communication:
Interface with program leadership to communicate test progress, risks, and opportunities. Resolve risks and roadblocks by leveraging cross-discipline collaboration across engineering, operations, and IT&L functions.

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Basic Qualifications:
Bachelors of Science Degree in a Science, Technology, Engineering, or Math (STEM) discipline plus 5 years of experience OR Masters of Science Degree in a Science, Technology, Engineering or Math (STEM) discipline plus 2 years of experience
Proven leadership experience in multi-disciplinary teams, preferably within Integration, Test, and Launch (IT&L) campaigns.

Primary Level Salary Range: $161,100.00 - $241,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
