Commerce Insurance was founded in 1972 by Arthur J. Remillard, Jr., as a small insurance company in the south-central Massachusetts town of Webster where the company is still located and headquartered.
In 1995, The Commerce Group, Inc., acquired Western Pioneer Insurance Company, of Pleasanton, California Following the acquisition, Western Pioneer's name was changed to Commerce West Insurance Company in order to enhance its identity as a member of the Commerce family.

Remillard was the company's longtime CEO and chairman, retiring in July 2006.
