Responsibilities Lead water/wastewater process mechanical design projects for public utility clients. Lead the planning phase of projects while interfacing and coordinating with other engineering disciplines, technicians, inspectors, and permitting specialists. Contribute to the continued growth of our National Water Market Segment through performing business development and client management activities, including proposal preparation and client interaction through active participation in professional associations. Effectively understand and communicate project expectations to the project team and client. Conduct QA and QC reviews of other projects. Provide technical assistance and mentoring of junior staff. Employ earned value management principles to prepare and monitor project work plans, schedules, and budgets. Expand technical knowledge and professional network by attending seminars, workshops, and conferences, reviewing professional publications, and actively participating in State and/or National professional associations through committee involvement and technical presentations. Required Skills & Required Experience Bachelor's degree in Civil, Mechanical, Chemical, or Environmental Engineering. Master's degree preferred. A minimum of 10 years of relevant experience in the water/wastewater field. Thorough knowledge and ability to apply theories, principles, concepts, and practices of civil and environmental engineering to the planning of water, wastewater, and reclaimed water conveyance and treatment systems. A successful track record of managing projects, including scope, schedule, and budget. A successful track record in managing clients and developing new business. P.E. in New York, New Jersey, Virginia, Maryland, DC, North Carolina, Florida, South Carolina or the ability to obtain them through reciprocity within one year of the start date. Must have proven and strong verbal and written communication skills. Job Description AECOM is seeking a Scope Change Coordinator to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program , among other project opportunities available at AECOM. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America's busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Scope Change Coordinator will be responsible for reviewing, managing, and controlling the approved project scope baseline to ensure alignment across design, engineering, construction, and stakeholder teams. This role ensures scope changes are properly documented, evaluated, and controlled to protect project objectives related to cost, schedule, and quality. The role requires familiarity with construction or other scope change management, design or construction contracts, and project management. The responsibilities for this position include but are not limited to: Review, maintain, and control the project Scope Baseline, ensuring alignment with contract documents and approved project objectives Establish and maintain scope management procedures, standards, and governance frameworks Coordinate with engineering, design, construction, and procurement teams to verify scope definition and completeness Manage change requests, scope adjustments, and baseline revisions through formal change control processes Maintain scope logs, change registers, and audit trails Coordinate with subject matter experts related to risk assessments related to scope growth and scope creep Follow up discussions with SMEs, estimators, and schedulers Participate in review meetings and obtain SME inputs within relevant review forms. Successful candidates will : * Plan and develop deliverables in compliance with Department of Defense (DoD), federal, state, and local statutes, regulations, and policies. * Conduct site visits as required to address encroachment or compatible energy siting challenges between DAF installations, state or local governments, and non-DoD agencies. * Liaise with key stakeholders, including the DoD Siting Clearinghouse. * Support DAF actions related to compatible energy siting decisions, land use planning, and airspace management. * Develop new DAF policy and guidance, and update existing documentation related to encroachment management and mission sustainment. * Provide strategic communications via newsletters, web content, and best practices briefings. * Provide planning and logistical support for an annual training event for DAF stakeholders. * Participate in DAF subject matter workgroup meetings, including agenda development and providing meeting minutes. * Maintain risk and hazard reporting tracking tools using the Mission Compatibility Analysis Tool (MCAT) and report to DAF client. * Support routine and annual data calls associated with the program. * Support conferences such as Association of Defense Communities (ADC) events and training workshops. * Work in a safe manner at all times and report all health and safety incidents and concerns. * Perform additional duties as required. Qualifications: * Bachelor's degree in science, engineering, planning, public policy, or related field. * A minimum of 2 years of experience supporting DoD or Air Force encroachment management. * Willingness and ability to travel as needed, approximately 10 - 25%. * Capable of obtaining a DoD security clearance of "Secret" or ability to obtain a security clearance if required. * Ability to read, analyze, and interpret technical material, financial reports, and legal documents. * Experience managing encroachment and restrictions related to airspace, land, water, air quality, and natural/cultural resources. Our team will deliver rigorous data analysis, policy research, technical editing, and communications support, while also strengthening ILAB's capacity through training, stakeholder engagement, and specialized supply chain and trade-related studies. Position Summary To augment the core project team, MSI requires a pool of short-term technical experts to support the delivery of work on forced labor, child labor, and other adjacent research issues. Specifically, this SOW solicits expressions of interest and qualifications for the following three roles: * Child Labor & Forced Labor Specialist * Human Trafficking Specialist * Supply Chain Specialist Short-term experts will be engaged on an as-needed basis-typically for assignments of 2-8 weeks each-to provide deep technical input, rapid desk reviews, methodological guidance, and in-country advisory support. Responsibilities: Technical Review & Methodology * Review and advise on research instruments (questionnaires, interview guides, sampling protocols) for inclusion of child-labor, forced-labor, trafficking, or supply-chain tracing elements. * Conduct desk reviews of national legislation, ILO/UNESCO statistics, trade data, and academic literature. * Provide methodological memos on best practices and ethical safeguards for working with vulnerable populations and survivors. Advisory & Capacity Building * Participate in and facilitate technical working groups with ILAB staff, implementing partners, and in-country researchers. * Deliver focused webinars or workshops (2-4 hours) to train field teams on specialized techniques (e.g., supply-chain mapping, victim-centered interview protocols) Rapid Analysis & Reporting * Produce concise technical briefs (5-10 pages) analyzing specific country or commodity contexts (child labor prevalence, trafficking routes, supply-chain vulnerabilities). * Draft sections of human-interest story narratives or policy analyses, ensuring technical accuracy and alignment with ILAB editorial standards.
