We are seeking a Program Analyst to help us execute the Force Projection Sector's (FPS) varying portfolio of projects. You 'll be joining a dedicated and enthusiastic team of business professionals that provides operational expertise across all phases of the project life cycle. As a member of our team, you will play an active role in our project teams by independently analyzing and addressing complex issues that require interaction between programmatic, technical, and operations disciplines.
As a Program Operations Analyst you will...
* Work in conjunction with the Program Manager (PM) and Project Managers (PjMs) to set priorities, and resolve issues for the overall task management needs - from project initiation to project closure. Develops standard operating procedures (SOP) to ensure project deadlines are met and sponsor requirements are satisfied.
* Thorough understanding of or the ability to quickly learn about the project or product being developed. Prepare and organize information for internal and external program and project reviews, including content review of technical materials prepared by technical staff. Plan, organize, and facilitate meetings and conferences/seminars for both internal and external participants and sponsors. Interface with sponsors and their representatives to collect presentation information, ensure clearances are prepared, manage scheduling, reservations and all other logistics. Attend meetings and deduce requirements and note action items.
* Work with other APL organizations (security, quality, communications, contracts, etc.) to organize various levels of support and ensure successful execution. Extrapolate contractual deliverables from the contract or task, to be part of the task plan and monitor progress of the program against those deliverables. Ability to prioritize tasks and to delegate them when appropriate
* Facilitate and manage the proposal development timeline in conjunction with the Financial Manager. Gather technical inputs and applicable technical review and recommend content to include in final submission. Responsible for the overall quality of the final submission.
* Analyze and detect potential deviations in project plans based on the latest information available.
* Develop an understanding of the technical work being performed by the program and be able to adequately convey the methodology, impact, and importance to others. Collaborate with PM on 30-day kickoff Review and impactful updates to the task plan. Assist in the development of the Statement of Work (SOW) and ensure adherence to the SOW through collaboration with the PM and technical teams.
Qualifications
You meet our minimum qualifications if you...
* Have a Bachelor 's Degree in a business, technical, or other relevant field.
* Have 2+ years of relevant experience coordinating project operations.
* Proven ability to review and organize technical information and provide a critical review of documents for technical content and style while also being able to create presentations from existing material for high-level briefings.
* Possess strong communication skills with demonstrated experience in effectively communicating with all levels of management, military and government officials.
* Proven ability to be a self-starter with a high level of initiative and can effectively prioritize competing efforts and independently solve moderately complex problems.
* Are willing to travel occasionally and work in a closed area as needed.
* Hold an active Final Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Qualifications

Education and Experience
Equivalent to graduation from a four-year college or university in a related field; including or supplemented by upper division or graduate course work in counseling techniques, interviewing and conflict resolution where such are job related. Possession of the required knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. One year in the program area to which assigned may be preferred but is not required.
A master's degree in counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. Job Description
A Prospective Payment System (PPS) Coordinator is responsible for IRF-PAI and CMS regulatory compliance in accordance with current regulations. Provides expert advice to organization and interdisciplinary rehab team and monitors admissions, length of stay and clinical documentation for regulatory compliance.
Completes the Inpatient Rehabilitation Facility-Patient Assessment Instrument (IRF-PAI) in accordance with current rules, regulations and guidelines that govern the assessment. This includes selecting the Impairment Group Code (IGC) based on review and interpretation of physician documentation.
Works collaboratively with the Interdisciplinary Rehabilitation Team in developing a comprehensive assessment for each patient. Ensures that appropriate health professionals are involved in the assessment and that members of the assessment team are aware of the importance of completeness and accuracy in their assessment functions.
In accordance with the annual CMS regulatory updates, maintains and updates policies, procedures, and workflows that govern the development, use and implementation of the IRF-PAI in collaboration with the department management. Evaluates and implements recommendations from committees/leadership as they pertain to the patient assessment and/or care plan functions of the unit.
As IRF PAI PPS Certified expert, counsel physicians and other providers on clinical documentation improvement. Develops, plans, and schedules in-service training classes with other provider educators to include assessment skills or techniques needed to complete the assessment functions of the unit.
Monitors patient care for quality assurance, utilization review and risk management activities.
Determines appropriateness and medical necessity of admissions, continued hospital stay, and use of ancillary services. Evaluate the accuracy, completion, and discrepancies of clinical documentation to ensure regulatory compliance.
Reviews and monitors patient medical records for complete, timely and accurate entries; provides technical assistance to staff regarding developing quality improvement indicators/monitors, measurement methodology and charting technique.
Facilitates the preparation of and serves as an IRF PPS CMS expert for regulatory audits and compliance surveys.

Qualifications
Master's degree in physical therapy and current license to practice as a Physical Therapist in the State of Maryland, OR Master's degree in Speech Language Pathology and Certification of Clinical Competence, OR Bachelor's degree in occupational therapy OR certificate from an accredited Occupational Therapy program.
