Judge Rotenberg Center company history timeline

1971

In 1971, Matthew Israel founded the center as the Behavior Research Institute (BRI) in Providence, Rhode Island.

Six residents have died of preventable causes at the center since it opened in 1971.

1977

When the institute applied for a license to operate in 1977, the California Department of Health rejected the application, citing lack of meaningful peer review and the unnecessary use of painful aversives.

1979

As early as 1979, authorities in New York State had published two reports on the Behavior Research Institute in which signs of physical and mental abuse were documented.

1981

After the 1981 death of a resident, California launched an investigation into the institute and its practices.

1983

While corporal punishment was against the law in Massachusetts, the institute was granted special permission to use aversives in 1983.

1990

By 1990, some students at JRC had been placed on the Graduated Electronic Decelerator (GED). And two years later, the GEDs had been modified to shocks, Israel himself has called "very painful," according to Boston Magazine.

2002

Former JRC staff member Gregory Miller reported that what happened to Andre, who was a teenager in 2002 when he sustained permanent harm as a result of a dangerous “treatment,” was not atypical.

2010

In 2010, JRC paid Rudy Giuliani’s law firm $100,000 for his influence peddling.

2011

In 2011, a YouTube video surfaced that showed a JRC student strapped down and shocked. it is hard to watch:

In 2011, Israel was forced to resign from his position as director of the Judge Rotenberg Center as part of a deferred prosecution agreement after being indicted on criminal charges related to the abuse of residents.

2012

When Andre McCollins‘ case went to trial in 2012, JRC defended the 31 shocks he received after not taking his coat off as a part of his treatment plan.

2013

In February 2013, there was a complaint agains the JRC for not being licensed as required by law.

2016

In July 2016, the FDA had announced a proposed ban of electric shock devices.

All it needed was the signature of the FDA Commissioner, under the authority of the Department of Health and Human Services (HHS). Unfortunately, since the 2016 elections, the FDA has refused to release this ban on the domestic torture of innocent Americans.

In 2016, the JRC was cited 27 times.

2018

In October 2018, the FDA had released thier intent to finalize the ban.

2020

In March 2020, FDA announced that on March 4, 2020 that they are issuing a final ban.

In July 2020, JRC receives $1.7 million in corona relief funds.
