The Director, New Grant & Partnership Development, contributes to the calling of Medical Teams International by leading the grant acquisition strategy for bi-lateral and multi-lateral institutional donors in the US government, with the UN as well as other potential bi-lateral and multi-lateral markets. This leadership role includes donor intelligence, building donor relations, representing Medical Teams to key donors and partners, monitoring of markets and trends, forecasting, and advising both headquarters and country offices on its overall grant acquisition strategies to drive institutional grant growth and expansion. The role also provides the overall forecasts, manages the pipeline, and promotes grant compliance and grant acquisition planning with country offices. The Director, New Grant and Partnership role serves a critical role in building Medical Teams' visibility in Washington, D.C., and among other international NGOs for greater representation, partnerships and expansion. This role serves as a member of the Global Programs Leadership Team to advise and promote strategic growth and positioning. Parallel to technical competence, recruitment & selection, hiring decisions will give due emphasis to assessing candidates' eligibility thorough background checks, police clearance, and professional reference check processes. JOB RESPONSIBILITIES ESSENTIAL DUTIES: Strategic Leadership & Management Provide strategic direction, intelligence, and advice for bi-lateral and multi-lateral grants acquisition for Medical Teams in conjunction with the Chief of Global Programs, Country Directors, and the Country Support Team. Lead the development of a multi-year, global grant acquisition strategy in alignment with Medical Teams International's global strategy and county office priorities. Recommend strategy to help optimize the portfolio leading to greater indirect cost recovery and donor diversification. Lead, guide, and support country directors and country offices in grant acquisition opportunities and overall compliance, including working with country office teams on an annual, grant acquisition business plans according to forecasts and country office capability. Collaborate with the Chief of Global Programs in setting annual grant income projections for country directors to be used in the Country Director's Performance Agreements and Scorecard. Manage opportunity pipeline tracking (i.e. regional/country level donor mapping, strategic direction and areas of alignment). Identify and review donor opportunities from U.S. government agencies, United Nations (and affiliated agencies), and other potential donor markets such as the EU, Canadian, and Australian governments to identify specific opportunities as well as new markets for potential future expansion. Ensure tools are developed for Country Offices to track and prioritize grants opportunities that are aligned with country strategic directions and their annual grant acquisition business plans. Support identifying and securing internal and external surge capacity and support for grant writing and proposal management and proposal development deployments for strategic, priority opportunities. Provide back up support on grant writing when necessary. Serve as a member of the Global Programs Leadership Team (GPLT), providing new business forecasts, intelligence, and opportunities, as well as insights in current and past performance to influence priorities and strategic directions. Maintain past performance information and support overall development of capability statements. Future-oriented: Manage potential direct reports such as proposal manager and primary grant writer for high profile opportunities as well as new country proposals. Donor Intelligence Drive growth in institutional income (bi-lateral and multi-lateral, and other public funding streams) in alignment with Medical Team International's global strategy and country office strategic plans. Improve targeting, engagement and prepositioning with bi-lateral and multi-lateral donors by: Identifying key relationships to strengthen national, regional and global positioning and elevate Medical Teams' profile with government and multilateral donors. Developing and maintaining strong donor relationships and developing specific engagement strategies to focus on key donors such as, but not limited to, U.S. Department of State, Bureau of Humanitarian Assistance, and the Bureau of Population, Refugees and Migration. Identifying new government and UN donors, including for US programs such as key state actors, FEMA, etc. Working with the Corporate Relations and Foundations team to develop public-private partnerships. Monitor opportunities in countries beyond Medical Teams' current geographic footprint, identifying markets and opportunities for expansion in alignment with Medical Teams' mission and providing recommendations to the Global Programs Leadership Team (GPLT) and the Executive Team. Monitor trends and donor strategies, and lead Medical Teams' understanding of their priorities, and outlook through occasional briefings and papers. Provide recommendations on strategic directions and organizational changes necessary to maintain successful positioning, relevance, and alignment with key donors. Representation and Positioning with Donors and Partners Lead effective external engagement and partnership development in Washington, D.C., with partners whose mission aligns to Medical Teams to promote resource acquisition, NGO partnering, and donor relations. Represent Medical Teams International, as well as its achievements and needs, in key fora in Washington, DC, including Interaction and SID, and join efforts to advocate to key stakeholders on the Hill to influence US government funding for Medical Teams' work and targeted beneficiaries as well as to raise Medical Team' overall visibility in the humanitarian industry. Advise the Chief of Global Programs and the Executive Team on external engagement, letter sign on and other external positioning opportunities. Identify, advise, and leverage the CEO's presence in Washington, D.C. for key donor and partner meetings and positioning. Support country offices in the development of consortia, whenever necessary, in preparation for upcoming opportunities, including negotiating at headquarters level general and opportunity specific partnerships with other INGOs. Engage embassies in DC, if needed, for Medical Teams' countries of presence. Compliance and Capacity Building Ensure stewardship of resources, including risk management (compliance culture) by engaging and retaining governmental and multilateral donors by helping country offices to build strong donor relations, improved knowledge of donor compliance (start-up and training with agreement review), and collaboration with the Country Support Team across the project cycle. Lead capacity development planning with the Global Programs Leadership Team by developing and/or recommending appropriate external compliance training programs (e.g., Humentum) for country offices when country offices begin with new donors and/or as weaknesses are identified. Work with the Compliance and Contracts Manager to identify trends and weak areas and work with the Technical Team and the Country Support Team to advise on mitigation and improvement plans. Advise on key policy shifts and protocols such as the Mexico City policy (Or Protecting Life in Global Health Assistance PLGHA) and other Congressional and Presidential priorities, as they emerge. Other Duties: Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations. Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, training and performance management, partnership agreements, and highlighted in reporting. Additional duties as assigned. Qualifications EDUCATION, LICENSES, & CERTIFICATIONS REQUIRED: Master's degree in a field related to international relief and development work. Valid Passport. EXPERIENCE REQUIRED: Minimum 8 years' progressively responsible experience in international relief and development programming. Minimum 3 years' experience acquiring grants and positioning with donors. Minimum of 3 years' experience supervising a team. Experience in creating an environment of accountability. Experienced in project cycle management, institutional grant proposal writing and monitoring. Valid Driver License. Valid Passport. Preferred: Experience as country director/manager with a humanitarian aid NGO.
