This exceptionally rare opportunity places you at the heart of the budgeting process and necessitates working daily onsite at the Pentagon. Our client is positioned as the trusted advisor to the Office of the Assistant Secretary of the Navy for Financial Management and Controller (OASN). In this role, you will provide critical support for budgetary planning.
Project background and work.
As the Senior Program Management Analyst, you will directly engage with senior leadership and department heads (SES and GS-15) on both funded and unfunded budget requests and deliver detailed reporting and analysis to the DON leadership, culminating to the Secretary of the Navy.
Our client provides a unique blend of consulting, analysis, and hands-on support to OASN FM&C. Responsibilities range from working with department staff to define and quantify budget requests, to conducting in-depth analysis budget planning, and producing detailed reports and presentations. The role demands a strong strategic mindset coupled with the ability to "roll up their sleeves" and create comprehensive briefing materials from scratch using departmental data.
Key criteria for focus
Strong experience with the PPBE cycle, with a focus on the Planning and Programming portion.
Candidates must have a deep working knowledge of PBIS and have familiarity with Navy ERP and ADVANA.
Exceptional Excel and PowerPoint skills, briefing decks to a standard acceptable to the Navy Secretariat level / Ech 1 / Pentagon client.
Excellent communication and interpersonal skills to build rapport with senior leaders (SES and GS-15).
This is a hands-on role, and candidates should enjoy and have a passion for creating reports and briefing decks.
Team play is essential; the Iberia team wears many hats, and colleagues often need assistance. Someone just looking to stay in their lane will not work out; whereas someone eager to give and accept collaboration and mentorship will thrive.
The focus is on capability as opposed to years of experience, but realistically, to be credible, candidates will likely have 5+ years of total experience and a solid couple of years with PBIS and PPBE.
Required qualifications and experience
An Active Secret Clearance
A Bachelor's degree in Finance, Accounting, or a related field
Able to work 5 days a week, onsite at the Pentagon
Demonstrated deep knowledge of PPBE with an emphasis on Planning and Programming, plus deep knowledge of PBIS and familiarity with Navy ERP and ADVANA.

The MTT component of the team is responsible for developing training curriculum, providing feedback to developers, and the proliferation of the most up-to-date and informed tradecraft to the USSOCOM enterprise, regional SOF elements (TSOCs), CONUS SOF units, the Intelligence Community, the Department of War, and other government agencies.
Your Role/Responsibilities:
As a Mid-Level Mosaic Application Trainer you will:
· Work closely with the Company and government teams to help document and create training material for customers to better utilize the Mosaic tool suite and datasets used for their specific mission.
· Travel to both US and internationally-based customer sites to provide in-person training, and host virtual training sessions for customer teams. At least 25% of your time will be traveling and training customer teams.
· Help to further the analytical tradecraft capabilities of both internal Company and customer intelligence analyst teams by engaging directly with mission partners to understand their needs and goals and converting that into tangible methodologies and training resources to solve mission problems.
· Your day-to-day will include creating and updating training curriculum, producing multi-media products, supporting tool development, meetings with customer stakeholders/partners, and helping to guide the overall direction of the team.
Minimum Requirements:
Must be a US citizen
Current Top Secret security clearance w/ SCI Eligibility and willing to get a CI poly

Career experience as a Mosaic end user and an understanding of commercially available information (CAI) for intelligence production

Apply the knowledge of the Federal Accounting Standards Advisory Board (FASAB and, Generally Accepted Government Auditing Standards (GAGAS standards, outcomes from recent self and program evaluations, and Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) programs to conduct a risk analysis and develop a recommended five-year internal audit plan.
Aligned with the approved audit plan and the established program evaluations, the successful candidate shall perform evaluations of internal controls of financial, budgetary, and programmatic scope and support the annual management control review audit and A 123 audit elements.
The results of evaluations are to be delivered through internal audits, research and position papers and process documentation.
Act as liaison between auditors, bureau leads, and program personnel.
Coordinate correspondence between external audit agencies, as well as private sector auditing firms performing audits on behalf of DOC and NOAA line offices.
External audits include those audits conducted by the Government Accountability Office (GAO) as well as audits conducted by private sector auditing firms engaged by DOC to audit the Department's annual financial statements to satisfy the requirements of the Chief Financial Officers Act of 1990 to provide audited financial statements.
In a typical year, you will support the NOS Auditor in performing a minimum of one internal review and one program evaluation, completing the annual A-123 statement of assurance, and serving in the liaison capacity for the A-123 and external audit(s).

Provides extensive experience executing the NOAA Management Control Review process required by NOAA Finance every year.
