Job Qualifications/Requirements/Skills:
Required

Comprehensive Counseling and Support Services (CCSS) provide integrated services to promote the safety, permanency and well-being of children and families on Oahu by addressing the causes that place children at risk of child abuse, neglect or result in child maltreatment. Families are referred to the program by Child Welfare Services (CWS), Voluntary Case Management (VCM) or Family Strengthening Services (FSS). The overall goal of CCSS is to assist families with providing and promoting a safe family home for their children. The Comprehensive Counseling Support Services (CCSS) Therapist provides service activities such as service assessment, Individual Program Plan (IPP) which includes parental life skills support, child skill building activities, developing/enhancing protective factors, and referrals to and service coordination with other community agencies resources, and supports. Delivers voluntary, culturally appropriate, and strengths-based child abuse and neglect prevention services to families that are low to high-risk. These families are referred by the Department of Human Services (DHS). The Therapist also provides individual, conjoint, and family clinical counseling/therapy to include communication skill building, problem solving skill building, building of coping skills and education on child development. The therapist is the lead service coordinator for each case assigned. This position is under the direct supervision of the Clinical Supervisor.
Essential Duties
1. Participates in clinical supervision with the Clinical Supervisor/Therapist and/or Program Supervisor to ensure updated case plan service activities and IPP goals are being met. Participates and attends required and assigned training, supervision and consultation.
2. Completes clear, concise and non-judgmental written and electronic documentation, such as initial assessments, monthly updates, and closing reports, and ensuring that all paperwork is completed and submitted in a timely manner.
3. Completes service assessments and develops Individual Program Plans with DHS and the family; conducts screens, and assessments; provides individual, conjoint, or family counseling to include clinical therapy for up to 12 months.
4. Ensures service activities support short and long-term goals and are designed to promote protective factors. Ensures that the delivery of service is done in a trauma-informed approach consistent with the standards and guidelines established by funding agencies and state law utilizing evidenced based, evidenced informed or promising practice principles.
5. Provide crisis intervention and is on-call 24 hours a day/7 day a week to support clients focusing on crisis management, assessment, counseling, role modeling, education and resource and referral provision.
6. Maintains effective working relationships with funders, collaborators, state agencies, and other providers.
7. Ensures coordinated care and services are in alignment with the DHS Family Service Plan and on target for completion.

1. Master's degree in social work, psychology, or a related human services field from an accredited institution;

I. CORE FUNCTIONS
Administrative Duties
Submit charge tags for services provided within one working day.
Receives assignments for the week and/or by the day, from the Children's Team Clinical Director.

Clinical Duties

Participates with other service providers, as appropriate, to accomplish joint services planning and to facilitate the provision of services to persons served.
Respects the cultural values and beliefs of persons served. Provides services with the expected outcome of the interdisciplinary team and the persons served.
Provides face-to-face contact, and documents applicable information according to policy in the progress notes records of the persons served within one working day. The date, time, duration and service codes indicated on the progress notes will correspond with the master treatment plan.
Maintaining case records of persons served according to policy, and making face-to-face contact weekly according to treatment plan at least once per week.
Maintains records of assigned families served to comply with quality assurance reviews.
Serves on-call 24 hours, 7 days a week and provides crisis intervention and stabilization services as assigned.
Youth & Family Services
Participates in the “Wraparound”/individual services planning meeting with the individual and/or family team.
Acts as a consultant and therapist with assigned families, working in the home, at school, or where the need arises.
Provides as much time with youth and the family as requested.
Intervening with the family using strengths based approach, strategies for parenting in the home/behavior management skills are developed which are needed for the family to handle on-going problems and giving assistance in the implementation of the behavior plan.
Explore resources for persons served and makes appropriate recommendations to the Youth and Family team.
Provides therapy with persons served by other therapist on the team when the assigned therapist is not available.

SUMMARY OF DUTIES
The Multisystemic Therapy (MST) Therapist provides services for individuals and their families in the home, school, and community that are designed to: (1) ensure safety and stability of the child and family to promote successful functioning in home, school, and community; (2) avert treatment in a residential or inpatient setting; (3) facilitate an earlier return of individuals to the home environment who receive inpatient or residential care; (4) strengthen family functioning; and (5) assist students in achieving optimal benefits from their education.
EDUCATION AND TRAINING REQUIREMENTS
Masters' Degree from a school accredited by a recognized accrediting agency. Requires knowledge of an advanced type.
One of the following:
Hawaii licensed, graduate level mental health professional and minimum of one (1) year supervised training in the provision of child and adolescent mental health services; or
Advanced level professional degree in related human service field and minimum of two (2) years supervised training in the provision of child and adolescent mental health services; or
Advanced level professional degree in related human service field and minimum of one (1) year experience in provision of child and adolescent mental health services and currently working under supervision of personnel meeting criteria 1) and 2) or
Bachelor's degree in human services with (5) years experience with troubled youth and families.

Minimum Qualifications
General Requirements: Applicants must possess the requirements specified in A, B, C, D or E below:
A. Successful completion of all requirements for a doctoral degree from an accredited college in clinical psychology which included an internship in clinical psychology. In lieu of the internship requirement, applicants may substitute one year of professional work experience in the field of clinical psychology.
B. Successful completion of all requirements for a doctoral degree from an accredited college in a specialty related to clinical psychology. The doctoral program must have included an internship in clinical psychology or must have been supplemented by a post-doctoral clinical internship. In lieu of the clinical internship requirement, applicants may substitute one year of post-doctoral clinical psychology experience under competent profession supervision.
C. Holds a doctoral degree from a training program approved by the American Psychological Association (APA) or holds a doctoral degree from a regionally accredited institution of higher education and also meets the experiential requirements for inclusion in the National Register of Health Service Providers in Psychology, as described in Chapter 465, HRS.
D. Holds a diplomate certificate in good standing granted by the American Board of Examiners in Professional Psychology, as described in Chapter 465, HRS.
E. A valid license to practice psychology in the State of Hawaii, as described in Chapter 465, HRS.
For the Level VI, applicants must also possess a minimum of one additional year of professional clinical psychology experience which involved psycho diagnostic and psychotherapeutic services to individuals with severe problems of personality, social, emotional adjustment or mental retardation. The year of the additional experience requirement must have been comparable to Level V in the State service.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that the applicant has the ability to perform the duties of the position for which the applicant is being considered.
Licensed Required: Within two years from the date of appointment as a Clinical Psychologist V or higher, applicant(s) hired must meet the requirements for licensing and obtain a license issued by the Hawaii State Board of Psychology, as required by Chapter 465, HRS.
Driver's License Requirement: Some positions require applicants to possess a current, valid Driver's License.
Supplemental Information
Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks. * Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
* Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
* Social Security: As an employer, the State also contributes to an employee's social security account.
* Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
