In 1990 it was concentrating much of its research and development on new ceramics.

The success of this venture led to the addition in 1996 of a second plant to the Atlanta operations.
Sales for fiscal 1999 fell another 13 percent, while TOTO posted a net loss of ¥21 billion, partly attributable to the workforce cuts, as an early retirement program led the company to dole out ¥15.5 billion in severance pay.
Designed to help celebrate the company's 100th anniversary in 2017, the TOTO Museum displays over 950 of the company's most iconic products, including its high-tech toilets and prefabricated modular bathrooms.
