The Network Development Specialist is a key member of the enterprise Network Development team, responsible for building and maintaining strong, stable provider networks nationwide. This role supports critical provider recruitment initiatives and fosters collaborative relationships with providers, Dental Service Organizations (DSOs), and internal business partners across the enterprise.
RESPONSIBILITIES
Develop and strengthen partnerships between providers and the organization to support a robust and sustainable provider network.
Manage all recruitment projects and resources within the assigned territory.

Position Overview: The Training Management Specialist will play an essential role in reimagining the future of educator effectiveness for improved student outcomes in Texas. Essential Functions

2. Strategic Staffing Fellows On-the-Job Learning: To facilitate knowledge sharing and just-in-time adjustments to best practice, the Specialist will lead and implement work plans for TA provider communities of practice (COPs), information sessions, and, as Pipeline to Leadership (P2L) rolls out across the state, stakeholder engagement sessions. As needed, the Training Management Specialist will support the development and delivery of regular touchpoints with ESC leaders that supervise TSS fellows.
3. Strategic Staffing Materials Development and Management: The Training Management Specialist will support the workflow for all Strategic Staffing technical assistance and communication materials. These responsibilities include creating case studies in collaboration with Region 13 and reviewing TSS training slide decks for updates. The Specialist must also manage existing systems and execute any necessary updates to the TSS 1.0 materials, while also implementing systems for P2L materials and assisting with deliverables for the new P2L website.
4. Pipeline to Leadership (P2L) Training Development: With the vision set by the Director of Strategic Staffing and the support of the Manager, the Training Management Specialist will first participate as a learner in US PREP's P2L training for State Leads. Throughout the delivery of training, the Specialist will collaborate with US PREP to codify best practices in preparation and internalization of the expanded service model, while also developing additional tools for coaching and systems for the transition of training materials.
5. Team Management and Supervision: Provide direct supervision and coaching to key Operations staff, including the executive assistant to the Deputy Commissioner of Operations, the Commissioner Support team, and additional positions as needed. Set priorities, assign work, coach staff on goals and competencies, provide timely feedback, and develop professional development plans that are aligned with agency needs. Establish routines for workload balancing, escalation, and back-up coverage in order to ensure the resilience of critical functions. Model a commitment to continuous improvement, ensuring that standards are consistently applied and results are documented across teams. The Training Specialist will also consult on the proposed P2L service model with US PREP and the long-term strategic plan and vision for TSS 1.0 and P2L as requested but no more than is required for the Specialist's essential job functions.

* Education: Graduation from an accredited four-year college or university

Primary Purpose: Responsible for the selection and training of qualified Transportation staff according to Comal ISD established guidelines and legal requirements. Provides on-going training and arranges or conducts performance evaluations for all employees, assists the director in administration of the department's entire safety program including industrial safety. Maintains the highest level of professional communication with campus administrators, fellow employees, and our community.
Education / Certification:
* High School Diploma or GED.
* Some college to include education in a safety management
* Required 2 years Class B CDL license w / P&S endorsements.
* Texas School Bus Driver Safety Training Certificate.
* Must complete Train the Trainer Academy certification program for school bus driver instructors within 180 days of employment or 1st available regional class.
* Must complete the two-day Vehicle Collision Investigation through TASB or TAPT within one year of employment.
* Certified Drug/Alcohol Awareness Program Supervisor or willing to obtain.
* Must complete TXDPS third party examiner certification within one year of employment or first available class.

Major Responsibilities and Duties:
* Develops and implements a twelve month plan that includes training a sufficient number of drivers to sustain full employment, thru recruitment, training, orientation and safety programs.
* Proactively recruits individuals to become School Bus Drivers. Instructs selected individuals through the successful completion of training and testing to the level of State Certified School Bus Driver, training School Bus Drivers according to district guidelines and legal requirements
* Screens all applicants through the use of written applications, personal interviews and reference checks to determine the acceptance or rejection of the applicant into the Comal ISD Transportation Department. This responsibility includes the administration of the structured interview procedures and initial information regarding Comal ISD drug/alcohol screening, as well as submission and receipt of a satisfactory background check with State and Federal authorities.
* Organizes and supervises the implementation of an approved State "School Bus Driver Training Course," monitoring it and recommending upgrades to the course as necessary.
* Responsible for emphasizing the employees role and impact on children's educational performance throughout training & orientation.
* Refreshes and broadens the skills of existing employees who operate Comal ISD owned \ leased vehicles.
* Develops, schedules and performs Driver Field In-Service training to meet the needs of the Comal ISD. Provides ongoing training and performance evaluations for all bus drivers and bus assistants
* Performs a Driver Proficiency Evaluation on each driver (including road evaluation) at least once during the school year. Initiates necessary retraining.
* Manages the Transportation department's entire safety program, including scheduling monthly safety workshops/meetings, administers and maintaining the department's safety awards programs.
* Supervises the Accident Review Committee, maintains minutes of each meeting, reviews and discusses Committee recommendations with the Director. Initiates driver re-training according to Comal ISD guidelines.
* Assists Director in preparation of the Budget and subsequent analysis of variance.
* Identifies and develops potential candidates for Train the Trainer Academy Certification program.
* Provides initial training and in-service for Safety Trainers, Behind-the-Wheel Road Trainers, and periodically evaluates their performance.
* Participates / advises administration about inclement weather conditions that may result in the closing of schools or road hazards.
* Coordinates and trains qualified bus drivers and bus assistants for district and region School Bus Road-e-o.
* Develops and implements student safety awareness programs and coordinates on campus student rider safety training with school personnel.
* Documents and maintains all training records as required by State and Federal regulations and Comal ISD policies. Files shall be maintained to document the progress of each Trainee and all In-Service training for each driver in accordance with Comal ISD policy and procedures.
* Manages implementation of Risk Management, Safety & Driver Training Programs for all employees by providing First Aid Classes, Defensive Driving, Industrial Injury Prevention and other Comal ISD sponsored programs as necessary.
* Assumes primary responsibility in responding to personal injury and vehicle accidents by on scene investigation and preparing and submitting reports to Risk Management in accordance with Comal ISD policy.
* Schedules periodic school site visits and road observation of drivers to ensure compliance with established procedures.
* Investigates complaints relative to safety issues and take corrective action to remedy concern.
* Supervises compliance with policies and/or processes by action and speech and discusses any breach of policy and procedure noted with the Director of Transportation.
* Provides safety and training support to the department's workforce and maintenance personnel.
* Attends professional development activities/programs to keep abreast of developments and innovations in area of transportation.
* Compiles and analyzes monthly and periodic statistical reports of pertinent personal injury and vehicle accident data.
* Maintains Comal ISD random drug/alcohol testing and pre-employment drug/alcohol testing program coordinating with DOT Physician.
* Provides notice to drivers of upcoming expiration dates of various documents and ensures their renewal (physicals, driver licenses, school bus certificates, and First Aid Certificates).
* Obtains and reviews Motor Vehicle Records (MVR) from State agencies for all driver personnel.
* Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.
* Performs other duties as assigned.
Supervisory Responsibilities:
Safety Trainers and Behind the Wheel Trainers. Evaluates the performance of all direct report personnel on a regular basis according to policy. Review findings with the Director and employee individually.
