About the Role
This is a skilled position requiring the individual to manage and help lead the company in being proactive in environmental compliance reporting directly to the Environmental Director. We seek a detail-oriented, self-motivated employee with strong communication skills to manage environmental compliance relative to aggregates and asphalt production. The successful candidate must be capable of establishing and fostering relationships with company personnel, regulatory agencies, and consultants.
Responsibilities
Assist the Environmental Director with implementing all company environmental policies and initiatives
Assist in obtaining all local, state and federal environmental operating permits required for aggregate and/or asphalt production facilities
Ensure company environmental compliance at all production facilities through education and training of company personnel
Perform compliance reviews and inspections of company facilities to ensure compliance with all applicable environmental permits, rules and regulations
Ensure records and appropriate documentation is being maintained at each aggregate facility to ensure compliance with operating permit conditions
Administer facility programs for solid waste, wastewater, stormwater and air emissions
Coordinate and complete periodic regulatory reporting for air emissions and stormwater and process wastewater discharges
Coordinate and complete required annual reporting for facilities under EPCRA Section 312 (Tier II)
Research and apply existing and proposed local, state and federal regulations to keep management aware of how regulations will impact the company
Coordinate any emergency spill response actions if necessary to minimize impacts to the environment and complete remediation efforts
Miscellaneous duties as required or assigned
Qualifications
Bachelors of Science Degree or equivalent experience in Environmental Science or a related field
Five years of environmental compliance responsibility is preferred
Knowledge and understanding of MSHA regulations that govern aggregate facilities is preferred
Maintaining a current Visible Emissions Evaluation Certification is required within 6 months of hire
Required Skills
Excellent communication skills with the ability to communicate at all levels within the company
Willingness to work in a team environment and assist supervisors with other duties as required
Must be able to work independently without close supervision
Must have and maintain a valid driver's license
Must be willing to travel and work away from home as required
Must be willing to work nights and weekends when necessary

This is a field professional position in Environmental Health (EH), responsible for conducting regulatory inspections across multiple EH programs. Responds to public health nuisance complaint investigations and inspections procedures in assigned programs within two (2) working days after receipt. Assists with foodborne illness complaints and conducts foodborne illness investigations tasks, including Environmental Health Assessment Reports. Conducts plan review and pre-opening inspections of new or existing establishments in the food hygiene, group care, and mobile home park program. This includes appropriate interaction, consultations, and education with customers. Assist with plan review and issuance of permits in the onsite sewage treatment and disposal system and related activities such as site evaluations in accordance with applicable rules and regulations.
Maintains EH records, including inspections and site visits, by entering them into the designated Environmental Health and local county systems. EnvironmentalSpecialist II:
This position is responsible for professional environmental work conducting inspections of regulated public water systems, directly dealing with the public, ensuring facilities meet approved standards and implementing the Federal Environmental Protection Agency's Safe Drinking Water Act and Florida Safe Drinking Water Act, responsible seeking enforcement for non-compliance, collaborating with other agencies, conducting complaint and waterborne illness investigations, entering data into a computer, answering questions over the phone, preparing inspection reports, ensuring accurate completion and timely submission of administrative reports, maintaining records, attending meetings, receiving training, and collecting water samples. Performs inspections of food service operations located at FDOH regulated facilities and other food service operations as required by Florida Statues and local laws or ordinances. Conducts follow-up inspections. Investigates complaints of foodborne illnesses, completes related documentation, makes appropriate referrals, and conducts required follow-up activities in accordance with Department policies and procedures. Investigates sanitary nuisance complaints in accordance with Chapter 386, Florida Statutes, recommends and enforces appropriate corrective actions, and makes appropriate referrals to relevant agencies.

Provide oral or written information to responsible parties regarding the results of investigations or inspections. Accurately document and update data, and generate inspection reports, notices, and other documents in field settings. Collects data electronically in the field, and ensures timely updates to the main databases, as needed. Collects water and food samples as required.
Meets with property owners, facility operators, engineers, architects, planners, and prospective applicants or their representatives to provide consultation on the design and operation of facilities and resolution of environmental health and safety issues. Coordinates activities with federal, State, and local agencies. Reviews license applications. Reviews and approves plans for food service establishments, schools, mobile home parks, residential migrant housing, migrant labor camps and other facilities. Reads, evaluates, and interprets blueprints, diagrams, sketches, maps and aerial photos involving regulated facilities or properties under investigation. Verifies the availability of approved water and sewer services for regulated facilities. Recommends issuance or denial of licenses, permits, or approvals of regulated facilities based on review of the facility's level of compliance with all applicable standards or requirements. Organizes and maintains files, reports, and other related documents. Documents possible causes and remedies. Schedules and conducts follow-up inspections. Initiates and conducts enforcement actions and special investigations in a timely manner in keeping with applicable Department or Program standards. Organizes and maintains records and other documents for enforcement activities. Drafts appropriate correspondence. reports and other documents regarding environmental health problems to facilitate compliance with applicable rules and regulations. Participates at conferences, hearings, and court appearances. Testifies at administrative hearings or court appearances as expert witness related to enforcement actions initiated.
Organizes, develops, promotes, and conducts workshops and in-depth consultations to educate owners, managers, operators, or consumers of licensing requirements and issues involved in operating a safe and healthy environment. Provide information to the public, builders, owners and public officials and civic groups concerning disease prevention and environmental health regulations. Interprets and explains the significance and application of public health laws and regulations.

Licensure/registration/certification requirements:
* The position requires certification as an environmental health professional (CEHP) in the area of Food Hygiene. The certification requirements are in accordance with Chapter 381.0101 F.S. requires environmental health professional certification to perform work in the food protection program within six (6) months after employment and thereafter, maintain this certification while employed in the food protection program.
* Position is required to obtain certification in child care, large family child care, and family child care programs.
* The educational requirements as per Florida Statutes state "applicants for certification shall have graduated from an accredited 4-year college or university with a degree or major coursework in public health, environmental health, environmental science, or a physical or biological science". Identifies and locates all potable drinking water wells that are surveyed for contamination using a GPS data collection device and mapping interpretations. Demonstrates technical knowledge of sampling type determination and field sampling of wells. Properly collects, documents, labels, transports, packages and ships water samples for laboratory analysis following sampling and survey techniques and procedures set forth by the state program office. Completes and submits well surveys and sampling reports requested by the state program office within the given time frames.
* Compose maps and well survey coversheets for electronic local facility files and submit an electronic copy to the program office by required due date. Compose cover letter for sample results and mail along with results to property owners/affected parties within two weeks of receipt of the sample results and keep electronic local facility file.
* Produces written work of professional quality using correct spelling and grammar and being complete in its content. Submits work to supervisor and/or state program office by assigned due date/ established time frames.
* Maintains an adequate supply of program equipment to complete required job tasks and ensures that equipment is in good working order. * Maintains all required FDOH certification(s) by completing twenty-four hours of approved training within the required timeframe. * Assists in the review and performance of inspections to assure statutory code compliance including but not limited to (1) the inspection of new bathing places for initail permiting, (2) the inspections of existing public bathing places when modified, (3) the inspection of existing public bathing places after resurfacing or re-decking. Assits in tracking and monitoring of submissions to adhere to agency and divison deadlines. Assists in the issuance of initial operating permits to those public bathing places meeting the code requirements and denies permits for those not meeting code requirements. Attends monthly State Program Office "Swimming Pools" meeting to review construction, safety and code inquiries/determinations. Attend variance board meetings to assist County Engineering Staff with questions related to Pinellas County pools on the docket. Assists Engineering Staff/ESIII with variance process, conducting/providing inspection documentation for "Part II" of DH 4080, assisting with completion of monitoring, collection, and submittal of documents to the variance board for placement on the docket. Assists with granted variance requirements are completed by required timeframes and facilities operate under variance conditions by completing onsite inspections, file review, maintenance and ensures variance conditions are recorded in Environmental Public Health Database. Assists with the renewal of exempt pools under Florida Statute 513 by granting reissuance and/or denial of "County" pool permits after reviewing submitted documents and researching property use. Assist with regulatory compliance of unpermitted public bathing places throughout the county. Assist with tracking and monitoring the installation and testing of anti-entrapment devices. Drafts appropriate correspondence and documentation for compliance, enforcement, and closures. Accurately documents all reports and assists in compiling evidence for administrative hearings and court trials, gives expert testimony during these proceedings when required. Assist in training newly hired staff in public bathing place operations and proper inspection procedures for standardization. * Healthy Beaches Program: Assists Healthy Beaches (HB) Program Coordinator with the completion of Coastal Beach Monitoring (CBM) and Environmental Health Healthy Beaches Monitoring (EHHBM) in accordance with EPA and FDOH operating procedures, such as but not limited to EH Manual 150-4. Collects biweekly and/or weekly samples, compiles sampling data and results for timely updating of the state beach water quality website. Collects resamples/confirmation samples and posts advisory signs as required. Notifies DOH Public Affairs of advisories and warnings to be disseminated to the public. Ensures beach advisories are posted when necessary. Assists with research projects involving beach water quality. Works with community partners (DEP, Pinellas County and 24 municipalities) as it relates to sanitary sewer overflows and its effects to the HB. Assists in the completion of the Healthy Beaches program audit (onsite, self-audit, and mock-audits). Monitors state warning point for sanitary sewer overflows, as it relates to division water programs and corresponds with PIO, county, city or state officials involved.
Additional Duties:
* Performs site inspections and re-inspections, investigates complaints and sanitary nuisances, and prepares inspection reports accurately and within established timeframes for regulated food service establishments, public swimming pools and spas, mobile home and recreational vehicle parks/camps, adult living facilities, residential facilities, public and private schools, tanning facilities, to ensure compliance with the regulations of the Florida Statues, Florida Administrative Codes, County Ordinances and in accordance with Environmental Health Manual 150-4.

Strong organizational and time management skills while working on multiple projects for multiple clients. Candidates must be detail-oriented, assertive, and exhibit good listening and note-taking skills.
Advanced knowledge of Microsoft Office Programs, particularly Microsoft Excel functions and formulas.
Candidates must be willing and able to work independently with minimal oversight in select circumstances.

Job Duties
Environmental compliance (VPDES) inspections and reporting in accordance state regulations and/or with project specific standards and specifications.
Stormwater Pollution Prevention Plan (SWPPP) auditing and management
Coordinating with federal and state resource agencies with regard to wetlands, erosion and sediment control and stormwater compliance related matters
Virginia Water Protection (VWP) construction monitoring
Project construction oversight and inspection for sensitive resource areas with progress reporting
Proficient in general technology-use, Microsoft Suite (Word, Excel, PPT,), Google Suite (Docs, Sheets, Slides), Adobe, and able to learn company-specific technologies.
Communicate with and relay of information between construction personnel and project/task management personnel as the site inspector to ensure the project is built to project standards and specifications.
Qualifications
MINIMUM REQUIREMENTS
Associates or Bachelors degree in Environmental Studies or related field (experience may be considered in lieu of degree)
At least one year of experience performing Erosion and Sediment Control and/or Stormwater compliance inspections and reporting
Virginia Department of Environmental Quality (DEQ) Erosion and Sediment Control and/or Stormwater Inspector certifications
Ability to handle multiple projects and deadlines under limited supervision
Ability to work independently and with a team
Extremely adequate communication skills
Experience working with a diverse client base in both the public and private sectors
Willingness to work in remote portions of Virginia in a lone-worker scenario
