Senior Construction Project Manager
for public sector K-12 projects in East Seattle.
The Senior Construction Project Manager will monitor large, complex construction projects for clients, with direct accountability for project delivery.
Responsibilities:
Conduct periodic site visits to monitor the progress of construction.
Review status of work completed during the period covered.
Review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
Review contractors' direct cost payment requisitions and budget status.
Review of subcontracts, bonds/subcontractor default insurance.
Review of change orders.
Review of Developer's monthly job cost reports and opine on adequacy of contingency.
Review of construction and disbursement schedules.
Review of lien waiver and other documentation submitted by the Developer.
Prepare project status reports and recommend the release of construction funds.
Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices.
Analyze the Developer's direct and indirect cost budget including cost estimate back-up and coordinate with the Cost Advisory group performing parameter estimates, spot quantity take-offs and review of supporting documentation submitted by the Developer, contractor and subcontractors.
Review and make relevant comments concerning the terms of the construction agreement, the submitted subcontracts, architectural and engineering design agreements, building loan agreement as well as review both Contractor and Architect's qualification statements.
Review and comment on construction and disbursement schedules as well as other submitted documents including but not limited to:
Zoning approvals
Certified surveys
Building permits and approvals
Utility company approval letters
Soil and foundation engineering reports
Designer's certification of code and ADA compliance.
Prepare Construction Risk Assessment Reports.
Other duties as assigned.

Education and Experience:
10 years managing public sector construction projects including design and construction phases.
3 years minimum experience with K-12 construction projects. Experience with occupied school construction is a plus.
Bachelor's degree in Architecture, Engineering, Construction Management, or related field.
Experience with ORS compliance and public sector procurements.
Experience with alternative contract delivery - CM/GC specific.
Licensure as either a Professional Engineer or Registered Architect is desired.
Preferences:
CCM or CACM certification.
Professional DBIA certification.
Experience with Progressive D/B delivery.
Experience with K-12 or other public education facilities
Additional Information
The salary range for this full-time role is
$130k-$150k
per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Job Description
Turner & Townsend is seeking an experienced Senior Program Manager to join our team to help oversee a construction program for our clients. The ideal individual will be experienced in maintaining client relationships, stakeholder management, financial reporting, procurement and contracting, and successful program delivery.
Responsibilities:
* Management Systems -(approach) Responsible for influencing the use of the defined process and procedures by the execution teams as part of their delivery approach at each phase of the program.
* Information management systems - Responsible for influencing the use of the agreed information management system by the execution teams as part of their delivery approach at each phase of the program.
* Design management - Responsible for gathering design requirements of the client, end user and stakeholders and documenting in a program specific brief as part of the initial definition phase. And Responsible for validating corporate standardization with respect to design is used to achieve efficiency and best value.
* Stakeholder Management - Responsible for identifying delivery and execution of stakeholders, maintaining communication, influencing stakeholder involvement, and obtaining input as required. And responsible for the day-to-day stakeholder interface assuring that projects are delivered to time, cost and quality targets.
* Funding - Responsible for obtaining all project funding required prior to the initiation of capital works aligned to governance structure.
* Contract Strategy - Responsible for defining the contracting strategy which considers all aspect of the requirements and that motivates performance and assures the delivery of required outcomes are undertaken by the execution teams
* Procurement Management - Responsible for defining the procurement approach that is objectively managed and leverages data as part of pre-qualification, tender and evaluation through to contract award and assures the delivery of required outcomes are undertaken by the execution teams
* Schedule Management - Develop the master schedule based on historical data and assure that the execution teams are progress and mounting the project schedules
* Document & Data Management - Responsible for monitoring that the collection, storage, and dissemination of project information, is being undertaken by the execution teams
* Risk and opportunity management - Responsible for monitoring connected projects risks and opportunities and assessment of their cost and schedule impact is being undertaken by the execution teams align with the identification and implementation of connect projects mitigation plans identified for critical risks and opportunities
* Change controls - Responsible for monitoring that the implementation of a robust process which actively manages change, assessing scope, time, cost and quality prior to a change approval decision is required, is being undertaken by the execution teams
* Operational Readiness & Transition - Responsible for monitoring that the process for handing projects over to operational teams in an effective integrated manner is being undertaken by the execution teams
* Closeout - Responsible for monitoring that the management of the efficient close out of a project including an analysis of outturn cost, schedule, and lessons learned exercise used to inform future projects, is being undertaken by the execution team
* Continuous Improvement - Responsible for the management, identification and implementation of strategic and program improvement initiatives, lessons learnt and best practice
* SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
* Bachelor's degree in construction management, engineering or field related to construction.
* Minimum 5-7 years of relevant experience.
* A thorough knowledge of Program Management methods and best practices.
* A thorough knowledge of forecasting, budgeting, planning, design, schedule and scope management.
* Have the technical skills to read, understand, and communicate contract requirements including construction drawings and specifications and interpret construction methods.
* Be able to understand and follow site HSSE Policies.
* Technology competent in using the following Software: MS Outlook, MS Word, MS Excel, MS Project, MS PowerPoint.
* Competent user of data management software and systems for data management, analytics, quality assurance, and project/program management.
* Excellent communication skills.
Additional Information
The salary range for this full-time role is $130K-$165K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.

Job Description
Turner & Townsend are looking for a Cost Manager/Quantity Surveyor to join our team and support construction cost services for our clients. The ideal candidate will be driven and promote our Turner & Townsend purpose and values.
Responsibilities:
Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending & chairing bid interviews, and managing appointment process
Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), reviewing estimations prepared by junior team members, presenting estimates to client, presenting value engineering recommendations and risk assessments to client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects
Manage cost reporting by establishing reporting schedule, reviewing & presenting cost reports and forecasts, reviewing project budget & spend forecast with the client, developing & maintaining commercial risk register, and hosting periodic meetings with project team & vendors
Manage cost control process by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors & making recommendations to client, and using dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes
Manage & monitor invoicing process
Benchmark performance against other successful commissions.
Manage all facets of the final accounting process and post contract audits and account close outs.
Hold post-contract reviews with the client to establish a lesson learned document and apply lessons to create training manual
Develop procedures governing handover of project
Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software
SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
Bachelor's degree in construction management, cost management, quantity surveying, engineering or field related to construction.
Minimum 3-5 years of relevant experience working in a cost management role in the construction industry.
RICS accredited or working towards it is valuable.
Experience supporting cost management on medium or large sized construction projects.
Construction consultancy experience is strongly preferred.
Good knowledge of construction industry technical matters, such as different procurement routes, value management and value engineering.
Strong communication skills.
