Brian Miller was appointed Tyler’s executive vice president and chief financial officer/treasurer in February 2008. He previously served as senior vice president and chief financial officer beginning in April 2005, and as vice president of finance and treasurer from May 1999. Mr. Miller was vice president and chief accounting officer/treasurer from December 1997 to April 1999. Before joining Tyler, he held various senior management positions at Metro Airlines, Inc., a regional airline holding company operating as American Eagle. Prior to Metro Airlines, Mr. Miller was an audit manager with Ernst & Young, an international CPA firm. He is a graduate of Texas A&M University and is a certified public accountant.

Jeff joined Tyler in 1991 and has had roles in implementation, client support, and project management. He has held leadership positions across every aspect of Tyler’s courts and justice operations. Jeff led the initial development of the Odyssey courts solution as vice president of software development, led its national rollout as vice president of sales, and then served as president of the Courts & Justice Division. In 2017, he was named senior vice president of strategic initiatives, where he led the integration of Tyler’s Data & Insights Division into the company. Jeff was named Tyler’s chief strategy officer in January 2020. Prior to joining Tyler, Jeff was a Tyler client, serving as a deputy sheriff for Denton County, Texas. He holds a Bachelor of Business Administration in management information systems from the University of North Texas.

Kelley joined Tyler in 2018 as the chief human resources officer. She has more than 20 years of experience in global HR leadership, with extensive knowledge of IPO, global mergers and acquisitions, compensation, benefits, succession planning, leadership development, talent strategy, and policy development. Kelley oversees human resources for Tyler’s growing number of employees across North America and directs Tyler’s leadership development program. Prior to Tyler, Kelley held roles in human resources management for Dechra Pharmaceuticals, Putney, Inc., and WEX. Kelley has a bachelor’s degree from Thomas College and an MBA from the University of Maine, Orono. Her certifications include Senior Professional in Human Resources, Myers-Briggs Type Indicator Program, Leadership Effectiveness Analysis, DDI, Facilitative Leadership, Achieve Global, and StrengthsFinder.

Lead in-house counsel for software company focused on public sector clients. Responsible for team of professionals working on contracts, compliance and risk management, data security, and corporate legal affairs. Oversee company litigations, M&A activity, and corporate governance. Partner regularly with business stakeholders and external advisors.

Samantha has nearly 30 years of proven experience at driving strategic marketing, branding, and communications for Fortune 50-500 sized companies.

She has been with Tyler Technologies since 2008 and serves as Chief Marketing Officer. She has full oversight of the company’s marketing and demand generation strategy, and is responsible for leading a team of 115 professionals in branding, product marketing, content and digital marketing, event marketing, and strategic communications. Samantha has played an instrumental role in Tyler’s growth over the past 10 years, since launching the company’s brand in 2009.

Prior to Tyler, she has held senior management positions at companies including PepsiCo, Inc., The Feld Group, Dell, and Freescale Semiconductor. Samantha currently serves on the Dean's Advisory Council for the Terry College of Business at the University of Georgia. She serves on the board of City House, a non-profit providing transitional housing for children facing abuse, neglect or homelessness. Samantha is a board member of the Tyler Foundation, and serves on the Leadership Council of VisitDallas. In addition, she supports several local and global non-profits with her time, talents, and resources.

Samantha feels strongly about mentoring and developing future leaders. She is an adjunct professor at Southern Methodist University (SMU). In addition, she speaks regularly to student organizations at the University of Georgia’s Terry College of Business and SMU. She is often asked to speak at marketing industry events, relying on her years of expertise in such areas as content marketing, brand strategy, women in leadership, and multi-channel, programmatic marketing.
