General Job Information This position is located in the Public Services Division, District of Columbia Public Library (DCPL) System which serves the entire Washington metropolitan area. The Library System is comprised of the Central Library and 25 neighborhood branch libraries, and employs more than 500 employees. The Library is making a number of service improvements and embarking on a major transformation into a 21st century library system. The new state-of-the-art system will have innovative programs, advanced technology, expanded literacy services, modern and welcoming facilities, and robust collections, as well as, serve as a National model for libraries around the nation.
The incumbent serves as the Administrative Support Assistant for the Public Services Division and provides administrative and front-office support. As one of the primary points of contact with other agency departments, organizations, and the general public, the incumbent projects a professional, courteous, and customer-oriented image to both telephone and personal visitors to the office. The incumbent maintains strict confidentiality in all matters related to the work of this position.
DUTIES AND RESPONSIBILITIES
* Provides administrative support services to the Public Services Directors and Public Services Executive Officer and manages, coordinates, and implements the administrative functions associated with daily operations of their departments.
* In collaboration with the Executive Officer, reviews, all Public Services program agreements. This includes receiving draft program agreements from public services staff and other agency departments, reviewing drafts for clarity and completeness.
* Ensures that all contracts move through the process in a timely manner to support public programming and alerts the Executive Officer of any delays or concerns related to the process.
* Tracks spending of Departmental budgets; regularly reviews budgets and spending plans with the Executive Officer. Compiles information and prepares requisitions for the Procurement Department and receives vendor's payments into the Procurement Automated Support System (PASS).
* Incumbent is authorized to make office purchases using the District's P-Card issued by DC Government and reconciles credit card statement with actual expenses and receipt of goods and services. Prepares monthly transactions log for supervisor's approval.
* Uses several types of software, such as spreadsheets, database, work processing, and PowerPoint to generate specific working documents, forms, charts and graphs, and presentations.
* Investigates, researches, and makes inquiries requested by the supervisor, performs special assignments such as developing reports that could involve the analysis and evaluation of information from a number of different sources within the office and from outside sources.
* Receives visitors and directs telephone and online queries regarding the full scope of Library services and programs.
* Preforms other duties as assigned.
EDUCATION & EXPERIENCE

The incumbent must possess a minimum of two (2) years of experience working in an office setting as an administrative assistant or clerical assistant or other experience in planning and managing meetings, projects, or events. Must possess a High School Diploma or a certificate of equivalency (GED) issued by a recognized department of education. A Bachelor degree is preferred. If you are currently serving a probationary period of a grade CS 8 OR serving in a CS 7 and below at the date/time of the application, you will not be considered for this position. All applicants must have successfully completed their probationary period of CS 8 to be considered for the position prior to submitting their application. In addition, the following is required:

RESIDENCY REQUIREMENT

DUTIES AND RESPONSIBILITES
Incumbent serves as Supervisory Medical Officer and Crisis Emergency Services Medical Director for the free-standing Comprehensive Psychiatric Emergency Program (CPEP), Department of Behavioral Health. The Crisis Emergency Services includes site based psychiatric emergency assessment and treatment, extended observation treatment, mobile crisis and homeless outreach services. Responsible for providing overall leadership and direction to Psychiatrists and General Medical Officers staff. Makes major decisions affecting operations, including determining appropriate services to be provided. Develops objectives and priorities, ensures policies and procedures and appropriate, and identifies and develops short-and long-range plans. Monitors progress in achieving goals; evaluate accomplishments; and ensure redirection of efforts as needed. Ensures psychiatric emergency services are consistent with Chapter 80, Crisis Services, for individuals experiencing the full range of behavioral health crises, including care for individuals with co-occurring and substance use disorders. Evaluates performance of subordinates; provides advice and guidance to employees on both work and administrative and clinical matters. Performs a full range of supervisory duties by assigning work assignments, performance evaluations, disciplinary actions, and identifying developmental and training needs of employees. Supervises residents/externs from other hospitals or educational institutions.
QUALIFCATIONS REQUIREMENT
Graduation with a degree of Doctor of Medicine from the United States Medical school listed as approved by the Council of Medical Education of Hospitals American Association in the list published for the year of the applicant's graduation.

Completion of an approved full, rotating or mixed internship;

Duties and Responsibilities
Provides library services and references to legal services in accordance with prescribed guidelines and performs acquisitions duties. Assesses feedback from DOC staff and residents, in determining which law library materials to acquire for various education programs. Explains the general arrangement and resources of the law library to users and assists in locating and selecting legal materials through available electronic systems and any available legal reference collections. Monitors resident clerks (legal assistants) in the provision of assistance to other residents for legal research. Provides training to resident clerks in legal research and maintenance of pertinent records.
Provides assistance to residents and resident clerks in resolving problems with, research, explanation of institutional rules and regulations, etc. Refers residents to appropriate sources for assistance. Reviews DOC College and Career Readiness mailbox daily to respond to and supply the requested law library information in a paper-based format. Reports to each housing unit to supply the responses to the requesting unit. Monitors and updates spreadsheets used to record law library materials delivered to each resident. Observes the behavior of assigned resident clerks to detect potential security problems and report observations to appropriate officials. Performs laboratory analyses of physical evidence in one or more of the specialty disciples of the FSL, regularly demonstrates proficiency in assigned forensic specialty; participates in and completes externally administrated proficiency tests; demonstrates competency and on-going proficiency in laboratory processing, interpretation, comparisons, statistical analysis and technical review as authorized by the technical leader; ensures methodologies and procedures used are compliant with established standards, and is responsible for quality assurance and accreditation compliance activities. The work involves providing legal advisory services that support uniform interpretation, application, enforcement, and litigation of tax laws involving the taxation of financial institutions (banks, thrift institutions, insurance companies, regulated investment companies, and real estate investment trusts), financial products (annuities, original issue discount obligations, hedges, swaps, options, futures, bonds, and forwards), and tax-exempt and tax credit bonds. The incumbent works closely with Treasury officials and IRS Division Commissioners and other Associate and Division Counsel on program matters.
MAJOR DUTIES INCLUDE (yet not limited to):
* Assists the Associate Chief Counsel (FIP) in serving as senior legal advisor and expert consultant to Internal Revenue Service Division Commissioners, the Chief Counsel, and other top-ranking IRS and Treasury officials on the most difficult, important and complex issues, regulations, and needs relating to financial institutions and products, and on other selected legal issues. Represents these officials on sensitive and controversial issues related to these areas.
* Assists the Associate Chief Counsel (FIP) in serving as principal legal advisor to the Chief Counsel, Deputy Chief Counsel(s), other Division Counsel, and other Chief Counsel and IRS executives in issues and programs involving banks, thrift institutions, insurance companies and products, regulated investment companies, real estate investment trusts, annuities, original issue discount obligations, and other types of financial instruments and entities. Provides technical interpretation of the tax code and determines the legal position of the IRS in these and other designated program areas.
* In accordance with delegations of authority from the Chief Counsel and in consultation with the Division Counsel, exercises other responsibilities in designated areas including (but not limited to): designating cases for litigation; approving the defense or settlement of cases pending in the U. S. Tax Court; reviewing and coordinating pleadings, motions, briefs, settlement documents, notices of appeal, and other material prepared in connection with Tax Court litigation; approving recommendations of acquiescence and nonacquiescence in adverse decisions in tax litigation; and coordinating all other necessary litigation matters.

To qualify for this position of Deputy Associate Chief Counsel (FIP) you must meet the following requirements:
* Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
* Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico;
* Desired Education/Experience: An LL.M. in Taxation is desired but not required. Seven (7) years of professional legal tax experience is desired.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.
To meet the minimum qualifications, you must submit a two-page resume that shows you possess the five Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). To be considered, the resume must not exceed two pages. If selected for this position you will be required to address each ECQ during a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Special Operations Division (SOD), Air Support Unit (ASU). The ASU maintains and certifies all aircraft for suitability. The primary purpose of this position is to ensure the air worthiness of departmental aircrafts by performing a wide array of work involving aviation maintenance and repairs.
This Aircraft Mechanic position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
The incumbent will be responsible for the following:
* Ensures the airworthiness of MPD aircraft, including disassembly, repair, overhaul, inspection, and modification of helicopters, to include major assemblies, sub-assemblies, components, and related systems.
* Monitors and ensures compliance with all inspections and airworthiness directives as required by the Federal Aviation Administration (FAA) and the aircraft manufacturer.
* Conducts inspections, diagnoses malfunctions, and troubleshoots to determine aircraft malfunction and other technical problems.
* Performs operational checks of systems using external power sources, powered ground equipment or functional tests.
* Removes, disassembles, inspects, repairs, adjusts, overhauls, modifies, reassembles, and installs or replaces major assemblies, sub-assemblies, components and systems, such as, hydraulic pump assemblies, main and tail rotor assemblies, drive shafts, transmissions, gearboxes, and other powertrain units, cooling fan assemblies, control valves, etc. Installs, connects and adjusts fuel, electrical and hydraulic systems.
* Applies theory, operation, and integration of all mechanical, hydraulic, electrical, and other operating systems to troubleshoot malfunctions from pilots and flight crew reports of any discrepancies; as well as from observations during inspections and run-ups.
* Applies the start up, operation, shutdown, and emergency procedures for the systems and the aircraft to determine symptoms of normal and abnormal operation, inter-relationships between operating systems, and any applicable safety procedures to prevent damage to equipment or injury to personnel.
* Interprets technical data and guidelines, makes recommendation for additions to guidelines and the safety and housekeeping of the aircraft and work area; recognizes unsafe maintenance conditions and grounds aircraft when appropriate.
* Installs and aligns fuselage and airframe parts; builds up, balances, aligns, and installs main and tail rotor assemblies. Performs temporary and permanent repairs to airframes and operates ground-handling equipment to move aircraft around the work and flight line areas.
* Determines when to assign aircraft to the vendor for repairs and replacements; performs a quality assurance check to ensure that work is done correctly and aircraft is ready to return to service.
* Accompanies the ASU crew to outside maintenance facilities when needed.
* Performs pre-flight, daily and post-flight inspections and conducts operational checks on aircraft systems, to include accompanying pilot on test flights of aircraft to make visual and audio checks of the aircraft. Performs operational ground checks, makes final adjustments, tracks main and tail rotor blades, adjusts the pitch of blades, checks oil, fuel pressure, and vibration and makes required adjustments as necessary.
* Attends all mandatory aircraft inspection and repair training.
* Performs other related duties as assigned.
Qualifications
* Skill and a thorough knowledge of the make-up, operation, interrelationships, and installation of a variety of rotary wing aircraft systems, assemblies, structures, and surfaces.
* Skill to diagnose malfunctions throughout these systems, assemblies, and surfaces and determine whether repair or replacement is needed.
* Experience as a technical expert and authority as a helicopter mechanic.
* Skill in the removal, replacement, and adjustment of various systems, assemblies, surfaces, or any components/parts, and in functional testing.
* Skill in the use and readout of powered ground equipment, test stands, and cockpit instruments and gauges.
* Skill in the use of tools common to the aircraft trade to determine the extent of repairs.
* Experience in aircraft malfunctions and technical problems troubleshooting.
* Skill in connecting, meshing, aligning, and adjusting the surfaces, assemblies, and systems with one another.
* Proficient in the use of Tracware, Access Software AIRPAX, maintenance record software CALM, and aircraft log manager; Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
Licensures, Certifications and other requirements
Successful completion of a training program in airframe and powerplant mechanics, or similar, through the Federal Aviation Association (FAA) is required.
FAA Certified Mechanic in Airframe and Powerplant is required.
Education
Bachelor degree in a related field of study, preferred.
Work Experience
Three (3) years of relevant experience in Turbine Helicopter maintenance and repair is required.
Work Environment
Work is performed in varied settings and environmental conditions associated with flight line/airport/heliport/off base operations. Dirt, grease, and dust are often present. Aircraft fluids, such as oil and hydraulic fluids may irritate the eyes or skin. Flight line aircraft maintenance duty is inherently dangerous, and requires adherence to safety procedures. Mechanics are subject to cuts, bums, electrical shocks, strains, etc. Subject to exposure to high frequency and high-intensity noises that require wearing hearing protection.

This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.
