Under supervision, performs work in a structured environment to monitor and coordinate traffic operations. Works with State Troopers, Operational Communications, Arizona Department of Transportation (ADOT) personnel, and other public and highway safety entities to monitor and manage traffic conditions and assist with management of traffic incidents. This position is designated as uncovered; the incumbent serves at the pleasure of the Director of the Department of Public Safety.
1. Monitor ADOT cameras to provide information updates to Operational Communications, Duty Office, State Troopers, and the chain-of-command.
2. Coordinates emergency services and tow truck responses to minimize roadway and incident clearance times and reduce secondary incidents/collisions.
3. Monitors the DPS computer aided dispatch (CAD) system to provide updates on incident locations, details, and activities.
4. Provides instruction and coordination of Traffic Incident Management protocols and curricula.
5. Use the appropriate information system to store and report information concerning critical performance measures related to incident response times, clearance times, time off highway, and secondary incidents/collisions.

The Department of Economic Security, Child and Community Services Division (CCSD), is seeking an experienced and highly motivated professional to join our team as a Contracts Management Specialist 3. This position performs a variety of complex contractual functions which include: contract development and administration; writing and/or reviewing Scopes of Work, review fiscal contract components; proposals; negotiating contracts; policies and procedures relating to contract management; monitoring and evaluating contract compliance; conferring with and advising agency staff; post-award meetings, ad hoc work or focus group meetings; maintaining contract records; and providing technical support to both internal and external customers related to CCSD contracts.
This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures.

Your Specific Responsibilities:
This position resides within the Professional Services Section of the Procurement Office. Coordinates and documents consultant selections, prepares schedules for new acquisitions with Central Office Project Managers, drafts and enters consultant services advertisements in the Procurement Development Application (PDA), receives Letters of Response and verifies consultant qualification and/or licensing information, verifies consultant compliance with advertisement requirements and restrictions, prepares longlist packages for use by the Project Manager and Technical Review Committees, and prepares shortlist packages for use by the Selection Committees. Enters all public meetings in PDA for posting on the Procurement website. Maintains and meets production schedule milestones for Central Office Consultant Acquisition Plan. Prepares Request for Proposal packages. Assists Project Managers with development of Scope of Services documents where necessary. Provides guidance/interpretation to consultants and Department staff regarding contractual and public meeting requirements. Plans and conducts pre-proposal (Scope of Services) meetings. Ensures that all necessary forms are completed, including Conflict of Interest Certification and federal forms. Assists/Instructs Project Managers in preparing task work orders, when necessary. Reviews Task Work Orders and Task Work Order Amendments prior to execution as necessary.
Plans and conducts contract fee negotiations. Conducts pre-meetings, prepares Request for Fee Proposal documents, and schedules all negotiation meetings. Reviews fee proposal and supporting documentation and staff hour estimates (Automated Fee Proposal) in preparation for negotiation meetings. Prepares Negotiation Preparation Checklist. Conducts contract negotiations in accordance with Mutual Gains Negotiations approach, Procurement Office Negotiations Handbook, and other referenced Department negotiation guidelines. Negotiates appropriate operating margin for each consultant. Prepares all correspondence to consultants regarding fee negotiations. Supplies project manager with the baseline of individuals on contracts. Conducts kickoff meetings for new contracts and also conducts kickoff meetings with new project managers when they are assigned a new contract.
Serves as Procurement point of contact during an unsolicited proposal procurement process. Coordinates advertisement through the Procurement Office website, newspapers, and Florida Administrative Register. Coordinates notification to local governments that are affected by project's location. Drafts and coordinates the responsiveness check for the technical proposals that are received. Responsible for routing questions from public information requests to appropriate staff and ensuring timely addenda postings.
Assists as needed with data entry of contract information into the Consultant Invoice Transmittal System (CITS), for all Central Office contracts, amendments, and task work orders. Participates in Professional Services Quality Assurance Reviews statewide.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of and ability to create, modify and upload data using the Automated Fee Proposal (AFP) spreadsheet. Skilled in troubleshooting spreadsheet errors. Skilled in use of Microsoft Word, Excel, and PowerPoint. Knowledge of governing statutes, Rule, and procedures related to professional services consultant contracting and consultant performance evaluation. As a member of the contracts team, the ContractsSpecialist will prepare, review, and negotiate a variety of mid-level agreements ensuring legal compliance and alignment with business objectives. Additionally, this role will oversee subconsultant compliance, maintain insurance records and business licenses and serve as a key resource for internal and external stakeholders for contract related inquiries. This position may be based in either WestLand's Phoenix or Tucson, Arizona locations.
What will I be doing?
Prepare and manage a variety of mid-level agreements with a focus on professional and consulting services.
Perform comprehensive contract review, identify areas of financial or legal risk and propose redlines/revisions to address issues. Ensure alignment with legal requirements as well as business objectives and collaborate with supervisor and senior management as needed to resolve any escalated matters.
Populate, monitor, and maintain post-execution contract information in VantagePoint including expiration dates and renewals, pricing and rate details, FAR regulations, liability and insurance information, and client reporting requirements. Partner with internal teams to provide relevant information to their department through helpful meetings, dashboards, and reports.
Lead Subconsultant compliance program by reviewing procurement, contract, and insurance documents for subconsultants, ensuring alignment with contractual requirements and internal policies.
Ensure all contracts are signed and copies are filed, retained, and archived in accordance with internal policies and signing authority guidelines.
Serve as a helpful department resource to both internal and external customers, providing clear, accurate, and timely information pertaining to contracts, insurance, and other related matters.
Process and maintain business licenses, technical registrations, and client-related vendor forms.
Ensure timely and accurate delivery of insurance certificates to clients, maintain records and files and respond to general queries.
What qualifications are required for this role?
Degree in business or a related field; or equivalent combination of education, training, and experience.
Minimum 5 years of experience with commercial or procurement contracts with a focus on contract review, negotiation, and compliance.
Experience in a consulting firm or professional services environment preferred.
Some prior experience with FAR regulations is preferred.
Understands commercial contract structure, insurance, pricing methodology, and business compliance procedures.
Skilled negotiator and collaborator in both one-on-one and group settings.
Highly organized with attention to detail and accuracy.
Experience with contract management systems, dashboards, and reporting.
Strong analytical and problem-solving abilities.

The ContractSpecialist is responsible for supporting the administration and management of contracts and agreements at the county level. This position assists in the procurement process, ensures contract compliance, and facilitates communication between stakeholders to facilitate the effective delivery of contracted services. The ContractSpecialist works under supervision and plays a key role in contract documentation, monitoring, and coordination.
Essential Functions:

Minimum Qualifications:

OR:

Ensure timely and accurate delivery of insurance certificates to clients, maintain records and files and respond to general queries.
What qualifications are required for this role?
Degree in business or a related field; or equivalent combination of education, training, and experience.
Minimum 5 years of experience with commercial or procurement contracts with a focus on contract review, negotiation, and compliance.
Experience in a consulting firm or professional services environment preferred.
Some prior experience with FAR regulations is preferred.
Understands commercial contract structure, insurance, pricing methodology, and business compliance procedures.
Skilled negotiator and collaborator in both one-on-one and group settings.
Highly organized with attention to detail and accuracy.
Experience with contract management systems, dashboards, and reporting.
Strong analytical and problem-solving abilities.
Excellent verbal and written communication skills.
The salary range for this position is $72,000 - $95,000 annually depending upon education and experience.
