    Deputy Program Manager (PTR-2024-21970): Bowhead seeks to network with a Deputy Program Manager (PM) for an upcoming/potential effort, to provide oversight, direction, and coordination in support of operations, maintenance and support (OM&S) for the Primary Training Ranges (PTRs) managed by ACC at Avon Park Range, FL; Grand Bay Range, GA; Belle Fourche (Colony) EWS, WY; Dare County B&G Range, NC; Holloman B&G Ranges, NM; Poinsett EWR, SC; Mountain Home Ranges, ID; and Snyder EWS, TX. PTRs consist of Electronic Warfare Sites (EWS), Electronic Warfare Ranges (EWR), and Bombing and Gunnery Ranges (B&G). Manage and administer the work effort to assure fully adequate, disciplined, and timely completion of all requirements in a safe manner. Responsibilities Serves as the Deputy/Assistant PM and authorized to interface with the Government Contracting Officer (CO) and the contract level Contracting Officer's Representative (COR). Supports primary PM to negotiate, act and commit for the contractor on all contractual matters related to the PTR contract. Required to be available within 24 hours to meet with Government personnel at Langley AFB, VA when mission dictates a face-to-face meeting. Establish and carry out departmental or organizational goals, policies, and procedures. Manage general activities related to providing services. Consult with other executives, staff, and board members about general operations. Support government conferences, meetings and quarterly program management reviews. Responsible for the performance of work at all PTR locations. Responsible for ensuring a sufficient number for personnel are available to support operations at each designated operating location during normal working hours to include weekends and holidays. Back up the PM with secondary oversight the organization's financial and budgetary activities. Analyze financial statements and other performance indicators. Identify places to cut costs and to improve performance, policies, and programs. Coordinates and monitors the scheduling, pricing, and technical performance of the contract. Ensures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract from various departments. Ensure accomplishment of the contract objectives are completed on time and within budget. Relies on extensive experience and judgment to plan and accomplish goals. Ensure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices. Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner. Distribute Government provided customer-satisfaction surveys. Prepare, implement, and maintain a Management Plan (MP). Implement a continuous Risk Management process throughout the life cycle of the Contract. Provide a detailed monthly and annual status reports. Qualifications Program management experience of a DoD aircraft training range within the last 5 years Successful Program management experience of projects with multi-million dollarannual budgets Individual shall have written and oral communications abilities commensurate with this management role. Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint. High school diploma or equivalent required Ability to understand, speak, read, and write the English language. Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts. Strong interpersonal skills and good judgment with the ability to work alone or as part of a team. Valid driver's license in the state of employment with an acceptable driving record. Ability to pass a pre-employment background check. US Citizenship is required. Supervisory Responsibilities Provides leadership and direction to the management and technical team. Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action. Ensures flow of communication from upper management to employees and vice versa. Physical Demands Must be able to lift up to 50 pounds. Must be able to stand and walk for prolonged period amounts of time. Must be able to twist, bend, and squat periodically. High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes. Environment Deputy Program Manager is required to be on-site and travel to the different ranges. Work areas consist of office and non-office settings such and industrial locations. Requires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required. SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

Responsibilities * Operate, produce, and lead various communications programs and projects. * Identifies process updates and works to implement as needed. * Leverage a user-centered digital enterprise through active and targeted outreach efforts, sustained by user data. * Expand O&E efforts through enhanced strategic communication, innovative content development, and data analysis. * Implement innovative digital strategies and solutions helps service members, their families, and survivors navigate and thrive in military life. Qualifications * Bachelor's degree in public relations, marketing, communications, or related field. * Eight (8+) years in government, corporate, or marketing communications (including stakeholder management). * Five (5+) years in O&E management: brand/content development, public relations, strategic planning, web & social media operations. * Ability to communicate effectively with all levels of employees and outside contacts. * Strong interpersonal skills and good judgment with the ability to work alone or as part of a team. Desired Experience * Five (5+) years with web CMS, UI/UX testing & curation, and ad campaign management * Five (5+) years developing targeted campaigns for audiences ≥ 1 million * Current PMI PMP or DAWIA Level III Program Management certification Physical Demands * Must be able to lift 25 pounds on occasion. * Must be able to stand and walk for prolonged period amounts of time. * Must be able to twist, bend, and squat periodically. SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for this contract.

Diploma or Equivalent 9 Years experience in emergency medial services, pre-hospital emergency medicine or other clinically related discipline Required Or' Bachelor's Degree 5 Years recent experience in emergency medical services, pre-hospital emergency medicine or other clinically related discipline Required Licenses and Certifications RN - Registered Nurse Upon Hire Required Or EMT-P - Emergency Medical Technician-Paramedic Upon Hire Required Or LP - Licensed Paramedic preferred if paramedic Upon Hire Required What You Will Do · Under general direction, plans, develops, coordinates, monitors, and evaluates technical and administrative aspects of emergency medical services activities. · Collaborate with department and entity leaders to design and implement EMS initiatives and market differentiators that are in alignment with strategic plan. · Develop and implement strategically focused initiatives to support EMS service line growth. · Serves as a liaison with other emergency medical service providers and governing agencies ensuring compliance with regulatory requirements or providing assistance and/or guidance to service providers as necessary. · Acts as a liaison between EMS and ER leadership providing analytics which will be used to identify to performance improvement metrics (i.e. assumption to care times and wall times). · Serve as entity representative for Regional and Statewide EMS meetings, conferences and seminars. · Direct city-wide educational symposium for caregivers and EMS agencies as appropriate. · Develop curriculum, market event and maintain required training records and/or rosters. · Conduct case study reviews and provide recommendations to address training needs identified through the case · study review. · Reviews coordinated efforts, and identifies opportunities for improvement for more efficient and more effective treatment of time sensitive diseases. · Support business growth strategies for EMS services in order to advance the tertiary care facility strategy. · Reviews and evaluates current and future EMS issues and trends to ensure that emergency medical services reflect clinical best practices and evidence based care as well as the most current technology and service delivery alternatives. · Facilitate team projects related to programmatic growth, which includes serving as a resource and subject matter expert to other Texas Health entities seeking to enhance their EMS services. · Works as a Department and Entity resource/expert in the field of EMS. · Utilize data collection and reporting tools to monitor and evaluate quality metrics as well as report outcomes. · Create dashboards for monitoring trends. · Identify opportunities for improvement in medical response, patient/employee safety, supplies, equipment and new practice methodologies. · Work in collaboration with appropriate entity or system representatives to develop and implement solutions to address identified gaps. · Monitoring changes in State/Federal regulations. · Prepare and present recommendations regarding new or revised procedures to ensure regulatory compliance is maintained. · Analyze data to identify trends or opportunities for improvement and recommend the appropriate course of action. · Utilizes PDSA process for continuous improvement and/or sustained results.
