Jobe Materials is a family-owned ready-mix concrete, asphalt, and construction aggregates supplier operating in West Texas and Southern New Mexico with over 700 employees. Responsibilities:
· Leading and developing a team of employees with the company's Safety Department
· Overseeing and updating the company's safety programs and safety goals. This includes implementing new and existing safety polices and protocol.
· Representing the company in front of OSHA and MSHA representatives during any inspections and/or investigations
· Conducting audits and inspections of company facilities to ensure compliance with all laws and regulations.
· Conducting regular risk assessments across all operations, identifying vulnerabilities, and developing mitigation plans to minimize exposure. Collaborating with other departments to implement best practices for risk reduction.
· Researching, evaluating and recommending changes to operations to improve the company's safety performance
· Training company employees on safety policies and regulations.
· Regularly reporting to company management regarding the company's safety performance
· Developing proactive processes, procedures, systems, and metrics to drive continuous improvement towards reducing or limiting potential hazards at company facilities.
· Other responsibilities as delegated and determined by senior management.
Qualifications:
· Bachelor's Degree, preferably in safety or a related field.
· At least eight years of experience in safety fields
· At least four years of experience in a leadership or management role
· Prior experience in the construction industry is preferred.
· Prior managerial experience
· Certified Safety Professional (CSP) designation is preferred.
· Knowledge of OSHA regulations, inspections and investigations. Preferred to have OSHA “Train the Trainer” certification.
· Knowledge of MSHA regulations, inspections and investigations is preferred.
· Bilingual skills are preferred.
· Strong organizational skills and attention to detail
· Valid Driver's License is required
Salary Range:

POSITION OVERVIEW:

QUALIFICATIONS:

ESSENTIAL DUTIES & RESPONSIBILITIES: (Additional duties may be assigned).
• Assess worksite hazards and develop appropriate controls/standards by developing site-specific safety plans as required by the General Contractor/customers. Particular focus will be placed on refrigeration system installations, ammonia/CO2 processes, and cold storage facilities.
• Conduct shop and jobsite audits in conjunction with competent personnel onsite.
• Act as a liaison between controlling contractor and field personnel to coordinate, enforce site safety initiatives, and act as a subject matter resource in a manner that communicates a culture of safety and builds trust.
• Be the go-to resource to solve problems raised by the project team on issues occurring in the field or concerns raised as potential roadblocks or hazards that affect the project team.
• Proactively manage trade partners and subcontractors; provide coaching and corrective feedback relative to safe work practices and conditions.
• Onboard field personnel and educate the workforce on recognizable hazards and Safe Work Authorization Plans or Job Hazard Assessments.
Actively represent the company during insurance, OSHA, EPA, and PSM/RMP inspections for industrial refrigeration operations.
• Investigate refrigeration-related accidents, ammonia releases, and near miss incidents to determine root causes and lessons learned.
• Design and deliver training standards/materials that meet governmental and customer compliance standards, additionally addressing behaviors causing accidents.
Manage and maintain records: OSHA compliance, IIAR and PSM/RMP documentation, injury management, training/learning management system, client reports, ISN & AVETTA records.
SUPERVISORY RESPONSIBILITIES:
Advisory role to Project Managers, Superintendents, and Foremen; direct oversight of safety staff and consultants where applicable.
QUALIFICATIONS:
• Bachelor's degree in Environmental Health & Safety.
• 10-15 years of field experience working as a professional safety manager/director in building construction environments.
Firm understanding of construction and industrial refrigeration safety standards and regulations (IIAR, OSHA, ANSI, NFPA, NEC, EPA, PSM/RMP).
Technical capabilities in Fall Protection, Industrial Refrigeration Ammonia and CO2 Process Safety Management, Rigging, and Arc Flash exposures working live.

Negotiating environmental permits that reflect cost effective process design, reasonable operating constraints, and are consistent with corporate environmental policy and regulatory requirements.
Provide direction and technical expertise to the engineering organizations or contractors in implementing EHS projects, while adhering to RPC safety expectation.
Establishing and maintain communications, reporting, assessments, training programs, and guidance necessary to ensure that the department managers are fully informed about all Health policies and applicable laws and regulations in a timely fashion.
Maintaining plant compliance with all EPA reporting regulations.
Maintain plant SPCC plan and assures compliance as appropriate
Maintain compliance regarding hazardous material by conducting weekly inspections, preparing Hazardous Waste Disposal and Waste Water Reports, advising plant personnel on hazardous waste handling and obtaining samples and analysis of possible hazardous material.
Coordinate necessary environmental, health and safety training to support and enhance the organization's safety culture while ensuring the plant is in compliance with local, state, federal and Reynold's Safety requirements.
Build and maintain strong communication channels to all levels of operating management and functional departments, as well as the production workforce by conferring with team members on the safe use of equipment, fire protection, and the overall safety program and by providing expert guidance and tactical hands on assistance in all Environmental, Health, and Safety goals and initiatives.
Establish and maintain communications, reporting, assessments, training programs, and guidance necessary to ensure that the location managers are fully informed about all noncompliance and potential noncompliance issues relative to EHS policies and applicable laws and regulations in a timely fashion.
