Mr. ElSawy has been the Chief Executive of Noblis since October 2007 and serves as the President responsible for the general management and strategic direction of its overall scientific, technical, financial, and administrative activities. He was elected to the Noblis, Inc. (Noblis) Board of Trustees in 2007. Mr. ElSawy has extensive experience leading organizations and developing innovative solutions to some of the most complex challenges facing public sector enterprises in the following domains: national security, transportation, health, and the environment. His work experience includes research and development, complex engineering of information and telecommunications systems, modeling and simulation, enterprise transformation using cloud and high performance computing, program management and acquisition of large scale systems. He has also earned an international reputation as a leader in aviation; informing domestic and international aviation policy. Under his leadership as President & CEO, Noblis was selected several times as a Top Employer by the Washington Post, selected as one of the “50 Best Small and Mid-size Companies to Work for in America,” and named one of the “World’s Most Ethical” companies by the Ethisphere Institute. Prior to joining Noblis, Mr. ElSawy was a Senior Vice President and General Manager of the Center for Advanced Aviation System Development of The MITRE Corporation. Mr. ElSawy served for seven years as the Director of the Federally Funded Research and Development Center (FFRDC) for the FAA. Mr. ElSawy holds a Master’s Degree in Business Administration from Georgetown University, a Master’s Degree in Electrical Engineering from The George Washington University, and a Bachelor’s Degree in Electrical Engineering from West Virginia University. In 2009, Mr. ElSawy was named EcoCEO by SmartCEO magazine and was named to the Washingtonian Tech Titan list multiple times. In 2012, he was elected to the George Washington University Engineering Hall of Fame and in 2016 he was selected to the Wash100 by Executive Mosaic. Mr. ElSawy currently serves as a Board Member of the Northern Virginia Technology Council (NVTC), and a Board of Trustees member of George Washington University.

Tom led an investment group that acquired Oasis Systems in November 2010. Prior to Oasis Tom was founder and CEO of American Security Ventures, a firm that specialized in raising capital and managing acquisitions for Homeland Security and Biometric Industries. Tom was also CEO of Viisage Technology, which was a publicly traded security company notable for commercializing facial recognition technology. Tom and his team were credited with the company’s turnaround, increasing Viisage’s market value to a $300 million company. For more than 20 years, Tom held a number of senior finance and executive positions at Digital Equipment Corporation (now HP Corporation) including VP of Finance & Administration for the company’s $6 billion U.S. Field Operations and Vice President the company’s $2.0 billion and 5,000-person Federal Systems Group. Tom has served as director for a number public and private companies and faith based organizations. Tom was awarded a Bronze Star as Vietnam combat veteran with the 1st Infantry Division.
