POSITION PURPOSE
The Human Resource Recruiter serves as a recruitment expert in onboarding new hires for Umpqua Health. The HR Recruiter acts as an advisor and liaison on human resource-related issues involving talent acquisition, strategic hiring initiatives, and onboarding requirements to find the most qualified professionals that reflect the business objectives of the organization. The ideal candidate will possess strong recruitment skills and previous recruitment experience, excellent interpersonal skills, and the ability to retain clinical and administrative professionals within an evolving healthcare environment. This role ensures new hires have a smooth, well-coordinated transition into the organization by managing pre-employment requirements, communicating with candidates, and partnering with internal teams to prepare for each employee's first day.
ESSENTIAL JOB RESPONSIBILITIES
Responsible for supporting the hiring process from candidate selection through the completion of all onboarding activities
Facilitate talent acquisition for assigned departments, collaborating with departmental hiring managers to ensure workforce planning and talent needs are met.
Order and monitor background assessments for applicants
Serve as a trusted advisor and coach to managers and employees on HR policies, performance management, employee relations, and organizational development.
Create and maintain personnel files in accordance with company policy and legal requirements
Provide guidance and support on talent acquisition to applicants, executives, and managers
Analyze HR metrics and trends on talent acquisition and retention
Create job descriptions, new hire requisitions, and status change forms for internal employee changes as well as new applicants
Expert using recruitment platforms, creating job postings, interview guides, and assessments
Conduct phone screen interviews and panel interviews, coordinating with management teams specific to that position
Qualify and screen new applicants based on required and preferred qualifications and company standards
Provide professional, positive, and informative experience for new employees
Follow up with new hires after Day 1, Week 1, and during early employment milestones when required.
Identify opportunities to improve the onboarding process and overall candidate experience.
Create and manage personnel folders for compliance and federal standards
Create and enter new hire information in HRIS system
Handle requests such as new positions, backfilling vacant positions, status changes of current staff, and other activities related to talent acquisition
Coordinate and present new hire orientation for new recruits to facilitate a smooth and successful experience for new hires as it reflects upon the organization
Partner with HR specialists in areas such as compensation, benefits, learning & development, and DE&I to implement enterprise-wide initiatives
Ensure compliance with local, state, and federal employment laws and regulations
Champion a culture of diversity, equity, inclusion, and belonging within the business unit
Comply with organization's internal policies and procedures, Code of Conduct, Compliance Plan, along with applicable Federal, State, and local regulations
Performs other related duties as assigned
MINIMUM QUALIFICATIONS
Combination of associate's degree, experience working in Human Resources or SHRM-CP, SHRM-SCP, PHR, SPHR required.
1-2 years recruitment experience such as onboarding processes, background examinations, interviewing, and qualifying applicants.
Experience with an ATS or HRIS system is a plus.
Strong attention to detail and ability to manage multiple onboarding files simultaneously.
Strong knowledge of HR laws, policies and best practices.
Ability to handle sensitive and confidential information with integrity
Excellent interpersonal and communication skills.
Proficient computer skills, including MS Office suite
Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis.

POSITION PURPOSE
The Solutions Engineer will be a key contributor to the organization's health plan operations by leading the design, development, and implementation of software solutions that support the organization's goals and objectives. Additionally, the solutions engineer troubleshoots, and debugs software programs for databases, applications, tools, networks, and applications to create innovative technology through solid engineering practices. The ideal candidate will be a seasoned software developer with a strong understanding of healthcare data and systems, and a passion for delivering high-quality software solutions. This role will require a creative and forward-thinking mindset, as the successful candidate will be expected to engineer innovative solutions that meet the needs of our organization. The individual in this position will work closely with other departments within the organization, including IT, decision support, quality, clinical operations, and finance, to ensure that the health plan systems are operating efficiently and effectively. Reporting to the Data Solutions Manager, the Solutions Engineer performs a complete range of information system database analyst assignments including, but not limited to, designing, developing, testing, and implementing database systems. This individual will be looked upon to provide technical support to other team members and evaluate new database solutions and technologies. Provide maintenance, support, and assistance to the team with installation and configuration of clustered database failover, database replication, and database backup solutions.
ESSENTIAL JOB RESPONSIBILITIES
Lead the design, development, and implementation of software solutions that support the organization's health plan operations using your visionary skills to create innovative solutions that drive the organization forward, leveraging your expertise to guide the development process.
Support various software platforms from a technical perspective including automation of reporting features.
Collaborate with cross-functional teams to gather requirements and develop solutions to address operational and business needs.
Develop and maintain software codebase, ensuring high-quality coding standards and practices that align with the organization's vision and strategy.
Design and develop full stack web applications with a focus on performance and usability best practices.
Architect database schemas and data models to support software solutions.
Ensure that software solutions meet security and compliance requirements, such as HIPAA and CMS regulations while still driving innovation and pushing boundaries.

Interpret & implement published specifications as SQL and/or C# code.
Provide detailed performance analysis, design, tuning, testing, implementation and documentation of the business intelligence system and data warehouse.
Support various software platforms from a technical perspective including automation of reporting features.
Maintains, analyzes, troubleshoots, and repair various MS SQL databases.
Install and upgrade various software applications and database systems as required.
Maintains a working knowledge of emerging database technologies.
Documents work time into a helpdesk system.
Write SQL scripts against third party applications Umpqua Health relies upon for custom validation and reporting purposes.
Assist other departments to author and investigate various health checks for internal systems and build reporting tools.
Work with Network Security staff to ensure optimization of database security.

Identify product defects and track to their appropriate resolution.
Automate repetitive manual processes.
Analyze and validate reports between systems and isolate discrepancies when they occur.
Establish and maintain effective relationships with clients and matrix support teams.

Keep customers and team members informed and respond to customer requests in a timely manner.
Actively contribute in team meetings and share information

Minimum Qualifications
Bachelor's degree in computer science, information systems, or related field. 10+ years of experience in software development or solutions engineering, with a focus on health plan solutions
Extensive knowledge of database technology, networks and server operating systems and hardware.
Strong background in web development with a background in JavaScript, Typescript, jQuery, Angular, ASP.net, and Node.js
Familiarity with healthcare data regulations such as HIPAA and CMS regulations
Solid understanding of RESTful APIs, HL7 standards, and healthcare interoperability.

Compensation: This is a Fee for Service (W2) position, the range for this position is $71,000-$102,000 per year based on 15-20 clinical hours per week.
To maintain safety and best practices for our clinicians and patients via telemedicine, Thriveworks does not push or incentivize the use of stimulant medications; instead, we offer them as an option based on the client's specific symptoms and diagnosis, with prescribing decisions left to the discretion of the clinician. We do not currently treat substance use disorders, and make every effort to refer out to an in-person provider when symptoms arise that are too severe to be treated via telemedicine only.
Thriveworks Nurse Practitioners are expected to provide care to a diverse population of clients with mental health conditions such as depression, anxiety, ADHD, and more. They work with a broad range of age groups, primarily adults and adolescents, with a future focus on expanding care across the lifespan.
Qualifications:
Licensed Psychiatric Mental Health Nurse Practitioner - Board Certification required
Master's in Nursing with active prescriptive authority required in the state
Understanding of AdvancedMD (AMD) EMR is a plus
Three years of experience is a plus; 1 year of psychiatry practice is required
Licensed Psychiatric Mental Health Nurse Practitioners need to be licensed and live in the state in which they will be practicing

All clinicians are required to complete an in-house training on our ADHD treatment standards, guidelines, and approach, followed by a brief exam. POSITION PURPOSE
Accountable for supporting medical management functions (utilization management, pharmacy management, and care coordination) with expertise in appropriate areas. Follow Umpqua Health Alliance's policies and procedures, practice guidelines, state and federal guidelines and regulations, and other medical management resources. Serve as liaison to Oregon Health Plan members, providers, pharmacies, and community healthcare personnel. Works under greater supervision with guidance from more experienced staff and focuses on performing standard medical management clinical review tasks.
ESSENTIAL JOB RESPONSIBILITIES
Regulatory Compliance:
Maintain updated knowledge of the Oregon Administrative Rules (Medicaid) governing coverage determinations.
Comply with organization's internal policies and procedures, Code of Conduct, Compliance Plan, along with applicable Federal, State, and local regulations.
Utilization Review:
Perform initial review of requests for coverage of pharmacy and medical services. Make decisions in a logical, consistent manner. Provide clear and accurate documentation of the reasoning process for decisions within allotted timeframes.
Effectively navigate and apply the Health Evidence Review Commission Prioritized List of Health Services.
Follow utilization management guidelines with few errors and consistently score 80% or above on inter-rater reliability (IRR) testing.
Evaluate the cost and effectiveness of proposed/delivered services before, during, and after claims payment. Analyze claims data with consideration to medical necessity, the quality of care, and the appropriateness of the delivery of care, and covered benefits.
Utilize applicable resources and systems to prepare materials for pharmacist review, including documentation of key findings, benefit determination, verification of codes and pricing, supporting standards citations, care plans, risk appraisals, and alternative treatment options.
Communicates with providers on formulary or lower cost alternatives, prior authorizations, and step therapy guidelines as well as state and federal criteria for services and supplies.
Perform data entry into claims adjudication system with a high level of accuracy.
Care Coordination:
Assist with Medication Management program daily responsibilities including contacting members, pharmacies, and providers as needed to complete MedSynch and assist pharmacist with MM schedule.
Assist other departments in coordinating medication services for members by answering questions and resolving identified barriers.
Educate members and practitioners about the health plan benefit structure and relevant rights and responsibilities.
As needed, work with the OHP Grievance and Appeals coordinator when they receive calls from a member or the member's representative regarding concerns about the care being provided.
Assisting pharmacies as needed to ensure timely dispensing of medications.
Other duties as assigned.

QUALIFICATIONS
Minimum Qualifications
Current National and Oregon Certified Pharmacy Technician (CPhT) licensure.
1+ years' experience as a pharmacy technician.
Fluent in pharmaceutical and medical terminology.
Proficient PC navigational, MS Office (Word, Excel, Outlook), data entry, and internet research skills.
No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare/Medicaid)
Preferred Qualifications
