WHAT IS AN FWC DUTY OFFICER?
A Duty Officer is a certified law enforcement dispatcher who is responsible for monitoring and operating a two-way radio system, FCIC/ NCIC computer terminal (i.e., teletype) communication, and making independent decisions. Duty Officers learn and master the art of multitasking while composing and disseminating information through various communication sources to deliver routine and/or emergency correspondence to agency personnel, partnering law enforcement agencies, and the public to remain compliant with standards set forth by the Agency, Federal Communication Commission (FCC) and Florida Department of Law Enforcement (FDLE).
Tasks performed by the Duty Officer include but are not limited to:
* Monitor and operate a two-way radio system, telephone, and teletype system
* Dispatch law enforcement officers and other personnel to citizen complaints and/or crimes in progress
* Communicate and formally document messages regarding the safety of officers performing hazardous duties between the field and base station
* Contacts law enforcement administrators regarding any emergency radio broadcast and maintains location and status of law enforcement personnel through constant radio and telephone contact
* Operates the Florida Crime Information Center / National Crime Information Center (FCIC/NCIC) computer terminal
* Broadcasts 'Be on the Look Out' (BOLO) alerts regarding dangerous or wanted criminals
* Receives emergency and/or routine requests to and from officers and enters these messages into the computer
* Evaluates, disseminates, and provides criminal and/or confidential information to authorized personnel 24 hours per day
* Expected to remain current on all procedures, laws, rules, and regulations, and disseminate this information to the public and staff as necessary

JOB SUMMARY
The EMS Training Lieutenant is a managerial and supervisory position responsible for leading the planning, coordination, delivery, and evaluation of EMS training and quality assurance programs for The Villages Public Safety Department. This position ensures operational readiness and regulatory compliance through specialized educational programming, skill development, and continuous performance evaluation. The EMS Training Lieutenant also maintains emergency response readiness and supports departmental operations in both emergency and non-emergency situations.
Working under the administrative direction of the Division Chief of EMS Training, this role requires initiative, sound judgment, and strong communication skills. The EMS Training Lieutenant serves as a liaison between internal and external stakeholders, and works closely with local, regional, and state emergency services agencies and educational institutions.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to) Planning/Development
Develops and delivers comprehensive EMS training programs for firefighters, paramedics, lieutenants, chief officers, and other VPSD personnel to ensure compliance with operational standards and clinical protocols.
Prepares course outlines, instructional materials, multimedia content, and written examinations to support defined training objectives.
Evaluates participant performance during training activities and provides formal feedback to individuals and their supervisors.
Maintains accurate records of training attendance, competency evaluations, certifications, and related documentation in accordance with department, state, and national standards.
Continuously assesses training effectiveness and recommends or implements necessary improvements.
Assists in the development and revision of standard operating procedures related to EMS training and operations. Participates in department-wide strategic planning and training needs assessments.
Administrative
Assists the Division Chief of EMS Training in planning, developing, and executing the department's EMS training goals, annual calendar, and strategic initiatives.
Establishes and maintains public life safety policies and procedures that clearly support the departmental mission and align with best practices.
Ensures accurate and timely documentation of training records, certifications, program evaluations, and personnel performance.
Prepares reports, presentations, and briefings for internal leadership and external agencies as required. Supports grant writing, budget planning, and resource management related to EMS training and education. Maintains compliance with federal, state, and local regulations related to EMS operations and training standards. Coordinates logistics for internal training sessions and public education events, including securing facilities, equipment, and instructional resources.
Represents the department in meetings with outside agencies, educational institutions, and community partners.
Budget/Purchasing
Purchases training-related materials, equipment, and supplies in accordance with established budgetary guidelines and procurement policies.
Ensures all educational content and publications reflect current data and best practices.
Assists in the preparation of the department's annual budget by providing required data and justifications to the Fire Chief within established timeframes and formats.
Coordinates with the Fire Chief on the procurement, maintenance, and inventory of vehicles and training equipment, ensuring all assets remain operational and within budget.
Operations
Responds to emergency incidents in accordance with department policy and may serve as Incident Commander or in other command roles as assigned.
Maintains readiness of assigned equipment, vehicles, and facilities in compliance with district standards. Reviews subordinate reports for accuracy, completeness, and adherence to operational protocols.
Participates in the department's on-call rotation, remaining available 24/7 for emergency response or administrative responsibilities.
Fills designated Command Staff or General Staff roles during major emergency operations, special events, or disaster response scenarios.
General
Serves as a departmental liaison to the public, fostering positive relationships with community members, partner agencies, and stakeholder organizations.
Adheres to and enforces all District and department safety policies during training and emergency operations. Completes general administrative duties including report writing, data entry, filing, correspondence, and participation in meetings.
Builds and maintains effective working relationships with internal personnel and external partners to support operational goals.
Attends professional development opportunities such as training, conferences, and seminars to remain informed of current EMS practices, regulatory updates, and leadership strategies.
Maintains all required certifications and licensure relevant to EMS training, operations, and emergency response.

Experience with EMS training delivery, QA/QI systems, or public education is highly desirable.
Instructional or Field Training Officer (FTO) experience preferred.
Minimum three (3) years as a certified paramedic

Valid State of Florida Driver's License.
Florida State Fire Standards (per F.S.S. 633).
Florida State certified Paramedic.

Current BLS, ACLS, & PALS certification: instructor certifications required within 12 months of appointment.
