The Office of Multifamily Finance & Development actively engages with a range of partners including for-profit, and not for profit borrowers, municipalities, lenders, investors, and other funding entities to leverage tax credits, tax exempt bonds, and a multitude of State funded programs. Duties:
The Underwriter will be responsible for assisting with all aspects of financial and project management for an assigned group of multifamily rental projects, including financial underwriting of construction and permanent financing utilizing bonds, tax credits, and HCR subsidy and all duties required to move a project through commitment and loan closing. There will be contact with for-profit and not-for-profit developers and affordable housing lenders with exposure to a wide range of projects throughout New York State. The Underwriter may also have an opportunity to work on program analysis and policy issues, as needed. Duties may include but are not limited to the following:
Underwriter and originate mortgages for affordable multifamily housing for new construction, preservation and adaptive reuse projects that utilize tax exempt and taxable bonds, tax credits, and other State and municipal funding sources.
Assist with project management of transactions coordinating externally with developers, financial institutions, syndicators, other governmental agencies, and project partners to move projects forward in a timely fashion.
Assist with the coordination of internal approvals for transactions working with HCR's Asset Management, Environmental, Design and Sustainability, Dept. of Empowerment, Compliance and Opportunity, Fair Housing, and other internal teams.
Work with the Vice Presidents, Assistant Vice Presidents, and Senior Underwriters to make recommendations related to budgets, proformas, deal structure, HCR subsidies and affordability.
Prepare written materials for presentation to Credit Committee and submission to Board to secure internal project approvals.
Work closely with Legal and Debt Issuance teams to prepare for mortgage and bond closings.

Position Summary:
SolomonEdwards is looking for a Mortgage Fulfillment Underwriter for one of its mortgage clients to ensure the assets reviewed meet all applicable investor guidelines, through a complete knowledge of requirements and regulations. You will be held accountable for the quality and accuracy of decisions.

Essential Duties:
- Decisions full range of mortgage loans, preferably including FHA loans.
- Review all mortgage applications and documentation for accuracy and completeness.
- Work with clients to prepare mortgage applications and related documentation as needed, and help resolve any outstanding issues.
- Work with compliance officers to ensure Federal, State, and local compliance with all mortgage and loan materials.
- Approve or deny mortgages on a timely basis.
- Perform other related duties as required and assigned.
- Demonstrate behaviors that are aligned with the organization's desired culture and values.
Qualifications:
- Bachelor's degree or equivalent work experience.
- 3+ years of mortgage underwriting experience required.
- Knowledge of mortgage laws and regulations required, including the Home Mortgage Disclosure Act.
- Knowledge of state and federal agency mortgage loan guidelines and regulations is helpful.
Skills and Job-Specific Competencies:
- Solid knowledge of mortgage underwriting and basic automated underwriting systems.
- Proficiency with basic automated underwriting systems.
Travel Requirements: No travel will be required, unless at the client's discretion.

Salary Range: SolomonEdwards values your unique and individual experience and background. As such, we take a comprehensive approach when determining compensation for our roles. The compensation for this specific role is based on a wide range of factors, including but not limited to, education, licensure and certifications, location, experience, and training. A reasonable estimate for the current hourly range for this role is $26 - 36.

Freelancers will support the development and evaluation of automated insurance workflows, contributing expert insight to improve AI systems handling underwriting, risk assessment, and rating logic. This opportunity is ideal for professionals with property and casualty underwriting experience looking to apply their knowledge in a forward-looking, project-based environment.
Key Responsibilities
Evaluate application data, loss history, and third-party reports (e.g., CLUE, MVR, LexisNexis) to determine underwriting acceptability.
Calculate insurance premiums using ISO manuals, class codes, and company-specific rating algorithms.
Analyze historical claims to assess loss trends and calculate loss ratios against industry benchmarks.
Draft policy terms and compile coverage documents including endorsements and declarations.
Review referred cases and provide documented decisions with clear rationale and risk treatment recommendations.
Ideal Qualifications
5+ years in commercial or personal lines underwriting, preferably with experience using platforms like Guidewire or Duck Creek.
Familiarity with ISO classification codes, rating manuals, and policy forms.
Strong attention to detail and ability to assess risk across various data inputs.
Proven track record of working with multi-line policies (property, auto, general liability).
Experience reviewing and interpreting third-party reports (CLUE, MVR, LexisNexis, etc.).
