These include evaluations of UNICEF's L3 (Level 3) responses in the State of Palestine (SoP) and Lebanon. Aligned with EO's vision to deliver more cost-efficient evaluations and ensure rapid turn-around of evaluation deliverables and in light of the limited capacity within HEEP to complete all the activities included in its work plan, EO is currently seeking a Humanitarian Evaluation Consultant (Senior Level) serving as Technical Adviser to the evaluating team working on the two upcoming L3 evaluations. Consultancy Title: Consultant to prepare the Quality review of 2025 Country Programme Planning processes (CPPs) and Country Programme Documents (CPDs) Duty Station: DAPM/PGU Duration: 1 Nov 2025 - 31 May 2026 Home/ Office Based: remote BACKGROUND Purpose of Activity/ Assignment: UNICEF's annual Quality Review of Country Programme Planning processes (CPPs) and Documents (CPDs) provides the organisation with a robust external assessment of the quality of the design processes and of the final documents that best articulate the goals, results, and logic of Country Programmes (CPs). Each year, the exercise assesses all CPDs submitted to the Executive Board, using a standard approach. The review is: An essential data source for institutional reporting. The results of the Quality Review directly feed into several indicators for the Executive Director's Annual Report and other initiatives such as the Global Effectiveness Review (GER), which are in turn used to report on an additional host of indicators by offices such as Programme Division (PD), Emergency Operations (EMOPS) and other Divisions and teams. A critical input informing the ongoing update of existing guidance: review findings, identify good practices and common areas of challenge across multiple country offices and/or specific quality criteria. It is therefore one of the most influential sources of information on what aspects of global guidance (and/or quality assurance practice) should be updated to best reflect the organisation's perception of quality in programme design. HQ Content Owners, Regional Directors and Regional Planning Chiefs use the findings to adapt capacity development efforts. An important reference for country offices drafting new programmes: the Quality Review also provides UNICEF staff in country offices with a rich set of good practices, tips and hints for how to prepare and finalize documents that satisfy institutional requirements. UNICEF introduced a new modality of developing Country Programmes in October 2022, referred to as Country Programme Planning (CPP), which aims at streamlining and harmonising the process, to develop more robust, evidence-based Country Programmes that plan to achieve transformative results for children at the outcome level. This new process replaces the development of Programme Strategy Notes (PSNs) and requires Country Offices to focus their strengths on sharpening the analysis of the data available and collectively thinking more strategically and critically around the required steps, which are: Evidence Synthesis, Prioritisation, Theory of Change, and Results and Resources Plan. The emphasis on collective strategic thinking also means moving away from the production of long-winded, descriptive documents that often do not find relevant application during the implementation and monitoring of the CP. The CPP guidance has been applied to the CPDs submitted to the Executive Board from September 2023 onwards. The Quality Review of the Country Programme Planning process (CPP) aims to assess the extent to which the purpose, rationale, and practice of the new CPP guidance have been understood and integrated by Country Offices. More deeply, the quality review aims at assessing the extent to which the new country programmes enable and plan for programming for scale and impact and for leveraging partnerships towards the achievement of higher-level results . Therefore, elements to be assessed will include not only the adherence to the guidance (in terms of steps, processes, and templates) but also the application of its key principles, such as: Shifting towards more purposeful, effective and strategic planning at the country level, using high-quality analysis to shape programme choices Designing adaptive country programmes that contribute to outcome-level changes in the lives of children, by responding effectively and at scale to the most critical child rights' deprivations (programming for scale and impact) Linking the Theories of Change with the evidence gathered in the Evidence Synthesis Identifying relevant systemic changes and appropriate interventions in the ToCs Connecting the Results and Resources Plans with the ToC's interventions and systemic changes Harmonising Humanitarian and Development analysis and planning Better integrating risk analysis and management throughout the process Leveraging of a diverse set of partnerships towards the realisation of higher results for children Better reflecting on government and partners' contributions (including the private sector) and commitment in line with National Development Plans Ensuring effective participation of key stakeholders at the critical steps of the planning process, as appropriate to the country's context Scope of Work: The main objective of the Quality Review is to provide an evidence base on the quality of the CPDs submitted in 2025 and to determine the extent to which they: Convey UNICEF's commitment to foundational norms and programming principles. Adhere to the relevant guidance or guidelines. Are results-based, coherent and convincing: conveying UNICEF's relevance, strategic positioning, comparative advantage or value-added in the country The main objective of the review of the Country Programme Planning is to determine the extent to which the Country Offices: Adhered to the new CPP guidance Promoted the reflection and conceptualisation of systemic changes necessary to contribute to outcome-level results in the lives of children Have designed country programmes that are geared towards focus, scale and impact based on solid data and evidence with clearly designed pathways of change, while effectively leveraging high-level partnerships towards the realisation of children's rights and impact level results for children Have benefited from the strategic intentions of the new CPP methodology aimed at: Strengthening the evidence base and linking evidence better to programme interventions Better reflecting on government and partners' contributions and commitment in line with National Development Plans Clearly laying out the systemic changes that need to occur for Outcomes to be achieved Better combining emergency and development interventions towards these systemic changes Providing clear “visibility” of the private sector in our work (if applicable) The purpose of these Terms of Reference is to engage a qualified consultancy to complete the Quality Review for 2025 in close collaboration with UNICEF Data, Analytics, Planning and Monitoring (DAPM), Programme Guidance Unit (PGU). The scope of work involves remote consultation with DAPM and Subject Matter Experts in HQ and with Regional and Country Offices to: For Country Programme Planning (CPP) processes review: Design the review methodology, based on the CPP guidance, to be used in the subsequent quality reviews. These proposals will be developed within EMOPS, organized by section, cross-sectoral themes, and thematic areas. Additionally, the consultant will collaborate with Regional Offices (ROs), Country Offices (COs), and other UNICEF Headquarters divisions to ensure alignment and coherence. UNICEF is supporting Africa CDC to build its institutional capacity through providing support at the strategic and technical levels including on the establishment of its immunization unit within the Primary Health Care Center. UNICEF is also supporting Africa CDC leadership the co-creation of its Africa CDC. The partnership with Africa CDC also encompasses facilitating the implementation, monitoring, review and refinement of immunization activities agreed in the Joint Action Plan (JAP) of Africa CDC and UNICEF. The focus of the collaboration is on evidence generation and data use to guide immunization interventions, particularly those aimed at reaching zero-dose children and underserved communities. The purpose of this assignment is to build on the ongoing assistance, by offering both strategic and technical support to Africa CDC headquarter teams and its Regional Collaborating Centers (RCC). This support aims to strengthen the center's role in immunization and primary health care by leveraging its comparative advantage and enabling it to fulfil its mandate. Scope of Work: The assignment entails: 1. Build immunization programme capacity of Africa CDC at HQ and RCC levels. Notably, Contribute to design of the immunization function in the center, Contribute to onboarding of new immunization staffs Provide technical expertise in development of a roadmap to operationalize Africa CDC's immunization strategy Implement capacity building activities as required to ensure full delivery of Africa CDC's immunization strategy Establish a mechanism to review progress and follow-up on priority activities to support improvement of vaccination coverage in zero-dose communities and reduction in vaccine-preventable disease outbreaks across AU Member States 2. Support to establish and strengthen Africa CDC's partnerships at global and regional levels with major global immunization platforms and networks to ensure harmonized support to Member States and promote a clear understanding of Africa CDC's role in advancing immunization efforts across the continent. This includes creating linkages with various coordination mechanisms within the region such as Regional Working Groups and EPI Managers' forums. 3. Strengthen internal monitoring and data driven decision making processes in the center to enable implementation, monitoring, review and adjustment of immunization activities agreed in the Joint Action Plan (JAP) of Africa CDC and UNICEF. 4. Facilitate implementation and monitoring of Africa CDC key flagships that contribute to advancing immunization goals Contribute to evidence generation to support advocacy efforts for sustainable immunization financing, political prioritization of immunization and PHC, Promote activities to strengthen digital transformation, and data systems for immunization programming 5. Provide technical expertise in the planning of relevant events to facilitate Africa CDC contribution to political, strategic and agenda setting dialogues on Immunization, public health emergency and primary health care issues with the following. Africa CDC (HQ and RCC) participation in regional/country planning, preparation, and reviews of EPI Africa CDC (HQ and RCC) presentations of national, regional, and global trends in immunization to help determine strategies, approaches and priorities to address the region's immunization and health needs. 6. Reporting Provide periodic progress reports to the UNICEF PG Associate Director Health/ Immunization and the Director Primary Health Care Center at Africa CDC. Prepare an end of assignment report and submit it to the UNICEF PG Associate Director Health/ Immunization and the Director Primary Health Care Center at Africa CDC. Strengthen internal monitoring and data driven decision making process - Process to review and adjustment of immunization activities as agreed with Africa CDC JAP and immunization flagship established/enabled - 1 Concise report summarizing progress against workplan, challenges, lessons, and recommendations prepared 15 May 2026 3. Implementation and monitoring of Africa CDC key flagship Partnership and Advocacy Strategy - 1 Report on engagement with AU organs, RCCs, Gavi, WHO, UNICEF, and other partners; messaging on Africa CDC's value proposition in immunization with digital transformation and data system, prepared 15 May 2026 4. Facilitate Event planning Package for strategic agenda setting dialogues on immunization - 1 Strategic workshop, or 1 RCC meeting, or 1 technical session on CIS implementation and PHC-immunization integration are designed and facilitated 15 May 2026 5. Reporting - 1 Comprehensive documentation of achievements, recommendations for institutionalizing gains, and next steps, including periodic progress report, prepared and presented 30 May 2026 Travel: In person facilitation of meetings/workshops as required 1 mission per month to Africa CDC HQ, 1 mission to 1 RCC, 1 participation to regional/continental CIS workshop or high-level events Qualifications Education: Advanced university degree in at least one of the following fields: Advanced university degree (master's or PhD) in Medicine, Public Health, Health Policy & Management, Epidemiology, Immunization, or related field. Additional 7 years of qualifying experience may be accepted in lieu of a university degree Knowledge/Expertise/Skills required *: 15+ years of progressively responsible experience in: Strategy design, policy advice, and implementation in low- and middle-income countries, preferably in Africa Immunization systems strengthening and PHC integration. Leading or supporting institutional capacity-building in public health agencies or multilateral organizations Partner coordination at continental/regional level (e.g., AU, WHO, UNICEF, Gavi). Track record in supporting high-level policy and advocacy on immunization and public health strategy Proven experience in designing monitoring/review mechanisms, for immunization. At least 7 years in senior advisory or leadership roles (global, regional, or HQ level). Skills & Competencies Deep knowledge of: Immunization strategies (IA2030, ADI, Gavi 6.0). Zero-dose and equity strategies, outbreak response, Public health emergency preparedness and response. Demonstrated ability to manage complex stakeholder environments and build consensus. Excellent analytical, writing, and presentation skills (including preparation of briefs, reports, slide decks). Strong facilitation skills for workshops and high-level meetings Familiarity with digital transformation and evidence generation for immunization. Other Assets Experience working with UNICEF, WHO, Africa CDC, Gavi, or AU. At least two peer-reviewed publications or equivalent technical papers. Fluency in English (French desirable for continental work). Ability to work in multicultural settings and under tight deadlines.
