Essential Functions
You will perform traffic engineering research to identify and analyze work zone traffic control methodologies, principals, products, and applications

Collaborate with internal teams and external stakeholders to evaluate the effectiveness of existing work zone standards and traffic control plans to identify areas for improvement

Planning, design, and implementation of ITS work zone applications to implement technology to provide better traveler information to motorists concerning work zones
Assist with Speed Safety Camera programs for work zones including program management, implementation, assessment of program effectiveness, quality assurance and vendor coordination
Ability to visit construction sites, perform physical investigation of work zone setups and field conditions, and monitor speed safety camera installations in the field
Required Skills and Experience
Minimum bachelor's degree in civil engineering or related
P.E. license
Four (4) years of experience in traffic engineering, particularly work zones
Good writing, verbal communication and presentation skills including public speaking
Excellent problem-solving and analytical abilities, with the ability to use data and research to inform decision making
Strong knowledge of work zone traffic control strategies, safety strategies, the Manual on Uniform Traffic Control Devices (MUTCD) and other relevant standards and regulations
Preferred Qualifications
Experience with project management and coordination
Familiarity with state and local traffic engineering standards

The RK&K Utilities Group is in search of a dynamic, self-motivated Project Engineer that is interested in joining a strong team of designers and engineers working on a diverse range of utility related projects including an exciting variety of small, medium, large and mega projects throughout the Delaware, DC, Maryland and Virginia areas.
In this role, you will work closely with the Utility Project Delivery Leader for developing utility design and utility coordination efforts required to support various transportation and infrastructure projects. Furthermore, collaborate with other interoffice civil engineering disciplines and utility team members to execute work involving utility engineering principals and other related activities. You will assist with planning, design and construction efforts on a variety of engineering projects with a focus on utility improvement, relocation, and coordination.
Candidates will be expected to participate in the process required to facilitate the design and engage with utility owners as required to develop transportation improvements, infrastructure upgrades, and/or site utility elements for building development. Specific roles will involve relocation design, coordination with stakeholders, or the subsurface utility engineering evaluation. Task may also involve electric and telecommunication coordination with overhead and underground utilities and design applications for utility elements involving municipal water, sewer, and conduit facilities. In addition, a knowledge of fiber optics, natural gas, steam, chilled water system design practices are a plus but not required.
Essential Functions
Prepare design calculations, drawings, and specifications for utility design improvement and relocation projects
Conduct technical evaluations to support planning and design related to infrastructure systems
Preparation and review of technical memoranda, reports, drawings, specifications, and miscellaneous contract documents
Participate in community project outreach with a focus on utilities
Perform utility record document research and utility field investigations when required
Prepare detailed utility engineering plans, specifications, and cost estimates
Review private utility owner policies and procedures
Construction administration and engineering services (submittal review, contract document interpretation, requests for information, shop drawing reviews, correspondence, change requests, and change orders) when required
Communicate effectively and coordinate with clients, utility owners, project teams including other disciplines, such as architects, mechanical, plumbing, and electrical designers, cost estimators, GIS technicians, and other utility design professional
Organize and coordinate a subsurface utility engineering task with subcontractors to obtain record utility documents, review utility designation results and evaluate test pit/test hole reports
Required Skills and Experience
Bachelor's degree in civil engineering or related engineering field
Four (4) or more years of progressive project experience in the study, design, and construction administration of utility improvements, relocation and coordination
A self-starter, versatile, and interested in working on a variety of projects supporting the Utility Design Group
Excellent technical writing and communication skills required
Demonstrated proficiency in organization and presentation of documentation
Proficiency with Microsoft Suite including Word, Outlook, Teams, Excel, and PowerPoint is required

Required Skills and Experience
4-8 years of experience in civil and/or transportation/highway engineering
BS in Civil Engineering from an ABET accredited engineering program
Proficiency in MicroStation V8i, GEOPAK/OpenRoads, InRoads, and/or AutoCAD Civil3D
Professional Engineering Registration (PE) or the ability to secure within 6 months of hire
Preferred Skills and Experience
8+ years of experience in civil and/or transportation/highway engineering
In-depth understanding of transportation planning reports, contract documents, Highway Design Standards and MDOT, AASHTO and other local highway design manuals and guidelines
Proficiency with MS Word and Excel
Capable of leading transportation design projects in a dynamic, fast-paced team-oriented environment
Strong written and oral communication skills

Independently performs assignments concerning planning, development, design, and inspection of various public works projects. May represent the division at meetings with other government agencies and City Committees. Is responsible for the detailed phases of the division's engineering work.
* Develops plans, specifications, and cost estimates for economical completion of projects.
* Performs investigative reviews and engineering analysis of critical conditions.
* Advises the general public on matters of City policy.
* May review submissions to the City such as subdivision plans and building permit site plans. May issue permits after reviewing application.
* Attends meetings concerning the planning of projects. Meets with owner and/or contractors, as may be needed, in resolving scheduling of work involving City operated facilities.

ACCEPTABLE EXPERIENCE AND TRAINING:

Must possess a valid Engineer-in-Training certificate from the State of Ohio Board of Registration for Engineers and Surveyors or a registration as an EIT from another state, or be eligible to apply for the examination and obtain the EIT certification from the Ohio Board within one year from the date of employment.
PHYSICAL DEMANDS

* Work is performed in both an office and outdoor settings.
