Criminal Investigation: Office of Communications.
The following are the duties of this position at the full working level.
As a Front-Line Manager, you will:
* Manages and coordinates media activity; including speaking on behalf of the IRS in responding to media inquiries on highly technical or sensitive IRS issues; reviewing articles or other material concerning the IRS; prepares a daily news summary for Media Relations Branch; prepares complex or sensitive press releases; and compiles briefing material for service officials.
* Builds relationships with media representatives, other National Headquarters personnel, and OD/FD/SS executives and managers to keep abreast of IRS policies, objectives, activities, and problems in order to respond quickly and accurately to media inquiries; exercises significant authority in dealing with officials of other units and organizations and in advising management officials of higher rank.
* Participates in the development and establishment of media relation policies and procedures; development, testing, and implementation of media relations strategies and balanced measures; and plans, schedules, and coordinates work operations in accordance with national policies and procedure.
* Participates on IRS Council(s), as appropriate, to address and resolve complex and sensitive IRS issues and to ensure consistent and accurate information is delivered to taxpayers through media

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. SPECIALIZED EXPERIENCE IR04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

Duties
The Enterprise Infrastructure Directorate provides direct management oversight and is accountable to and comprises three office groups: Infrastructure Strategy and Finance, Infrastructure Management, Network Technologies, and one Regional Diplomatic Technology Center (RDTC). Enterprise Infrastructure partners with customers across DT to shape and manage the global technology plans and infrastructure needed to meet the challenges of the Department's IT needs.
The Office of Network Technologies' activities are designed to enhance the diplomatic readiness of DOS to effectively process information and ensure the integrity and availability of the Department's network and telecommunications infrastructure worldwide.
As the Office Director (DT/EI/NT), the incumbent provides executive leadership and strategic management to six Divisions in the network, engineering, and operations of the Department's critical global unclassified and classified network and telecommunications infrastructure. The position reports directly to the Deputy CIO for EI, which is an SES or equivalent-level position.
Additional duties and functions include the following:
* Advises the DT/DCIO for EI and the DT Principal Deputy Chief Information Officer concerning all issues related to the Department's worldwide communications networks, satellite, and the incorporation of network and telephone infrastructure/ technology into the formulation of strategies to support the Department.
* Oversees DOS' global network and telephone systems assets in providing technical guidance and support for the enterprise network's design, development, security, capacity planning, monitoring, and engineering.
* Manages a budget of $350 Million (Appropriated and WCF). Obtains necessary resources to accomplish NT programs and exercises responsibility for effectively using the resources. Provides guidance to Division Chiefs for modifying program goals and objectives, altering service offerings, and improving users' utilization of resources.
* Manages and directs DT/EI/NT federal and contract staff through a SFS Deputy Director and six subordinate Division Chiefs. Establishes goals, objectives, and plans for the staff in DT/EI/NT's Divisions and NT front office that comprise 91 federal employees and more than 365 contractors.

BRIEF JOB DESCRIPTION: Your professional services will assist coastal Maine municipalities with land use and comprehensive planning, manage grant programs for municipalities and regional councils, research municipal planning issues and develop coastal and land use policy and implementation recommendations for use by the executive department, legislature, or line agencies.
The Coastal Land Use Planner leads the review process to award Coastal Community Grants. The successful candidate will determine the scope of work for land use technical assistance grants to Maine's Regional Councils, develop land use technical assistance guidance materials, and review municipal comprehensive plans under the Growth Management Law and Chapter 208 Comprehensive Plan Review Criteria Rule.
The successful candidate will have experience in and know the principles, practices, methodologies, and objectives of municipal planning; sustainability, coastal resilience, and land use planning issues facing coastal municipalities; local government management, capabilities, and constraints; funding opportunities to address municipal planning concerns; and the ability to evaluate land use planning problems and recommend solutions. Summary As the Director (Bank Appeals), you will oversee and perform a range of highly technical duties to successfully accomplish the OCC's internal and external bank appeals functions while serving as the technical expert on the appeals processes in the Office of Enterprise Governance and the Ombudsman (EG-OMBD).

Responsibilities As Director (Bank Appeals), you will: Plan, organize, implement, and direct activities associated with the appeals program and the administration of the Bank Examination Questionnaire (BEQ) process.
Investigate, troubleshoot, coordinate and respond to appeals, complaints and inquiries from bankers and consumers involving OCC decisions and actions.

Plan, organize, implement and direct activities associated with national bank appeals activities and management accountability for adherence to OCC goals and initiatives.

SPECIALIZED EXPERIENCE: GS-09 LEVEL: To be eligible for this position at this grade level you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes: Experience with budgetary programs such as travel, travel card, procurement, or purchase card.
